About this file
This is a Procurement File Memorandum from the Arizona Department of Health and Wellness, Planning & Operations division, documenting the evaluation and non-responsive determination for Invitation for Bid (IFB) No. BPM007426 for Radiation Equipment Maintenance, Repair and Calibration services. The procurement sought to establish a contract with supplier(s) to perform on-site and off-site maintenance, repair, and calibration services for radiation detection equipment at 4814 South 40th Street, Phoenix, Arizona 85048, with BRC staff accompanying supplier personnel during on-site work. The memorandum, prepared by Senior Procurement Specialist Hana Hehman on April 28, 2026, indicates that two vendors submitted bids for this solicitation.
Both bidders—Mirion Technologies Canberra, Inc. and Gamma Products, Inc.—were determined to be non-responsive and in non-conformance with the solicitation requirements. The primary deficiency cited was that neither vendor provided pricing according to bid instructions, which specifically required per-service costs rather than the total annual cost figures submitted. Additionally, Mirion Technologies Canberra, Inc. took exceptions to both the Terms and Conditions and the Scope of Work, further rendering their bid non-responsive. The determination was approved by Chief Procurement Officer Gina Corwin on April 28, 2026, in accordance with Arizona Procurement Code, Rules and Regulations 41-2533 and R2-7-B312(C).
