Consolidated Storage Program (CSP) Operations Contract Questions from Industry/Solicitation Questions
Questions submitted via email after posting of Amendment 0004 to Solicitation M67004-20-R-0012:
1. Question: The amendment clarifies that Attachment 8 is the listing for CSP non-controlled items. Please clarify that Attachment 8 – CSP Equipment Tables (30 Jan 2020) is not revised with this amendment.
Answer: Attachment 8 was updated in Amendment 0001 to this solicitation. The current version of Attachment 8 is labeled CSP Non-Controlled Items Inventory dated 12 Feb 2020. Any offerors who do not have the current version can request the attachment in writing to the Contracting Officer and/or Contract Specialist.
2. Question: The amendment revises PWS 4.4 to state that the transition plan should be submitted with the offeror’s proposal. To accommodate the level of detail specified for the transition plan, would the government increase the page limit for the technical binder with this best-value solicitation?
Answer: The PWS 4.4 states: “The transition plan shall be submitted with the offeror's proposal and evaluated in Factor 1 - Technical, Section 1 - Management and Staffing Approach. Yes, the technical binder page limit has increased to 106 pages from 100 pages as in the original RFP. The solicitation has been updated.
3. Question: Considering the COVID-19 virus, will the Government change the requirements from a hard copy submission to an electronic submission, such as AMERDEC, SAFE, or Email? This will prevent exposure of Government personnel to COVID-19 due to their handling of hardcopy submissions from potentially contagious but asymptomatic contractor personnel, as well as increased Government exposure due to increased interactions with contractor or delivery personnel for the hardcopy deliveries.
Answer: Yes, the Government has changed the proposal submission to electronic via DoD Secure Access File Exchange website https://safe.apps.mil. The solicitation has been updated.
4. Question: Given the recent developments with the COVID-19 virus, many businesses and Government facilities are closing to on-premises work and personnel are being asked to shelter in place at their homes. Mission critical personnel are also being asked to maintain extremely low personnel density within Government and contractor offices and to implement social distancing. Both shelter at home and social distancing are very difficult to implement during proposal development or evaluation. To avoid requiring contractors to violate the President’s and the DOD’s requested measures to prevent the spread of COVID-19, will the Government please extend the proposal due date from 15 April to 15 May to allow adequate time for Government and contractor employees to return to work in a safe environment and complete proposal development and evaluation?
Answer: Yes, the offeror response date/time for receipt of proposals has changed to 15-May-2020 at 12:00 PM EST.
5. Question: With the CONVID 19 having a hardship on business operations. Does the government foresee any additional delay in reference to the new contract starting in June or will there be a bridge contract put in place?
Answer: This solicitation is scheduled to start on 22-Jul-2020 (CLIN 0001 – CSP Phase-In). If delays arise, the Government will notify all potential offerors via amendment to this solicitation.
