ADDENDUM TO 52.212-1 (DEV)
Addendum to 52.212-1 (DEV) INSTRUCTIONS TO OFFERORS – COMMERICAL ITEMS (OCT 2018)
INSTRUCTIONS TO OFFERORS:
Proprietary information. All offerors shall certify that they did not rely on any proprietary information, other than their own proprietary information in developing their proposal. This statement shall be incorporated in Binder V, Contract Documentation.
Point of Contact. The Contracting Officer or designated representative, are the points of contact for this acquisition. Address any questions or concerns you may have to the Contracting Officer or designated representative. Written requests for clarification may be sent to the Contracting Officer or designated representative at the address located in Page One (1), Block 9 of this RFP. All correspondence related to this solicitation shall be directed to the Government Contracting Officer and/or Contract Specialist identified below:

EVALUATION FACTORS – Each factor will be evaluated individually. There are no sub-factors. The factors are as follows:
Section 4 – Physical Inventory Control Plan
The offeror shall submit a Physical Inventory Control Plan (PICP) that details the offeror’s ability to execute the Physical Inventory Control Program requirements of the PWS paragraph 3.3.5 and supporting subparagraphs. The baseline inventory for controlled and non-controlled managed items is contained in DPAS-WM. The inventory is severable between each performance period (ten-month base period, and each 12-month option period) and shall be priced as such. The Contractor shall clearly identify in their PICP, which CSP controlled and non-controlled managed items will be inventoried in the ten-month base period and each 12-month option period. The PICP provided by the offeror’s will be done by region. The PICP will be provided in Binder I and will count towards the page limit specified in Table 1 of the Addendum to 52.212-1 (DEV). The PICP shall provide sufficient detail to the offerors ability to:
1. Manage the inventory of controlled and non-controlled items;
1. Maintain acceptable inventory accuracy;
1. Maintain Key Supporting Documents;
1. Maintain acceptable inventory frequency as it relates in PWS paragraph 3.3.5.1.
