29 April 2013 N00019-12-R-0001 Remaining Draft RFP Feedback Received Since Pre-Solicitation Conference & Gov’t Responses
1) PMF Sustainment: We do not understand why aircraft in depot maintenance are no longer considered part of the exempt aircraft when determining SLMMESA. The zero FH on these aircraft will drive down the FH average which in turn will make it that much more difficult to keep the fleet in the lower SLMM bands in Table 4-1 of the DRFP. This type of accounting appears to simply be an obstacle thrown in to water down the contractor’s ability to earn the award fee.
DRFP Pg 39, 3.1.4. Please clarify why the SLMMESA no longer includes aircraft in work for Depot events.
Para (3.1.4.1.2) of Clause H-1 covers ACO-exempt aircraft undergoing modifications of greater than 250 man hours.
2) PWS Pg 21, 5.6.6.8 – Additional Aircraft Requirements. It appears that additional aircraft requirement will have will adversely impact the management efforts by the contractor to meet the Sustainment PMF. Short notice requirements to add aircraft severely limits the contractor’s ability to manage fight hour averages and the assignment of high and low average aircraft as identified on the CNATRA FLE List.
a. Recommend that all flight hours flown by any additional aircraft requirements not be counted in the calculations for the various Sustainment PMF metrics. Without this relief, contractors could easily be driven into a position of not meeting this metric where at best the contractor earn zero award and at worst loses $2.5M for a situation over which the contractor has no control.
The Government considered the recommendation and has determined that including additional aircraft ordered and associated flight hours are still necessary to be included as part of managing sustainment IAW PWS para 5.8 and the CNATRA FLE List (CFL).
3) Attachment 25 – NSN Material to Requisition –
a) Please supply a complete inventory listing of all materials to be provided? b) Will that inventory listing contain all of the data elements as defined in the Solicitation clause 45.201?
Complete material inventory listings provided as attachments to the RFP.
4) Reference: Attachment 5, Aircraft Common Equipment (ACE); Attachment 20, NAS PAX (VX-23) GFP; and Attachment 25, NSN Material to Requisition Question: Will the Government add a column in these tables for "Quantity" Quantity information provided with Attachment 8 and 36. Attachment 5 is provided solely to identify common equipment for GBTS and no quantity information required. Attachment 20 lists each item individually. Attachment 25 lists the items to be requisitioned individually. Inventory related information pertaining to the requisitioned items is noted in Attachment 8.
5) Attachment 15 BOM List. In an effort to reduce the cost of building an indentured BOM, request the Government provide manufacturer/supplier names and National Stock Numbers (NSN)for each of the list of parts.
The requested data is not available.
6) RFP Reference: PWS IMP and B-3.7 - CLINS 0X07, 0X08 and 0X09
Questions:
a) Does the unit price pertain to consumable-type materials?
0X07 and 0X08 IMP: Material required to conduct IMPs will be requisitioned from Government Supply and paid for directly by the Navy or procured through the open market and reimbursed via CLINs 0X25.
0X09 Strip and Paint: HAZMAT for Strip and Paint will be requisitioned from Government Supply and paid for directly by the Navy; therefore no HAZMAT pricing is to be included in the proposed FFP. All other material required for Strip and Paint is to be procured through the open market and reimbursed via CLINs 0X25.
Therefore, the RFP will be revised via Amendment 1 to exclude any material from the FFP of CLINs 0X07, 0X08, and 0X09 and include a SLIN under CLINs 0X25 for reimbursement when material is procured from the open market vs. Government Supply.
7) PWS 5.3.1.3.6 - The Contractor shall produce and deliver an updated Individual Component Repair List (ICRL), which is Attachment 9 to the contract IAW (CDRL A012), and Contract Attachment 6, Applicable Documents. The Government will replace Contract Attachment 9 with the approved updated ICRL annually.
Question: Will the Government allow a price adjustment to the Firm Fixed Price as the result of any increases to the annual Individual Component Repair List (ICRL)?
At this time, the Government does not foresee significant enough changes to necessitate re-negotiation.
8) In order to comply with 5.12.3 in the PWS, the contractor requests that the government supply the IUID tag numbers for those items that have been previously reported to the IUID Registry. Will the government supply this information on all lists of equipment, tooling, special tooling, and special test equipment and serialized aircraft parts supplied as attachments to the RFQ?
The requested data is unavailable; existing inventory is not tagged.
9) PAX RIVER 11.1.2: PWS 11.1.2.5, 11.1.2.6, and 11.1.2.7. These paragraphs address RIT PAX NAVAIR test plan support, AVMI support, and AVMI installation of instrumentation and pre/post flight checks of instrumentation systems and data download as necessary. Please provide estimated man hours per year for these requirements so bidders can provide adequate staffing.
AVMI Support Estimate: 2 hrs total of support for Pre- and Post-flight Instrumentation check for each data flight and ~5 data flights per month.
10) PWS Pg 58, 11.1 tasks the contractor with performing O-, I-, and D-level maintenance for Support Equipment. We are unable to locate information that defines the SE at PAX that is to be maintained. Please provide a list of all SE equipment that is to be maintained.
There is a list provided of VX-23 Shared-SE (Attachment 34), which is maintained by the Government or a Third-Party Contractor. Otherwise, the SE to be maintained under the T-45 CLS contract is noted in PWS 11.1 and Attachment 35 (CNATRA IMRL at PAX).
11) PWS 5.10.6 requires the contractor to “deliver the BOM’s to the Government with unlimited data rights.” This requirement includes significant and varying costs for acquisition of data rights which are unknown to bidders, except perhaps to OEM bidders. The lack definition or Government estimate as to what data rights will be required does not give bidders the ability to determine the level of service required or the cost of such services.
Please provide a list of the anticipated data rights the Government wants bidders to include in the FFP CLIN or provide the annual Government cost estimate for data rights.
The PWS will be updated via Solicitation Amendment to read “Government Purpose Rights” vice Unlimited Rights.
12) PWS 5.10 - Will the Government provide various data/resources required to predict and pro-actively manage DMSMS, such as:
a) OEM Technical Data access (e.g. Component Maintenance Manuals, Illustrated Parts Catalogs, Technical Drawings, Technical Analyses, Engineering Investigations, etc);
The Government will provide Bills of Materials as they become available.
b) Fleet operational data (historical and projected);
This information has already been provided in the Competition Library.
c) Failure/reliability data;
This data is not available.
d) Access to all component MRO operations to review processes, findings, etc.; and This data is not available.
e) Access to T-45 spare parts for non-destructive and/or destructive testing?
This data is not available.
13) Reference CLINs 0X18 DMSMS – Does the Government have a list of specific resources or deliverables that must be provided for the FFPs in these CLINS? We believe that the requirements of the related PWS sections will be very fluid based on the status of the aging fleet. As such, we recommend that the Government list specific resources that Contractors must include in each FFP for these CLINS (e.g. “CLIN OX18 must include 1 DMSMS FTE and a predictive forecasting tool in order to meet the requirements of PWS 5.10”), then leave specific DMSMS and/or Engineering projects as over-and-above costs, if required (and subject to mutual agreement with the Contracting Office or Program Office.)
The Government has appropriately articulated the requirements in the Section B and the PWS.
Competition Library Data Requests:
14) Total Intermediate (component repair) man hours by site last 12 months The Government team is compiling the requested data that is available to load to the Competition Library.
15) DRFP Pg 4, B-3.7 (CLIN 0X09) requires S&P pricing based on labor and materials. PWS 5.15.8.6 states the FLASHJET system will be used at both NASK and NASM until FY 14. In order for bidders to price labor and materials for CLIN 0X09, please provide the following:
· For FLASHJET
a. Total man hours to complete an entire S&P event
b. For each aircraft that under goes a S&P event, provide a list of materials required and the quantities of each material used per aircraft. If material usage is not documented, recommend material costs be a COST element or included as part of CLIN 0X20.
Utilization of FLASHJET is no longer applicable to the S&P task in T45 PWS.
· For EMMA
a. Total man hours to complete an entire S&P event
b. For each aircraft that under goes a S&P event, provide a list of materials required and the quantities of each material used per aircraft
The requested data is unavailable for release. The Strip and Paint Specification is in the competition library and should provide adequate information in order for offerors to estimate and propose.
16) BUNO_by_SITE_Flight_Hours_through_Dec_2012_
a. Please clarify for bidders why 14 aircraft at NAS Kingsville had zero flight hours for the entire year.
Information can be found on the Daily Status Reports.
b. Are there issues with these aircraft that will impact both the Performance and Sustainment metrics of the PMF?
If an aircraft is out of reporting it will not impact the PMF Sustainment metric. The Contractor shall otherwise manage aircraft associated with the other PMF metrics.
c. Are there programmatic decisions made by the Govt that drove these aircraft not to fly. For example, were the aircraft put long term preservation? There are various reasons that drive such decisions.
17) Competition Library “T45Parts_OP-20Funding_08-D-0014(Fy04-12)” file –
a. Please explain what the Sweep-up Funding (~$13.1M) and Additional Funding ($9.6M) as used for. Was this funding needed to perform maintenance that may have been under funded or under bid in CY12 or earlier?
$13.1M covered prior years commitments and also a $3M quantity discount for brakes. The additional $9.6M was also used for prior year commitments and discount quantity buys.
b. Is this funding indicative of a problem area that will impact the future contractor either in terms of labor or material requirements?
Prior funding shortfalls have been corrected.
c. Please clarify what the requirement is for the RDT.
The Government is not clear on the “RDT” acronym.
18) Detailed Maintenance data is missing—The Navy has asked us to provide our manning estimate by site, shift, and NAMP work center. To support that requirement, please provide historical data that would enable us to estimate a range of end strength positions, supervisory ratios, shift distributions and maintenance overhead.
Maintenance documentation has been posted to the competition library in response to this feedback.
19) How much direct maintenance is documented in AV-3M (e.g., plane captains, QA, Maintenance Control, Safety)? Are the maintenance overhead hours also included in this document?
Any individual performing a maintenance action is documented in AV-3M. Maintenance overhead hours are not included on this data.
20) Please provide detailed supply usage and consumption data:
a. Range and depth by site Attachment 8 has this data.
b. Usage data Data loaded in raw form on the Competition Library
c. What parts are repaired overseas This data is unavailable.
d. List of approved sources for repairs This data is unavailable.
21) Integrated Maintenance Programs:
a. Please provide labor estimates for IMP events.
The requested data is unavailable for release. The IMP Specification is in the competition library and should provide adequate information in order for offerors to estimate and propose.
b. IMP historical data surrounding what is discovered during those various events.
This data is loaded to the competition library in response to this request.
c. Does the FFP include correction of discrepancies discovered during IMP and what do they typically find?
No. The FFP is to cover the standard performance associated with the specification only. Any additional effort required to correct discrepancies discovered during IMP is to be proposed as an OAWR IAW Clause H7.
d. Please provide the Material history for IMP. What components often need repairing or replacement during IMP?
IMP Material will be requisitioned from Government Supply and paid for directly by the Navy or procured through the open market and reimbursed via CLINs 0X25.RFP Amendment 1 will revise the pricing of IMP to exclude material from the FFP.
22) CLINS 0X07 and 0X08: The competition library contains no information that would serve to form the basis of estimate for either of these CLINS. For CLIN 0X07 the government should be able to provide reasonable labor hour estimates for IMP 1 and IMP2, along with historical data as to what issues were uncovered and DMMH involved. For CLIN 0X08 (IMP 3-6), we would have to rely on government estimates and expect to adjust those estimates after the first events were completed. The IMP specification provided in the library does not provide a labor hour estimate. Please provide the labor hours on which to develop our basis of estimate for these CLINs.
The IMP Specification is in the competition library and should provide adequate information in order for offerors to estimate and propose.
23) Competition Library, T-45 Integrated Maintenance Program Specification and A001 IMP Strip and Paint Status reports. It is unclear what the historic maintenance hour requirement is for each IMP inspection. The A001 reports appear to include many other inspections and mods that make it difficult to determine the staffing requirements for each IMP (1, 2, 3, 4, 5, 6) inspection. Please provide historic data or government estimates for the labor hours required to perform each IMP (1, 2, 3, 4, 5, 6) inspection.
The IMP Specification is in the competition library and should provide adequate information in order for offerors to estimate and propose.
24) PWS Pg 3, 2.3 states “The Government owns and maintains all Organizational (O) and Intermediate (I) level publications related to the T-45 airframe maintenance and parts breakdowns, and engine O-level maintenance. These include all components listed in various site Individual Components Repair Lists (ICRL) to the appropriate level of maintenance, as well as limited depot level aircraft and landing gear plans in the T-45 Fleet Support Team (FST). Any other airframe support service or data rights requirements, including engineering, obsolescence, and diminishing manufacturing sources (DMS) efforts described in paragraphs 5.10 and 5.22 of this PWS, such as Engineering Investigations (EI) and Engineering Change Proposal (ECP) support, may require vendor or original equipment manufacturer (OEM) support to provide the service or the necessary data rights.”
PWS Pg 57, 7.5.1 states “The Government will make the T-45 Aircraft technical data available to the Contractor for the performance of this Contract.”
a. In order to be able to an inclusive pricing model, it is necessary for bidders to understand the potential costs for obtaining provide pricing information for “any other airframe support service or data rights requirements, including engineering, obsolescence, and diminishing manufacturing sources (DMS) efforts described in paragraphs 5.10 and 5.22 of this PWS, such as Engineering Investigations (EI) and Engineering Change Proposal (ECP) support, from original equipment manufacturer (OEM) to provide the service or the necessary data rights.
b. Please provide historic data or government estimates for the costs of obtaining necessary D-Level data from OEMs and vendors not provided by the government.
c. If this information is not available, recommend the D-Level data rights and other airframe support services that may be required be price in a Cost Reimbursable or Over and Above CLIN.
PWS paragraph 7.5.1 will be updated via Solicitation Amendment 1 to reflect the technical data that is owned by the Government.
a. The Offeror’s strategy to meet this requirement will determine the level of data rights needed. Obtaining pricing information for entering into a data rights agreement with the OEM and/or vendors is the Offeror’s responsibility.
b. See a.
c. The tasking required under FFP is, “…review and evaluation of specific engineering or technical problems… and provide solutions and/or recommendations for needed action or solution” and submission of EI requests via JDRS.” All other tasking, including conduct of EI’s and development of ECP’s is LH.
