About this file

This is a bid response document submitted by Mirion Technologies (Canberra), Inc. to the Arizona Department of Health Services in response to Solicitation Number BPM007426 for maintenance, repair, and calibration services on radiation detection equipment. The contract covers on-site and off-site support services for Mirion HPGe (High Purity Germanium) detectors and associated gamma spectroscopy systems at the Bioassay and Research Center (BRC) located at 4814 South 40th Street, Phoenix, Arizona 85048. The contract term is 12 months with four optional renewal years. The scope of work includes two scheduled on-site customized assistance and performance verification visits annually, two unscheduled emergency on-site visits with a 72-hour response time, non-consumable replacement parts and labor, priority technical support during standard business hours (Monday-Friday, 8:30 a.m. to 5:00 p.m. Eastern Time), software updates, and access to Mirion's customer portal. Mirion explicitly states it provides support only for Mirion-manufactured detectors and does not support non-Mirion HPGe detectors. The contractor identifies itself as the sole source for factory-trained labor and technical services for Mirion products, holding proprietary rights and patents for all hardware and software, with ISO-9001 certification and compliance with ANSI Standard N42.14.

Pricing for the basic on-site customer support agreement for the standard gamma spectroscopy system begins at $22,273 for the base year with annual increases to $26,056 by option year four, with additional line items for individual detectors and components ranging from $1,580 to $5,849. The quotation has a validity period of 120 days, with payment terms of Net 30 upon invoicing (available annually, quarterly, or monthly in advance). Mirion does not comply with several state requirements, including the most-favored-customer pricing clause, providing 3-day reporting on service completion (offering one-week reporting instead), and the unlimited indemnification clause (proposing liability capped at contract value). The contractor also does not comply with requirements for pandemic planning or 48-hour timelines for mailed-in equipment evaluation. Germanium detectors older than 15 years receive best-effort repair support only, with sustainability of parts guaranteed for at least one additional year. The quote was prepared by Sharon Kaika on April 2, 2026, for Hana Hehman, the contact at Arizona Department of Health Services (480-390-7978, hana.hehman@azdhs.gov).
