Choices: General Issue, Solicitation, Performance Work Statement, Other (Specify)

Paragraph Question/Issue/Concern Response

1 General Issue

Does the government intend to provide to industry the pertinent sections of the DRFP that were not released on 15 Nov 2016 (i.e., sections B, L & M). In addition to the sections released, these remaining sections are very germane to bid/no‐bid decisions.

The final RFP will contain sections L and M.

2 General Issue

Will cost reimbursable travel ODC be a plug number or will offerors be required to propose anticipated travel expenses as part of their overall pricing volume.

The cost reimbursable travel and other direct costs (ODC) cost reimbursable CLINs for pricing purposes will be evaluated with a plug number.

3 General Issue, Base Contract PWS

3.1.9 Locations

and hours of work.

Base Contract PWS discusses the potential for 24 hr operations for more than one continuous 24 hr cycle while maintaining sufficient personnel to perform routine duties. This can be logically interpreted to mean “surge ops.” Neither the Task Order 1 PWS nor the MCTOG Support Services Requirements Worksheet mention surge ops. Therefore, given that the contract is intended to be an IDIQ – and in the absence of a DRAFT Section

No, these are not surge support requirements. These are specified requirements for performance under the contract. The Government expects the awardee to be capable of providing continuous 24‐hour support. This continuous 24‐hour support may last for more than one continuous 24‐hour period. The current MCTOG Training and Exercise Employment Plan (TEEP) will be provided as an attachment so that

Paragraph Question/Issue/Concern Response

B – is it safe to assume that the government intends to issue a separate Task Order to support exercises where surge is required by the government? Barring that, does the government intend to provide “surge CLINS” as part of the initial RFP release?

offerors can project when these continuous operations period(s) will be.

4 Base Contract PWS

1.2.1.3 Unit

Readiness Planning Course

(URPC)

PWS states that “The course will be executed across the Marine Corps at most all the major bases.” Does this suggest there will be a permanent presence of contracted instructors at major bases – specifically Camp Pendleton, CA and Camp Lejeune, NC or will all URPC iterations be conducted via MCTOG sourced MTTs? If by MTT is it safe to assume travel is factored into an overall travel plug number (i.e., a cost reimbursable ODC)?

Task Order 1 Appendix A provides additional amplifying information. In paragraph 3.2.7, under "Conditions" it states, "Located at I MEF (Camp Pendleton, CA) and II MEF (Camp Lejeune, NC); includes mobile training team (MTT) instruction (i.e. resident and distributed training)".

Cost reimbursable travel CLINs for pricing purposes will be evaluated with a plug number.

5 Task Order 1 PWS pp 20‐22 MCTOG Support Services Requirements Worksheet

Per all three conditions listed under all three subtasks related to Job: Provide Unit Readiness Planning Course, this course will take place at I MEF (Camp Pendleton, CA) and II MEF (Camp Lejeune). Same question as above. . .

Does this suggest there will be a permanent presence of contracted instructors at major bases – specifically Camp Pendleton, CA and Camp Lejeune, NC or will all URPC iterations be conducted via MCTOG sourced MTTs? If by MTT is it safe to assume travel is factored into an overall travel plug number (i.e., a cost reimbursable

ODC)?

The support requirements contained within paragraph 3.2.7 of the Task Order 1 PWS include establishing a contractor presence at I MEF and II MEF to support this particular effort.

Paragraph Question/Issue/Concern Response

6 Base Contract PWS

1.2.2. Battle

Staff Training Program (BSTP)

While a pillar of MCTOG, this key task is not performed based on an approved POI – which provides student‐to‐instructor ratios and minimum/maximum class sizes. This is understandable since the training audience can vary from a Company to a Battalion to a Regimental staff; is tailored based on the unit’s METL and training goals/objectives, and is often executed as part of another training event given at another training venue. It also often occurs when other formal POIs (i.e., TMIC, URPC, & NEBSC) are ongoing. Does the government intend to provide industry some sort of definitive metric to allow them to accurately assess manpower requirements to fulfill this task? If not, will the government provide “historical” data on numbers of BSTP iterations and personnel required to support?

The scheduled BSTP events are included with Attachment J6, MCTOG FY17 and FY18 Campaign Plan and TEEP, which was also released with the DRAFT RFP. The tab named "TEEP" and the tab named "BST" provide the projected dates for BSTP events. These events are overlaid on the overall MCTOG TEEP.

Performance requirements for BSTP support are included in the applicable Task Order 1 Paragrapgh 3.2 requirements.Historical requirements will not be provided as each offeror is expected to demonstrate their full and complete understanding of the requirement as indicated in their proposed staffing plan.

7 Base Contract PWS

1.2.2. Battle

Staff Training Program (BSTP)

Subparagraph e. states that one of the key resources included in the BSTP task is “the ability for units to integrate service, joint, special operations forces, interagency, intergovernmental, and multinational assets.” Does this translate into a requirement for offerors to provide exercise design support, exercise management support, and modeling and simulation support ISO the BSTP?

Yes, paragraphs 3.2.1, 3.2.2 and 3.2.3 of the Task Order 1, MCTOG Support Services Requirements Worksheet include the requirement to support the Battle Staff Training program in the areas of exercise design, exercise control, and modelling and simulation support.

8 Base Contract PWS

2.1 DoD

Instructions, Directives, Standards and Guides

Virtually all of the documents listed in this paragraph are available online save one. Therefore, does the government intend to provide to industry MCTOGO 5000.1B?

MCTOGO 5000.1B will be made available to prospective offerors as part of the solicitation.

3.1.4 Resource

Requirements &

3.1.4.1 Marine

Corps Enterprise Network

Paragraph 3.1.4 states that “The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to meet the MCTOG Support Service requirements. . .” Paragraph

3.1.4.1 states that “All computer assets, whether to be connected to the MCEN. . .shall be provided for by the contractor” Both of these statements presuppose that all historical data/artifacts related to the four pillars of MCTOG are captured/saved on a server on the MCEN that contractors can log into and gain access to in order to execute PWS required tasks. Request the government confirm that ALL computer assets must be provided by the contractor vice using PCs and / or laptops where all historical data is stored and passed down between personnel executing duties assigned to specific MCTOG sections.

As stated in the base contract PWS, paragraph 3.1.4.1, all computer assets (i.e. end user devices) required by the Contractor to support the PWS requirements will be provided for by the Contractor. This applies whether the Contractor intends to connect the end user device to the MCEN, or if the end user device will be utilized without connecting to the MCEN.

10 Base Contract PWS

3.1.5.1 Eligibility

for access to classified information

Request the government provide the representative “Historical Clearance Requirements” table that was supposed to be included at Appendix C.

The reference to Appendix C and Historical Clearance Requirements have been deleted.

11 Base Contract PWS

3.1.5.1 Eligibility

for access to classified information

This paragraph states that “A Sensitive Compartmented Information Facility (SCIF) does not exist at MCTOG. . .” at the present time. Does this mean that while contractors must have TS/SCI “eligible” personnel to meet the requirements of Appendices A&C, they do not have to have TS/SCI “qualified” personnel on the Contract Start Date or is there another TS/SCI facility aboard the MCAGCC the MCTOG contracted support personnel utilize?

Applicable security clearance requirements are articulated in the Personnel Requirements section of the Task Order 1 Appendix A MCTOG Support Services Requirements Worksheet. Offerors will be required to rpvide support that meets the contract requirements at the commencement of contract performance.

TS/SCI tasks are performed at another facility located aboard the installation.

12 Base Contract PWS

3.1.6 Common

Access Cards

(CAC)

Is a CAC a requirement for connecting to MCEN?

Yes. Common Access Cards (CAC) and the associated certificates are also required to access CAC enabled websites.

13 Base Contract PWS 3.1.15 Government Property

This paragraph states that “. .

.Government property incidental to the place of performance remains the responsibility of the Government. This includes, for example, office space, desks, chairs, telephones, computers, and fax machines.” Request the government confirm or deny that this means that computers required to execute the day‐to‐day tasks required by the PWS (i.e. containing government owned historical data) are available for contractor use? If this is the case will the government consider providing numbers of computers available and the task they have “historically” supported?

The end user device requirements to meet the day‐to‐day tasks required by the PWS are the responsibility of the Contractor per paragraphs 3.1.4 and 3.1.4.1 of the Base PWS.

Historical requirements will not be provided as each offeror is expected to demonstrate their full and complete understanding of the requirement as indicated in their proposed staffing plan.

14 Base Contract PWS

3.1.3 Contractor

Personnel, Disciplines, and Specialties 3.1.14 Program Management

The Government made very clear to all interested Offerors at the Industry Day and the subsequent one‐on‐one briefings in Orlando that two key items of interest in supporting this contract were hiring & retaining the right people (i.e., right combination of qualifications and skillsets) and continuity of operations. Also, discussed at the same venues was the potential requirement to provide two resumes (PM & 29 Palms Site Lead) with each offer. To promote a fair competition where there is a level playing field amongst all offerors and to flatten the learning curve to the lowest extent possible to ensure continuity of operations, we do not believe a resume is required. Rather, we believe the two cited paragraphs (3.1.3 & 3.1.14) provide sufficient guidance to ensure each offeror proposes the appropriate combination of education, knowledge, Resumes are not required and will not be evaluated.

Paragraph Question/Issue/Concern Response skills, abilities and experience to meet all of the work or tasks required to plan, organize, manage, schedule, implement, control, analyze, and report on all elements of the PWS/program. Using the guidance provided, Industry would simply tell the Government the type of individual believed to be required to fill those two key billets.

Paragraph Question/Issue/Concern Response

15 Base Contract PWS Multiple 8(a) Will multiple 8(a) companies be allowed to work together to meet the 51% requirement?

As a set aside for the 8(a) business development program, the clause at FAR 52.219‐14 ‐‐ Limitations on Subcontracting ‐‐ will be included in the contract. 52.291‐14(c)(1) addresses the percent of the cost of contract performance that shall be incurred for personnel of the offeror/contractor. Offerors are cautioned that FAR 9.104‐3(d)(2) may result in a determination that a small business is not responsible if they are unable to comply with the limitations on subcontracting found at FAR 52.219‐14.

Contractor Team Arrangements are defined at FAR 9.6. The Government will not advise potential offerors on business arrangements.

16 Draft Sections L & M

Will government release Draft Section L & M for review before the RFP is released?

Sections L and M of the solicitation will be released with the solicitation.

Paragraph Question/Issue/Concern Response

General Issue ‐

MARINE CORPS

ENTERPRISE

NETWORK (MCEN)

Request that PM TRASYS coordinate with applicable MCSC offices to provide listing of specific approved computer assets and devices by location and individual required by contract personnel in order to calculate into contract pricing.

The Government will not provide offerors with a quantity or location for contractor supplied computer equipment for performance under this contract. Contractors are required to determine their own requirements necessary to successfully support all aspects of performance under the PWS.

General Issue ‐

MARINE CORPS

ENTERPRISE

NETWORK (MCEN)

Due to ongoing difficulties in gaining MCSC approval to purchase contractor‐ owned computer assets, will PM TRASYS assist in the initiation of gaining approval to purchase required assets upon contract award?

Marine Corps Systems Command approval is not required for contractors to purchase computer assets. The requirement is to meet the minimum technical specifications for connection to the MCEN (if planning on connecting the computer to the MCEN).

General Issue, Base PWS ‐

GOVERNMENT

PROPERTY

This paragraph possibly contradicts paragraph 3.1.4.1 regarding ownership of contractor purchased computer assets. This paragraph states that there "…is no reportable Government property being furnished to the Contractor…Government property

The reference to computers in the applicable section has been deleted.

in the PWS.

Task Order 1 PWS ‐ Exercise Design

Support

The provided worksheet states that the contractor must "Provide support for formal learning programs and Battle Staff Training simultaneously."

Realizing the quantity of teams and events will adjust; can the government attempt to quantify the approximate manpower required to perform on each BSTP Event and Team (e.g. BSTP Team 1 will normally require C2 Systems and Fire ADS Support) in order to better gauge overall manpower requirements when other events coincide with TMIC scheduled exercises.

The Government will not prescribe the number of personnel required to compete any element of the performance requirements of the

PWS.

Support Training/C2

Aviation Support Training

The provided worksheet states that on site support for fire support data systems is "...only required for the (3) yearly rotations of TMIC; begins (15) days prior to the first exercise through TMIC completion" Is this condition also true for the C2 Aviation Training and ISR Training requirements specific to TMIC?

The statement referenced is with regard to paragraph 3.2.2.1 of the Task Order 1, MCTOG Support Services Requirements Worksheet and is applicable to providing C2 fire support training for exercise augments. The same condition also applies to paragraph 3.2.2.2 of the Task Order 1, MCTOG Support Services Requirements Worksheet and is applicable to providing C2 aviation support training for exercise augments. The condition has been added to all performance objectives within these two paragraphs.

22 PWS ‐ Social Media Analysis Training

Is the social and news media analysis training required for Mobile or other BSTP training events or only for TMIC events? Can the government estimate the quantity of any additional events?

Paragraph 1.3 of the Task Order 1 PWS shows the interrelationship between the fifteen technical areas and the core pillars of the MCOTG program. Social media is component of all four core pillars and is referenced throughout the Task Order 1, MCTOG Support Services Requirements Worksheet. The

MCEN

Will the Government confirm that Offerors are to purchase computers ISO this IDIQ and that the Government will allow them to be joined to MCEN?

In the event that it is the Government's intent for the Awardee to purchase new computers, has the Government coordinated Contractor‐purchased computers being joined to MCEN with the local G‐6 at each of the locations detailed within the Solicitation to include Quantico, VA; Newport News, VA; Camp Lejeune, NC; Camp Pendleton, CA; Reston, VA; Marine Corps Base Hawaii; Okinawa, Japan;

Computers to be used as end user devices to meet the performance requirements of the PWS, and that will be added to the MCEN, shall be Trade Agreements Act compliant.

24 General Issue ‐

MCEN

In the event that it is the Government's intent for the Awardee to purchase new computers, recommend the government provide a plug number for cost comparison.

Computer requirements to function as end user devices for contractor personnel to use while performing tasks under the contract will not be a separate Contract Line Item. Offerors shall determine the quantity of end user devices required to support the efforts of this contract and provide the necessary assets to their employees for use while performing tasks that are required by the PWS.
