About this file

This file is a Questions and Answers document for solicitation N0001426R3002, which addresses clarifications on proposal submission procedures, format requirements, and evaluation criteria for the ONR Code 32 Admin/FM/Technical Support requirement.

Key clarifications include: (1) Prime contractors are not required to create teaming requests in the SeaPort portal for subcontractors; (2) The PIEE Solicitation Module can receive Controlled Unclassified Information (CUI) and offerors should mark materials appropriately; (3) Section B fill-ins should only be submitted in Volume IV via the PIEE Solicitation Module, not in SeaPort-NxG, and an amendment will remove conflicting language; (4) The facility clearance requirement has been corrected to Top Secret in the PWS and Section L; (5) An evaluation statement in Section M containing apparent typographical errors regarding sub-factor importance will be revised via amendment; (6) Major subcontractor definitions will exclude profit/fee from the $3M threshold calculation; and (7) Amendment language will be updated to remove references to SeaPort Next Gen submission requirements, with proposals submitted exclusively through PIEE. The document confirms that amendments addressing these clarifications and corrections are forthcoming.
