Consolidated Storage Program (CSP) Operations Contract Questions from Industry/Solicitation Questions

Questions submitted via email from posting of Amendment 0001 to Solicitation M67004-20-R-0012:

1. Statement: From CDRL A010 “The inventory is severable between each performance period….” and similarly, from the PWS “The inventory is severable between each performance period (six-month base period and each 12-month option period and FAR 52.217-8, Option to Extend Services for up to six-months) and shall be priced as such”.

Question: Please further clarify “severable between performance periods.” There is no place for “pricing” an inventory separately on attachment 22. Per 3.3.5 Physical Inventory, does the Government intend for Offerors to submit pricing independently from CLINS X002? If so, will SF1449 Continuation Sheets be updated to include Inventory CLINS?

Answer: Severable between performance periods. Performance periods are as follows:

1) Base Period

2) Option Period 1

3) Option Period 2

4) Option to Extend Services.

Physical Inventory is not separately priced; it is included in the CSP Operations Support and CSP Operations Support MARFORSOC CLINs.

2. Statement: The Contractor shall clearly identify in their PICP, which CSP controlled, and non-controlled managed items will be inventoried in the six-month base period, each 12-month option period and FAR 52.217-8, Option to Extend Services for up to six-months. Attachment 27 is provided as the PICP format.

Question: Attachment 27 appears to be used to report progress. Is it the Government’s intention for Attachment 27 to be used by Vendors to display their inventory plan?

Answer: Yes.

3. Question: The format provided as Attachment 27 appears unwieldy for a PICP. Listing each item (~2900 NSN’s) by unit (~40) and by month for the duration of the contract would yield a spreadsheet over 116,000 lines long by 40 columns wide. Alternatively, at the TAMCN level there would be over 6,600 lines required to display 40 locations and 165 TAMCN’s. Where in the proposal does the government want this spreadsheet and how does it count against the page limits?

Answer: The PICP provided in the proposal will be done by region. The PICP will be provided in Binder I and will count towards the page limit of 100 specified in Table 1 of Addendum to 52.212-1 (DEV) Instructions to Offerors – Commercial Items (OCT 2018). The solicitation has been updated.

4. Statement: Contractor shall certify that essential personnel candidates to fill designated positions meet the minimum qualification requirements listed below.

Question: By what method is the contractor certifying?

Answer: The method to certify offerors compliance for essential personnel meeting minimum qualifications shall be: I (Name and Title) certify that the Program Manager, Regional Managers, and Site Managers candidates to fill designated positions meet the minimum qualification requirements depicted in Section 2.5 of the PWS. The solicitation has been updated.

5. Statement: If culpability or neglect exists on the part of the Contractor, the Contractor may be held liable financially for the loss to the Government. This will be determined by the KO.

Question: What method will the KO use to determine culpability or neglect? With multiple entities having building access, systems access and ability to change records, how will anyone be able to determine neglect or culpability?

Answer: The method the Contracting Officer will use is outlined in Marine Corps Order 4400.201 - Financial Liability Investigation of Property Loss (FLIPL). Negligence or culpability will be determined upon facts gathered in the FLIPL process. The Contracting Officer’s response will be IAW FAR clause 52.245-1 – Government Property. The solicitation has been updated.

6. Statement: from CDRL A010, “Monthly the contractor will submit an ICE report using the format in Attachment 29”.

Question: What government matured query capabilities exist to systematically obtain the requested information from DPAS, or will the contractor have to manually keep track of the information for the report? Also, it this a global report or site by site?

Answer: DPAS-WM does have query capability to systematically obtain the requested information; however, there are occasions where the vendor will be required to track data manually. The ICE Report will be reported by DODAAC and rolled up by Region. The solicitation has been updated.

7. Statement: Identifying attributes, materiel line items are identified by the following attributes:

NSN;
TAMCN (if applicable);
Lot Number (if applicable);
Serial Number (if applicable);
Condition Code.

Question: Do blind inventory sheets provide the identifying attributes or will the contractor need to write down the attributes and key into DPAS-WM to verify? How will these attributes be verified using the GOCO-IT?

Answer: The blind inventory sheets provide TAMCN, NSN, location and Inventory Control Numbers (ICN). The awardee will be required to go to the location given and verify the information provided and record the quantity on location. CDRL A010 has been updated. The Government will send out the CDRL A010 file via https://safe.apps.mil to the offeror(s) who request them by contacting the Contract Specialist or Contracting Officer.

8. Statement: For all KSDs provided to the government, the contractor will maintain copies for the duration of the period of performance and will not discard any documentation without government written approval. Method of retention preferred, is electronic format approved by the KO and COR.

Question: Will the government be providing a requirements document with requirements for the electronic KSD retention format?

Answer: Yes, the Government will provide an operating procedure at the Post Award Conference in handling KSDs, both hardcopy and electronic KSDs.

9. Statement: Number of controlled NSNs (included in the total above): 675** Statement: 3.3.5.4 Controlled Managed Items Controlled managed items have characteristics that require that they be identified, accounted for, secured, segregated, or handled in a special manner to ensure their safeguard or integrity. Controlled managed items will be inventoried IAW paragraph 3.3.5.1. Controlled managed items are identified by the controlled item inventory code (CIIC) per MCO 4400.201.

Question: Are controlled items identified by attachment 20 or by CIIC or by the number 675? Which method shall the contractor use to determine workload? Which list shall the contractor propose in attachment 27? Is there another list?

Answer: Attachment 20 should be utilized to determine workload because it identifies all controlled items (Qty 675) currently in the CSP inventory. The solicitation has been updated.

10. Statement: The contractor shall use attachment 19 to submit the GFP inventory.

Question: Attachment 19 has substantial amounts of missing information. Is the contractor expected to complete the spreadsheet with information such as “acquisition cost; in-service date and contract number the item was purchased under?

Answer: No. Attachment 19 has been updated to the current format. The Government will send out the Attachment 19 file via https://safe.apps.mil to the offeror(s) who request them by contacting the Contract Specialist or Contracting Officer.

11. Regarding Q&A number 3: The government prohibits the current technical assist contractor from participating in bidding because of their relationship with requirements determination and oversight of the CSP operations contract. Field representatives of the technical services contract have unlimited access to Proprietary information such as methods, work instructions, personnel rosters, equipment lists, names, and other information of the incumbent.

Question: How does the government expect to protect proprietary information if it allows Incumbent employees to become managers of proposing organization or proposing competitors? Clearly a competitor is already planning to propose individuals who are in those oversight rolls. One would expect they have a contractual relationship with an individual that they propose to bid. Individuals with a contingent offer to become a regional manager are likely already providing information to a competitor. How does an OCI plan protect transmission and use of Proprietary information?

Answer: The OCI plan and an executed NDA is a method to safeguard against transmission and use of proprietary information. Enforcement for violations is determined by the Contracting Officer.

12. Regarding Q&A number 8: Recommend PM, RPM be removed from the list. These positions are typically salaried and would not incur additional mission support costs. In the Performance Work Statement - Section 2.5.1, the Site Manager locations include Iwakuni, Japan; the Regional Manager locations include Okinawa, Japan.

Question: Are the locations intentionally different?

Answer: Yes.

13. In reference to Section 3.3.5.1 it states, “The Contractor shall clearly identify in their PICP which CSP controlled and non-controlled managed items will be inventoried in the six-month base period, each 12-month option period and FAR 52.217-8, Option to Extend Services for up to six-months. Attachment 27 is provided as the PICP format.” The format in Attachment 27 has the inventory schedule tracked by DODAAC and Account (warehouse). However, in Amendment 0001, the updated Attachments 8 and 20 include the total count of NSNs and a count of items for controlled/non-controlled items at each site/warehouse/DoDAAC.

Question: Can the government please confirm that contractors are to break out inventory for each period of performance (to conform to the RFP Section 3.3.5.1) for total controlled item count and total non-controlled item count, and not by NSN, for each DoDAAC in Attachment 27? In that case, please consider revising the instruction to state, “The Contractor shall clearly identify in their PICP the percent of CSP controlled and non-controlled managed items will be inventoried in the six-month base period, each 12-month option period and FAR 52.217-8, Option to Extend Services for up to six-months. Attachment 27 is provided as the PICP format.”

Answer: Yes, the Controlled and Non-Controlled managed items will be inventoried IAW PWS para 3.3.5.1. The solicitation has been updated.
