Note: Each TMIC training audience consists of three separate battalion teams. Each of the three teams, as well as exercise control, requires simultaneous and continuous Interagency/Non‐Governmental Organization (NGO) role players throughout the duration of the exercise. This is distinct from the subject matter expert(s) that provide Interagency/NGO support to the other requirements of this PWS. All role player support discussed above is required for approximately one week of support leading up to the exercise and for the duration of the exercise. In addition to the exercises described above the additional interagency support is required for one exercise writing conference, which lasts for one work week.
Interagency experience is required in the following subject areas: Interagency (stability, humanitarian assistance (HA) and non‐combatant evacuation operations, Regional Security Officers), provincial reconstruction teams, district support teams, civil‐military operations, rule of law, agriculture and Non‐governmental organizations.
Examples of experience include: stabilization training drawn from the USAID District Stability framework; conducting stability operations in an interagency and civil‐military environment; identifying sources of instability; prioritizing and implementing courses of action to mitigate systemic causes of instability; identifying resiliencies in people events and institutions.
Interagency/NGO experience would be from among the following organizations: U.S. Government (USG) civilian agencies (e.g. Department of State (DOS), United States Agency for International Development (USAID), Department of Homeland security (DHS), U.S. Embassy country teams, Drug Enforcement Agency (DEA), Federal Bureau of Investigations (FBI), Department of Agriculture (DOA), United Nations (UN), Organization for Security and Co‐Operation in Europe (OSCE), Non‐Governmental Organizations (NGOs) (e.g. International Committee of the Red Cross (ICRC)/International Federation of the Red Cross (IFRC), Provincial Reconstruction Team (PRT), District Support Team (DST), Civil‐Military Operations (CMO), Regional Security Officer (RSO).
Multi‐national support consists of the coordination of published foreign military participation in both the formal learning program (TMIC) and Battle Staff Training. Participation can be individual SMEs within each student battalion or entire battalion/regiment staffs.
