Consolidated Storage Program (CSP) Operations Contract Questions from Industry/Solicitation Questions

Questions submitted via email after posting of Amendment 0006 to Solicitation M67004-20-R-0012:

REF: Attachment 4 – CSP Workload Data dated 12 Feb 2020, IIF Activity tab

1. Question: We see 939,541 items laundered for I MEF Rollup and the same number for Camp Pendleton. The remaining locations – 29 Palms, Yuma, Miramar, Horno, and Bridgeport – have zero (0) for items laundered. Is Camp Pendleton the only location with items to be laundered? If not, is the Marine Corps responsible for transporting the items to be laundered from those locations to Camp Pendleton or is the Contractor responsible for transport?

Answer: Laundry for 29 Palms, Yuma, Miramar, Horno is sent to Camp Pendleton for processing. Bridgeport has minimal laundry and attachment 4 is updated to reflect those numbers. The 3PL is responsible for the transportation of laundry between facilities.

2. Question: We see 281,468 items returned for the National Capital Region but only 6,486 items laundered. Please validate the number of items to be laundered is correct.

Answer: Attachment 4 has been updated to reflect the correct historical number of items laundered at the National Capital Region location.

3. Question: Attachment 4 shows zero (0) items laundered for Iwakuni, but the RFP calls for the laundry service to be outsourced at that location. Please provide the numbers of items to be laundered and the breakdown by the type of equipment.

Answer: Attachment 4 has been updated to reflect the correct historical number of items laundered at the Iwakuni location. DPAS-WM has an automated feed, which captures the number of items sent to laundry. DPAS-WM does not have an automated feed to capture the breakdown by the type of equipment; therefore, Attachment 4 provides the available laundry workload data.

REF: Attachment 8 – CSP Equipment Tables dated 12 Feb 2020

4. Question: We see the types of items to be laundered but do not have a list of quantities of each type. For the most accurate pricing, please provide an itemized list of types and quantities of items to be laundered. It must be stressed that the prices per item make a significant difference in the overall pricing. There is a significant difference between the cleaning cost for a parka and the cost for an undershirt.

Answer: DPAS-WM has an automated feed which captures the types and quantities of items at their current status (i.e., on-hand, due in, issued, returned, in laundry, in repair, etc.) to maintain total asset visibility of all equipment. DPAS-WM does not have an automated feed to capture an itemized list of types and quantities of item to be laundered; therefore, Attachment 4 provides the available laundry workload data.

5. Statement: 3.2.2.1 Cleaning and Repair of Returned Equipment indicates laundry is outsourced at the National Capital Region (NCR), Iwakuni, and MARFORSOC West. The text refers the Contractor to Attachment 4 for laundry workload data.

The Q&A released 13 Feb 2020 states:

Attachment 4 shows no items requiring laundry and repair at Iwakuni despite having 105,815 items issued and 91,248 items returned annually. How is the laundry and repair accomplished at Iwakuni?

Answer: Laundry and repair in Iwakuni is outsourced and the cost shall be included in the Contractor’s FFP proposal. This shall not be reimbursed through the Mission Support CLIN. The PWS has been updated.

Attachment 4 dated 12 Feb 2020 still shows zero (0) items being laundered at Iwakuni. According to the most recent solicitation (M67004-20-R-0012_(Conformed_Copy)_thru_Amendment_0005.docx), this is the most recent workload data.

Question: Are there zero (0) items being laundered at Iwakuni and therefore zero cost to be included in the Contractor’s FFP Proposal?

Answer: No, Attachment 4 has been updated to reflect the correct historical number of items laundered at the Iwakuni location.
