RFP (Section B.1.11) CLIN 001 3 B.1.11 Order Pricing
Given that the incumbent contract runs through the end of the transition period (CLIN 001), how does the government intend to conduct an apples-to-apples cost comparison between the incumbent’s transition period and an offeror’s transition period?
Does the current contract end date align with the start of CLIN 002?
Paragraph L.8 provides information on pricing travel and other direct costs for task order 0001. Prices submitted by offerors will be evaluated as specified in paragraph M.8 of the solicitation.
The expiration of the current contract is expected to align with the start date of CLIN 0002.
RFP, M.7 Volume III (Professional
Compensation Plan) 49 M.7 M.7 Compensation Plan Evaluation
Criteria
Given that the DOL BLS categories do not map to military equivalents, how does the government intend to evaluate labor categories versus BLS categories?
The BLS labor categories shall be selected based on the description of work being completed for each selected category, e.g. project manager, IT support, etc. In addition, there is a section called "Military Specific" labor categories.
RFP (CLINs) 6 CLIN 001 and 002 CLIN 0010
The CLIN structure in Sections L and F are contradictory. Please confirm the start dates for CLIN 001 and 002.
CLIN structure of Section F and L are not the same. Can the government clarify these CLINs are accurate (Dates)
CLIN 0010 (FPP) is CDRL’s are these all delivered in same month)?
The Section F information was updated in Amendment 1 to this solicitation. The instructions contained in paragraph L.5 for preparation of each offerors Task Order 0001 proposal were updated in Amendment 1 to this solicitation.
Delivery requirements for each data item are specified in the applicable DD Form 1423-1.
RFP (CLINs) 8 CLIN 1010
Will the government Break down CLIN 1010?
Does the government expect the offeror to (not separately priced)
CLIN 1010 will not be further broken down.
Deliverables specified under this option CLIN will be defined in any future task orders placed against this CLIN. The CLIN Is not separately priced.
RFP (CLINs) ODC CLINs
Please confirm the ODC plug provided by the government is for the purchase and maintenance of computers.
What’s the USMC’s computer refresh schedule?
What are the USMC hardware requirements for the computers?
What are the USMC software requirements?
The Government will not approve any invoice submitted against any other direct cost (ODC) CLIN for the purchase of computers. Attachment J1, paragraph
3.1.4.1 addresses the performance requirements for this contract as it relates to computers.
RFP Volume II (Past Performance) 38 L.6, A Section 1
Recent and Relevant Past Performance
Past Performance: Request the government allow offers to provide past performance citations for a minimum of three teammates, or for teammates who are conducting a minimum of 10% of the total work. In accordance with FAR52.219-14 limits on subcontracting, and the instructions from the government on Section L, page 42, you are only allowing citations from the prime contractor and one teammate. This would not allow the government to accurately evaluate the full depth and breadth of an offerors capabilities across the team.
Reference:FAR52.219-14 limits on subcontracting
The RFP has been updated to change the definition of a principal subcontractor to an entity proposed to perform 15 percent or more of the identified contract Total Evaluated Price.

RFP Section B, CLIN
3 RFP Mobilization (FFP)
Mobilization (FFP)
Reference: RFP Section B, CLIN 0001
This CLIN shows a "MAX QUANTITY" of 2. Can we correctly assume the Max Quantity represents: 1) the Transition-In at the start of the IDIQ contract plus, 2) the Transition-Out at the end of the IDIQ contract?
As specified in paragraph L.5 of the solicitation, offerors have been instructed to address the Task Order 0001 requirements with a mobilization period associated with CLIN 0001 from 27 Jul 2017 through 26 Sep 2017.
Accordingly, quantity of 2 represents the months allowed for transition. The RFP has been updated to reflect, as such.

CDRLS (FFP)
References: RFP Section B, CLINs 0010 & 1010 and J5, Task Order 1 CDRL Instructions
CLIN 0010 requires bidders to "Provide Breakdown of Separately Priced" CDRLS. The table at line 29 of J5, Task Order 1 Contract Data Requirements List (CDRL) Instructions shows 6 of the 12 CDRL items as "ASREQ". Will the government provide estimated quantities for the "ASREQ" items? If not, how will the government assure a level playing field for pricing the "ASREQ" items
CLIN 0010 has been amended to reflect that CDRLs delivered under CLIN 0010 will be not separately priced.

Section G.4 Withholdings age 6 and 8 (Section B, CLINs

Withholdings) CDRLS (FFP)
CDRLS (FFP)
References: RFP Section B, CLINs 0010 & 1010 and RFP Section G.4 Withholdings
CLIN 0010 requires bidders to "Provide Breakdown of Separately Priced". CLIN 1010 requires bidders to propose "Not Separately Priced" CDRLS. We understand that separate CDRL pricing represents the cost associated with preparation and delivery of the specific CDRL document -- not the numeric values contained within the report (i.e. cost of travel in a travel report). In normal practice when CDRLS are priced, labor and ODC cost for personnel / items contributing to the production and delivery of the CDRL are collected and billed to the CDRL CLIN. When CDRLS are not separately priced those costs are collected and billed within the operational support CLIN(s). Therefore the operational CLIN costs and billings will appear higher for the same amount of operational task performed, when CLINs are not separately priced. Separate pricing, tracking and billing of CDRL costs increase contractor's direct and indirect administrative costs.
In RFP Section G.4 Withholdings the penalty values for CDRL delivery that are late or incomplete are set at a fixed value, independent of the CDRL cost.
Considering the additional administrative costs, differing treatments within a singular contract (with options), and the unlinking of CDRL cost to QASP penalty, will the government consider making all CDRLS not separately priced?
CLIN 0010 has been amended to reflect that CDRLs delivered under CLIN 0010 will be not separately priced.

Reference J1 states that, "MCTOG IMA requires a mobile staff training capability".
Reference J12 lists "Appendix B" as "PROJECTED MBST MTT REQUIREMENTS".
Appendix B refers to J7 to address MBST requirements. The IMA portion of J7 (TEEP) does not specifically state MBST requirements. Reference J1 paragraph 1.2.2 states that a, "typical unit will train once a month for two to three days for 9 months, and culminate with an extended training period of 14 days." Is this MBST required under Task Order 0001 or is this projected requirement for a future task order?
Yes, support for the MBST is a requirement that will need to be satisfied during the period of performance for Task Order 1. The projected frequency is one MBST event per month beginning in October and continuing throughout the duration of the Task Order 1 period of performance. Accordingly, offerors should expect a total of 6 MBST events. Specific dates will not be available until after contract award.

Social Media software/hardware: is the offeror expected to provide the equipment to provide the social media capability?
The Government will provide programs and software for the monitoring and exploitation of simulated social media. The development or production of simulated social media injects to support training objectives is a performance requirement of the contractor.
RFP Section G:
Contract
Administration 13 RFP RFP How often can we invoice? Semi-monthly? Monthly?
Task order CLINs for support services (e.g. CLIN 0002) will have units measured in months, which allows for monthly invoicing.
RFP 28 Par (a) Ordering Clause
The RFP states "Such orders may be issued from date of contract award through 7 years after contract award." This statement contradicts 52.217-9 on page 24. Par. {c} states "The total duration of this contract, including the exercise of any options under this clause, shall not exceed 78 months (which is 6 years and 6 months; less than the 7 year supposed ordering period)". Will the Government please clarify this discrepancy?
The information contained within the clause at 52.217-9, paragraph (c) has been updated from 78 months to 72 months. The information contained within the clause at 252.216-7006, paragraph (a) has been updated from 7 years to 6 years.
RFP 46 M.4 Basis for Award M.4 States Past Performance is Factor 2 and Compensation Plan is Factor 3. This contradicts M.6.3 on page 48, which lists Past Performance as Factor 3, and M.7 on page 49 which lists Compensation Plan as Factor 2. Which is correct?
The information contained within paragraph M.6.3 has been updated to reflect Past Performance as Factor 2.
The information contained within paragraph M.7 has been updated to reflect the Compensation Plan as Factor 3.
RFP 11 L.5(A)(2)
Section L.5(A)(2) states the number of hours to be performed for each labor category are allocated per month across "a calendar year" for Task Order 0001; however, Section L.5 provides a PoP for TO 0001 which is less than a calendar year (2 months Mobilization & 7 months performance). For TO 0001 pricing, should the offeror use hours covering the 9 month PoP (2-month Mobilization and 7-month performance) or for a full calendar year?
The information contained within paragraph L.5(A)(2) has been updated to reflect the number of hours to be performed for each labor category per month across the period of performance requirements identified in paragraph L.5, which is a mobilization period from 27 Jul 2017 to 26 Sep 2017, and support services from 27 Sep 2017 to 31 Mar 2018.
RFP 39 L.6(B) Section 2: Past performance Questionnaires (PPQ)
Will the Government please confirm what information it would like offerors to present in Volume II in response to Section B - Past Performance Questionnaires? Because PPQs are to be completed and submitted directly to the agency, it would appear that there is nothing for the offeror to present in this section.
The RFP has been updated to reflect a requirement to provide a list of POCs showing to whom PPQs were sent. Section 1.0 of the Past Performance Questionnaire (PPQ) (Attachment J.16) is required to be completed by the offeror. Section 2.0 will be completed by the evaluating organization/representative. When completed, the PPQ shall be emailed from the organization/representative performing the evaluation to Jaime Morrison at jaime.morrison@usmc.mil.
RFP 35 L.2 Notification of Potential Organizational Conflict(s) of Interest
In what volume would the Government like offerors to place their response to the OCI statement requirement? Would the Government permit the inclusion of OCI statements/plans in Volume V - Contract Administration?
The solicitation has been updated to reflect OCI statements be incorporated into Section V - Contract Administration.
RFP 37 L Table 1: Proposal Page Limits and Number of Copies
This table lists a "PWS Cross Reference Matrix." Is this a requirement? If so, what volume should the PWS Cross Reference Matrix be included in?
The PWS cross reference matrix is a requirement that shall be included in Volume I - Technical Approach.
