Justification and Approval for Other Than Full and Open Competition

Type of Action: Contract Type: Funding Type:
Name and describe the required supplies/services
New Contract Firm Fixed Price MILCON
FAKZ189019 – F-35 Simulator Facility & FAKZ999088 - Replace Base Supply Complex
The scope of work with relation to the limited sources includes the construction of a new 19,000 square foot F-35 Simulator Facility as well as construction of a 39,000 sf Supply facility. The Simulator Facility includes a large Secure Access Program Facility (SAPF) with multiple Compartmentalized Areas (SAPCA) and the Supply facility includes a smaller SAPF footprint. The SAPF areas in each facility are required to be constructed to the Intelligence Community Directive No. 705 (ICD-705) including STC rated construction, access control systems, and intrusion detection systems. This construction requires tests/inspections conducted by the Air Force that have to be passed before the facility is authorized to use.
The Simulator facility and the Supply Building have associated Fire Alarm systems that are required to be included in the project in order to be able to communicate with the existing fire alarms system equipment located in the on base Fire Department.
United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
The 187th currently uses the Monaco fire alarm system base wide. We currently have a Monaco system installed at the Fire Department and in order for the alarm system at the F-35 Simulator Facility and the new Base Supply Facility to be compatible and be able to communicate with the existing system at the Fire Department, the system installed must be Monaco. No other fire alarm transceiver will integrate with the Monaco system. Total replacement cost of these systems do not present an effective use of government resources at this time.
I certify that the supporting data under my cognizance, which are included in the justification are accurate and complete to the best of my knowledge and belief.
Date:
A pre-solicitation notice is placed in beta.sam.gov in order to give contractors an early notification of this project. However, due to the proprietary nature of the Monaco system no effort to compete these brand name requirements will be made.
None.
In general fire alarm systems are not designed to be compatible with different fire alarm manufactures.
Utilizing other manufacturers would necessitate the purchase of additional centralized monitoring systems for the the F-35 Simulator Facility, the new Base Supply Facility and Fire Department.
