About this file

This is a Technical Evaluation Form for Sub-Factor 1.3 that establishes evaluation criteria for offerors' Staffing Plan and Problem Resolution approaches in response to ONR Code 32 Admin/FM/Technical Support solicitation N0001426R3002. The form requires offerors to provide detailed responses addressing six staffing plan components: understanding of staffing requirements for Key and Non-Key Personnel to accomplish all Performance Work Statement (PWS) requirements, strategies to ensure personnel availability in specified technical areas, recruitment strategies, retention strategies, backfill strategies for replacing skilled technical personnel, and plans for integrating subcontractors and consultants while complying with FAR 52.219-14. For each component, offerors must explain how their proposed approach provides benefits to the Government.

The form also requires offerors to address six problem resolution elements: training plans for Key and Non-Key Personnel, performance management protocols for underperforming staff and subcontractors, approaches for handling extended personnel absences, invoice issue resolution procedures, strategies to maintain less than 10% annual personnel turnover as required by the Quality Assurance Surveillance Plan (QASP), and ability to obtain a SECRET facility clearance on or before the contract award date with timeline documentation if clearance does not currently exist. All responses must include specific details demonstrating the offeror's capability to meet contract performance standards, with each section requiring explanation of government benefits.
