Section C - Description/Specifications/Statement of Work

Miscellaneous text in this section has been modified to:

BACKGROUND

The Office of Naval Research (ONR) coordinates, executes and promotes the science and technology programs of the United States Navy and Marine Corps through schools, universities, government laboratories and non-profit and for-profit organizations. ONR formulates and executes the Naval Science and Technology (S&T) portfolio to address the most responsible and promising technology opportunities and solutions in both basic and applied science; transitions the most useful technologies to Acquisition and the Warfighter; and provides technical advice and information to the Chief of Naval Operations (CNO), the Secretary of the Navy, and the Department of Defense (DoD).

OBJECTIVE

The Ocean Battle Space Sensing, Code 32, explores science and technology in the areas of oceanographic and meteorological observations, modeling, and prediction in the battlespace environment; submarine detection and classification (anti-submarine warfare); and mine warfare applications for detecting and neutralizing mines in both the ocean and littoral environment. The department supports the Ocean, Atmosphere, and Space Science and Technology Focus Area at Office of Naval Research through these general research areas Understanding the Physical Battlespace, Battlespace Sensing Technology, Battlespace Prediction Systems, Battlespace Exploitation. Specific research areas and portfolios within Code 32 are:

Anti-Submarine Warfare - Innovative anti-submarine warfare technologies for detection, tracking, and countermeasures

Explosive Hazards Defeat - Cutting-edge technologies to detect, neutralize, and mitigate explosive hazards.

Maritime Sensing - Technologies for improved acoustic and non-acoustics surveillance and threat detection

Mine Warfare/Ocean Engineering and Marine Systems - Shaping and understanding mine warfare, mine countermeasures, explosive ordnance disposal, and naval special warfare

Undersea Signal Processing - Improved detection, localization, and classification of submarines in shallow and deep ocean environments.

Arctic and Global Prediction - Enhanced understanding of the physical battlespace at a variety of time and space scales

Littoral Geosciences - Innovative expeditionary warfare, naval special warfare, mine warfare and antisubmarine warfare in shelf, near-shore, estuarine, riverine, and riparian environments

Marine Mammals - Understanding the effects of sound on marine mammals

Marine Meteorology and Space Weather - Broad thrust areas of atmospheric prediction and processes, atmospheric effects, air-sea interaction, atmospheric boundary layer processes, satellite remote sensing, and ionospheric analysis and prediction

Ocean Acoustics: A National Naval Responsibility - Fundamental understandings of the physics relating to underwater sound

Oceanographic Research Facilities Program - Manage six Navy-owned charter-leased oceanographic research vessels to include fleet modernization to maintain the level of excellence required to support world-wide oceanographic research

Physical Oceanography - Improved observation and forecasting of ocean circulation and stratification on naval relevant time and length scales

Tactical Oceanography: A National Naval Responsibility - Enhance naval operations through battlespace awareness

The tasks identified in this PWS are designed to provide administrative, financial, and technical support services required to enable maritime domain access and distributed operations for naval forces in contested ocean environments through superior maritime battlespace awareness and undersea threat detection, identification and neutralization.

The execution of Code 32's S&T objectives require a multitude of unique technical and professional skills, and institutional knowledge of the DoD financial, acquisition, and S&T environment. Contractors providing services in this mission space are required to have the professional maturity and communication skills to seamingly interact with Senior US Navy and Marine Corps Leaders, US Government S&T agencies, and researchers in academia, industry and international partners.

The Contractor shall correct any identified deficiencies within thirty (30) days of notification by the Government. The contracting officer may provide for a correction period longer than thirty (30) days and, in such a case, may require the Contractor to submit a plan of action and milestones (POAM) for the correction of the identified deficiencies. The Contractor shall immediately notify the contracting officer of any failure or anticipated failure to meet a milestone in such a POAM.

In delivery of the incident data, the Contractor shall, to the extent practical, remove contractor-owned information from Government covered defense information.

c) If the Contractor subsequently identifies any such data not previously delivered to DC3, then the Contractor shall immediately notify the contracting officer in writing and shall deliver the incident data within ten (10) days of identification. In such a case, the Contractor may request a delivery date later than ten (10) days after identification. The contracting officer will approve or disapprove the request after coordination with DC3.

The specific details (e.g., type of device, type of data gathered, monitoring period) regarding the installation of an NCIS network device shall be the subject of a separate agreement negotiated between NCIS and the Contractor. In the alternative, the Contractor may install network sensor capabilities or a network monitoring service, either of which must be reviewed for acceptability by NCIS. Use of this alternative approach shall also be the subject of a separate agreement negotiated between NCIS and the Contractor.
