About this file
This document contains a justification and approval for other than full and open competition on a federal construction contract. The scope of work includes construction of a new 19,000 square foot F-35 Simulator Facility and a 39,000 square foot Supply facility at an Air National Guard base in Alabama. Specialized secure doors meeting Intelligence Community Directive 705 standards are required for the simulator facility and have been determined to be available from only one source, Krieger Specialty Products, due to their successful proof of concept and certification history on similar projects. Extensive market research found no other suppliers able to meet project requirements. The contracting officer approved the justification on July 7, 2021.
A related federal contract opportunity involves a firm fixed-price solicitation for the construction projects, with a magnitude between $10-25 million. The NAICS code is 236220 and it is 100% set aside for small business. A pre-bid conference will take place on October 26, 2021 and interested vendors must submit an entry authorization list by October 21 to the specified Army National Guard email addresses.

The scope of work with relation to the limited sources includes the construction of a new 19,000 square foot F-35 Simulator Facility as well as construction of a 39,000 sf Supply facility. The Simulator Facility includes a large Secure Access Program Facility (SAPF) with multiple Compartmentalized Areas (SAPCA) and the Supply facility includes a smaller SAPF footprint. The SAPF areas in each facility are required to be constructed to the Intelligence Community Directive No. 705 (ICD-705) including STC rated construction, access control systems, and intrusion detection systems. This construction requires unique doors that meet these requirements. One of the most unique aspects of securing properly constructed doors is that there are four 13'x13'2"x3" doors that have to be installed in each simulator bay of the Simulator Facility. The doors are very important to the security and sound proofing of the area. There are tests/inspections conducted by the Air Force that have to be passed before the facility is authorized to use. Sound proof testing is very thorough with the doors due to the fact that sound escapes the easiest through the doors.
United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
Krieger Specialty Products provides secure sound proof doors that is an ICD-705 requirement for the F-35 Simulator Facility. In an MFR provided by the Air Reserve Component, "HQ ACC A5/8Z highly recommends purchasing doors from Overly or Krieger as a set." Due to successful proof of concepts by Krieger for the size doors needed in the F-35 Simulator project and the lack of proof of concept from Overly, we see it necessary to sole source this critical piece of SAPF construction in order to achieve the required certifications needed to operate the F-35 Simulator facility.
It is important to take the advice from HQ ACC A5/8Z, due to the fact that there has been issues with SAPF construction recently.
The certifications for the space have not been happening due to poor construction. In order to get the certifications needed, we need to take lessons learned from prior projects and use those lessons to have a successful project/building that can conduct the required mission.
Risk: If the doors do not function properly, the entire flight simulator facility becomes inoperable and becomes a security risk. If this happens, the 187th will be forced to seek other options for acquiring the required simulator hours each pilot needs to be certified to operate the new aircraft. This represents serious risk to the 187th FW ability to meet the December 2023 fielding plan that this conversion entails. The unit is required to demonstrate that its pilots have achieved the minimum number of simulation hours months prior to aircraft fielding.

Date:
A pre-solicitation notice is placed in beta.sam.gov in order to give contractors an early notification of this project. However, due to the proprietary nature of the Krieger Specialty Products no effort to compete these brand name requirements will be made.
Effort and research was conducted to try and find additional supplies/manufactures with the proof of concept of successful implementation, but there we were unable to find an additional supplier/manufacturer.
Extensive research was done to find a door manufacturer that could provide doors to meet the ICD-705 requirements that the F-35 Simulator construction requires. There was only one manufacturer that has proven capability to manufacture the size of doors needed for this project that meet the required standards. There was also research done on similar construction and this research found that ARC MAJCOM advises to give consideration to limited source justification of Krieger due to successful proof of concepts and SAPF certification.
