About this file

This is a Technical Evaluation Form for Sub-Factor 1.3 addressing Contractor's Staffing Plan and Problem Resolution for solicitation N0001426R3002, an Office of Naval Research (ONR) requirement for Code 32 Admin/FM/Technical Support for Organization Code 032/Ocean Battlespace Sensing. The evaluation form is a template designed to assess offerors' proposed staffing approaches and problem-handling procedures across multiple criteria.

The form requires offerors to provide detailed responses addressing six staffing plan components: understanding of staffing (key and non-key personnel) aligned with Performance Work Statement requirements, personnel availability strategies in specified technical areas, recruitment strategies, retention strategies, backfill strategies for replacing skilled technical personnel, and subcontractor/consultant integration plans compliant with FAR 52.219-14. Additionally, offerors must address six problem resolution areas: training plans for key and non-key personnel, performance management protocols for underperforming personnel and subcontractors, extended absence contingency plans, invoice issue resolution procedures, ability to maintain less than 10% personnel turnover per period of performance as required by the Quality Assurance Surveillance Plan (QASP), and capability to obtain a TOP SECRET facility clearance on or before contract award with timeline identification if no current clearance exists. For each component, offerors must articulate how their proposed approach provides benefits to the Government. This is a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside requirement with formal RFP release anticipated around March 6, 2026, and responses must be submitted through the PIEE Solicitation Module.
