General Information
ORGANIZATIONAL CONFLICT OF INTEREST (ACCESS TO PROPRIETARY INFORMATION)
a. This contract provides for the Contractor to provide Management and Operations services in support of United
States Marine Corps. The parties recognize that by the Contractor providing this support a potential conflict of interest arises as described by FAR 9.505-2 and FAR 9.505-4.
d. The contractor shall, within 15 calendar days after the effective date of this contract, provide, in writing, to the
Contracting Officer, a representation that all employees, agents and subcontractors involved in the performance of this contract have been informed of the provisions of this clause. Any subcontractor that performs any work relative to this contract shall be subject to this clause. The contractor agrees to place in each subcontract affected by these provisions the necessary language contained in this clause.
INSURANCE SCHEDULE
a. Within fifteen (15) calendar days after award of this contract, the Contractor shall furnish the Contracting Officer a Certificate of Insurance as evidence of the existence of the following insurance coverage in amounts not less than the amount specified below in accordance with the FAR 52.228-5, “INSURANCE – WORK ON A
GOVERNMENT INSTALLATION (JAN 1997)” clause. This insurance must be maintained during the entire performance of this contract.
e. The Certificate of Insurance shall provide for thirty (30) calendar days written notice to the Contracting Officer by the insurance company prior to cancellation or material change in policy coverage. Other requirements and information are continued in the aforementioned “Insurance” clause.
STRIKE CONTINGENCY PLAN
Within 30 business days after award, the Contractor shall prepare and submit to the Contracting Officer or his designated representative for approval, a detailed contingency plan for performing the contract requirements in the event of a work disruption or stoppage by Contractor employees.
KEY PERSONNEL
Key personnel are to be considered critical to the successful performance of this contract. Prior to replacing any of these key personnel, the contractor shall obtain written consent of the contracting officer. In order to obtain this consent, the contractor must provide 30 calendar days advance notice of the proposed changes and must demonstrate that the qualifications of the proposed substitute personnel are generally equivalent to or better than the qualifications of the personnel being replaced.
Key Personnel are identified in the PWS Section 2.5.
SECURITY CLEARANCE
Certain contractor personnel must possess an interim or final Security Clearance rating. All security clearances are to be obtained at no additional cost to the Government. The highest level of security required under this contract is
SECRET as designated on the DD Form 254 (to be completed within 10 calendar days after contract award).
Contractor is responsible for acquiring and maintaining security clearances at the level(s) required under this contract. Proper handling of classified material is the responsibility of the Contractor.

For
Marine Corps Logistics Command
Consolidated Storage Program (CSP)
1.3 Scope
The Contractor shall provide logistics services to manage, support, and operate the Marine Corps CSP network.
Contractor efforts shall include overall coordination, streamlining, and supervision of operations within the IIF and
UIF to include ICCE, CBRN-D equipment, STAP, SWS & CN, and the Barstow Distribution Center (BDC). The
NDTE-AIS operation (scanning, maintenance, and repair) shall be under the cognizance of the Technical Service
Contract. However, the inventory (armor plates) shall be under the cognizance of this contract. The Contractor shall provide these services to the FMFs, Sailors, and other authorized personnel. Other authorized personnel may include
Government civilian employees, Contractor personnel, Individual Augmenters (IAs), and Individual Ready
Reserves. All authorized personnel shall henceforth be referred to as "customers.” The Contractor shall serve all customers in a professional, courteous, and timely manner.
2.3.6 Travel/Temporary Duty (TDY)
Travel to other Government facilities (CONUS and OCONUS) or other Contractor facilities may be required and will be specified in the PWS. All government directed travel requirements (including plans, agenda, itinerary, or dates) shall be pre-approved by the Government (subject to local policy procedures), and is executed on a strictly cost reimbursable basis. Costs for travel shall be billed in accordance with the regulatory implementation of Public
Law 99-234 and FAR 31.2. All Contractor travel, Government directed or Contractor directed, requires COR notification. Travel Costs are subject to local policy and procedures and the Joint Travel Regulations. All travel shall be submitted to the COR at least 7 calendar days in advance of travel date and approved by the CSP PMO Business
Manager and the KO via the RGS process. Passport and visa fees/costs and immunizations requirements are not a reimbursable expense. Wages of personnel will not be paid when traveling, including outside of normal business hours. Travel is bulk funded as a reimbursable CLIN except during the phase-in period.
3.1 Customer Service Requirements
The Contractor shall actively manage customer service stations to minimize customers waiting in line. The CSP UIF issues STAP and CBRN-D equipment and SWS&CN to units by appointment in a timely manner, but without specific time limits. The Contractor shall notify individuals or units that items of equipment that were not available at the initial visit are now available for issue within one (1) business day of receipt of the item(s). The Contractor shall also notify UIF customers of any substitutions prior to unit arriving for pick up. The Regional LMS or CSP
PMO will coordinate with the Contractor to determine the best method to use to communicate with the individual or unit. This shall be incorporated into the CSS.
3.3.5 Physical Inventory Control Program
Physical inventory control program provides policy, guidance, performance objectives, and defines responsibilities governing the CSP managed items. It contains procedures for conducting inventories, inventory control, and accountability of materiel in storage activities at CSP facilities listed in Attachments 1A and 1B in accordance with
MCO 4400.201 (unless otherwise directed), DoDI 5000.64 and DLM 4000.25. The baseline inventory for controlled and non-controlled managed items is contained in DPAS-WM. See Attachment 20 for controlled managed items inventory and Attachment 8 for non-controlled managed items inventory. See paragraph 5.1 for GFP inventory requirements. The physical inventory is not separately priced, it will be included in the CSP Operations Support and
CSP Operations Support MARFORSOC CLINs.
3.3.5.1 Physical Inventory Frequency
In the six-month base period, the Contractor must complete the inventory of CSP non-controlled items (Attachment
8) as delineated in their PICP. If the 12-month Option 1 is exercised, the Contractor is required to inventory non-controlled items as delineated in their PICP. If the 12-month Option 2 is exercised, the Contractor is required to complete a 100% inventory of all non-controlled items as delineated in their PICP. If the Option to Extend Services is exercised, the Contractor is not required to inventory the non-controlled items (CDRL A010). The inventory is severable between each performance period (six-month base period and each 12-month option period and FAR
52.217-8, Option to Extend Services for up to six-months) and shall be priced as such. See below Table 1 for physical inventory by performance period (six-month base period and each 12-month option period and FAR
52.217-8, Option to Extend Services for up to six-months).
3.3.5.2 Inventory Processes
The asset/stock record is the official accountable record within the GOCO-IT system at the CSP showing the balance of assets that the activity is accountable for maintaining and must be updated as changes occur but not later than one (1) business day day unless otherwise specified in IAW MCO 4400.201.
3.3.5.4 Controlled Managed Items
Controlled managed items have characteristics that require that they be identified, accounted for, secured, segregated, or handled in a special manner to ensure their safeguard or integrity. Controlled managed items will be inventoried IAW paragraph 3.3.5.1. Controlled managed items are identified by the controlled item inventory code
(CIIC) per MCO 4400.201. Attachment 20 should be utilized to determine workload because it identifies all controlled managed items currently in the CSP inventory.
3.3.5.5 Serialized Managed Items
Serialized managed items are items that are tracked at the individual item level via a uniquely assigned serial number. Serialized managed assets will be inventoried IAW paragraph 3.3.5.1. Serialized managed assets are identified by key item attributes per MCO 4400.201. Attachment 20 should be utilized to determine workload because it identifies all serialized managed items currently in the CSP inventory.
4.2.1 Occupational Safety and Health Administration (OSHA) Voluntary Protection Programs (VPP)
MCLC is in the process of pursuing OSHA Voluntary Protection Programs (VPP) recognition, or has already received VPP recognition from OSHA. VPP affects all applicable Contractors operating on site. It is the Contractor's responsibility to ensure its employees and managers are in full compliance with OSHA requirements and have a general understanding of VPP. All Contractors, whether regularly involved in routine site operations or engaged in temporary projects such as construction or repair, must follow the safety and health rules of MCLC. Detailed information on VPP is available on the OSHA website at http://www.osha.gov/dcsp/vpp/index.html. The Contractor shall comply with commercial safety standards as identified by the Occupational Safety and Health Administration.
The Contractor shall comply with all Federal, State, DoD, Navy, Marine Corps (MC), and local rules and regulations to include but not limited to OSHA Standards, National Fire Protection Association (NFPA) Standards, Navy Marine Corps Directive (NAVMC DIR) 5100.8x, Marine Corps Order (MCO) 5100.8x, and MCLCO (LCO)
5100.8x. The Contractor must have a written Safety Plan and submit it to the COR for review and approval by the
KO within 10 calendar days after contract award. In addition to the requirements listed above, the Contractor’s written Safety Plan shall, as a minimum, address the following:
4.4 Transition Plan
The transition plan shall be in accordance with (CDRL A015) and meet the requirements of Section 4.4 through
4.4.3. The transition plan shall be submitted with the offeror's proposal and evaluated in Factor 1 - Technical, Section 1 - Management and Staffing Approach. The initial transition plan shall focus on a turnover plan with the incumbent, a mitigation plan to minimize interruptions or delays to work in progress that would affect the mission, a plan for the transfer of work control, delineating the method for processing and assigning tasks, and a plan for completing the phase-in period by the incumbents contract end. The Contractor shall permit the incumbent
Contractor to conduct its remaining Government-approved closeout activities (i.e., incumbent Contractor-owned equipment removal), at each location following the incoming Contractors assumption of CSP operations.
4.4.1 Phase-In (Removed phase-in portion submitted 7 calendar days of contract award)
The phase-in period allows the Awardee to assume accountability and transfer of functions from the Incumbent. The
Contractor phase-in period is approximately 60 calendar days. The phase-in lasts from date of the Awardee’s period of performance to the expiration of the incumbent’s contract. The incoming Contractor shall initiate turnover activities so that it can assume full responsibility to manage and operate the CSP on Day 1 Ready. THE
INCUMBENT IS SOLELY RESPONSIBLE FOR CSP OPERATIONS UNTIL CONTRACT EXPIRATION.
The Awardee assumes responsibility at the end of phase-in period (at incumbent’s contract expiration). The list below, while not inclusive, is an example of items necessary to facilitate turnover from the incumbent Contractor to the incoming Contractor.
