All welding must be completed during low traffic ATCT time periods (12am to 5am)
The Contractor must seal any air intake vents adjacent to the work area on Level 24 and downwind of any welding activities. The RE will monitor wind direction and coordinate the seal of air intake vents as needed.
A smoke eater must run in the welding area during all welding activity. Fire extinguishers must be staged in the welding area, the Cab, and in the breakroom. A Contractor‐furnished Fire Watch must be employed during welding activities. The Contractor must use an in‐line fan to redirect smoke from welding activities.

A daily meeting must be held between the Contractor, RE, AT and SSC prior to each work shift to discuss approved work activities from the Risk Register for the day. Any sensitive unforeseen AT activities that require an adjustment to previously planned work must be identified.
A Miami Dade Aviation Department and FAA Hot Work Permit will be completed by the RE.
Any cutting of steel must be conducted outside of and away from buildings.
Hydroxyl generators must run in Cab and Breakroom during construction activities. A back‐ up hydroxyl generator must be kept on site.
The RE will develop a PID Baseline prior to the start of construction that will consist of readings 1 time per hour throughout a typical work day throughout the facility. The SECM or EOSH Specialist will provide instruction to the RE on use of the PID and establishing the PID baseline. Each reading will include the time, location, and reading. The RE will obtain the PID from the SECM or EOSH.
Smoke detector covers must be utilized in the immediate vicinity of welding and dust creating activities. A Fire Watch must be conducted while the smoke detectors are covered. The RE will coordinate with AT and follow all required fire safety measures while the smoke detectors are covered. No more than 2 smoke detectors may be covered at a time.
The RE will submit to the SECM and EOSH Specialist for review and approval the SDS for all materials to be used including solvents, adhesives, sealants and paints. The lowest VOC and lowest odor materials suitable must be used. The RE will maintain a binder on‐site of the SDS for each approved material.
Contractor must use electrical power supply for generators when possible. If a gasoline powered generator is required, generator must be kept at Level 1 and leads must run up shaft to Level 24.
(If electrical power needed exceeds 120V this Risk Register and Mitigation Scope of Work must be revisited to address the risk of connecting to an electrical panel.)
The Contractor must submit a Silica Dust Control plan that utilizes engineering controls (such as water, filtration and ventilation) and provide respirators for workers, COR, and any employees with the potential to be impacted.
The Contractor must identify the location of the water shutoff to the sprinkler heads in the work area in case of emergency. The RE must approve the protection method of the sprinkler heads for the work activity (non‐combustible barriers, damp cloth guards, etc.) These shields must be removed at the end of each work day.
If power tools are used to prepare concrete or steel surfaces, activity must be completed during low traffic ATCT time periods (12am to 5am)
Dust barriers must be used to seal off and enclose the work area to contain dust and debris.
HVAC filters serving the Cab and Cable Access Level must be replaced after each construction work phase with new MERV 10 filters.
The Contractor must submit a staging plan indicating the type of equipment to be used to access the exterior pre‐cast concrete panels. If a crane is to be used, then the maximum height and working area coordinates must be provided. The Contractor must submit a 7460‐1 form on the
OEAAA website a minimum of 45 days before the start of construction. This information will be discussed during the Pre‐Construction Meeting.
The Contractor must identify the location of the water shutoff to the sprinkler heads in the welding area in case of emergency. The RE must approve the protection method of the sprinkler heads for the welding activity (non‐combustible barriers, damp cloth guards, etc.) These shields must be removed at the end of each work day.
