About this file
This is a Solicitation Addendum No. 3 issued by Austin Financial Services – Central Procurement for the City of Austin, Texas regarding IFB 8600 MAS1009 for athletic fields maintenance services. The addendum revises the Field Locations attachment (Rev. 7/10/2026) and addresses 15 questions and answers clarifying the scope of work and contract requirements. Key clarifications confirm that the vendor is responsible for turf maintenance services only, while the City retains responsibility for mowing, irrigation, and sod replacement. The contract is structured as a unit-price, as-needed agreement where the City orders services and pays based on actual quantities performed, with unit prices submitted per square foot for each maintenance service. The scope includes grading, clay and top-dressing application, field leveling, weed and pest control, fertilizer application, aeration, and reseeding. A Licensed Pesticide Applicator certified by the Texas Department of Agriculture must supervise all herbicide and pesticide applications, though individual crew members need not be licensed if properly supervised. The addendum also confirms that the small soccer field at Gus Garcia Recreation Center has been removed from the scope of work due to it functioning as a retention pond with potential environmental concerns.
The addendum clarifies that the three-year experience requirement applies to the prime contractor or must be demonstrated by the party submitting the bid, and that utility locating services and field renovations are outside the contract scope. Field usage typically occurs weekdays from 6:00 to 9:00 PM for recreation programming with public access until 10:00 PM, and irrigation is normally scheduled three times weekly at night. Construction projects at George Morales soccer field and Gus Garcia large soccer field are scheduled for completion by October 2026. The City's method for maintaining the required 24-hour closure post-application involves placing signage around affected fields. Bidders must acknowledge receipt of this addendum by returning one signed copy with their response prior to the solicitation closing date of July 14, 2026 at 2:00 PM CT, with failure to do so potentially constituting grounds for offer rejection.

SOLICITATION ADDENDUM
AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT
Solicitation: IFB 8600 MAS1009 Addendum No: 3 Date: July 10, 2026 This addendum is to incorporate the following changes to the above-referenced solicitation:
1.0 ATTACHMENT – Field Locations has been revised. Please refer to ATTACHMENT – Field Locations, Rev. 7/10/2026.
2.0 Questions:
Q1 Question: I don't see anything in the scope so far regarding the vendor maintaining the irrigation of fields. Is this part of the scope?
Q1 Answer: No, irrigation is not part of the scope, and the vendor will not be responsible for irrigation. Per the Scope of Work section 1.1, all mowing, irrigation, and sod replacement will continue to be provided by the City.
Q2 Question: Will the vendor also be cutting the turf?
Q2 Answer: No, the vendor is not expected to cut the turf. Per the Scope of Work section 1.1, all mowing, irrigation, and sod replacement will continue to be provided by the City.
Q3 Question: The Pricing Submittal requests unit prices per square foot for each maintenance service. Please confirm whether this is a unit-price, as-needed contract where the City will order services and pay based on actual quantities performed, or a fixed annual maintenance contract for each field using these unit prices.
Q3 Answer: Yes, this is a unit-price, as-needed contract, and the City will order services and pay based on actual services performed. Per the Scope of Work section 1.5, the vendor is expected to provide a schedule for annual maintenance. However, the price sheet is set up based on unit prices (per square foot) because the City can only pay based on actual quantities performed and can only order services as the City budget allows. The square footage of each field is included in the attachments to aid Offerors with pricing estimates.
Q4 Question: What is the Austin Parks and Recreation Pest Management Program. Is that offered through the City of Austin?
Q4 Answer: The Integrated Pest Management Program Plan is not an educational or professional program offered through the City. It’s a document that outlines the City’s guidelines and strategies for control of pests on City property. All Contractors are expected to follow these industry-standard guidelines when applying chemical herbicides and pesticides on City property. Per the Scope of Work, the awarded Contractor will be able to consult with City staff regarding any pest control applications that may take place as part of the contract.
Q5 Question: What is the TDA Pesticide Applicator Record?
Q5 Answer: A sample TDA Pesticide Applicator Record Template is attached to the solicitation documents. As described in Scope of Work section 1.8, all herbicide and pesticide applications must be performed under the supervision of a Licensed Pesticide Applicator currently certified by the Texas Department of Agriculture (TDA). As required by TDA, all applications must be logged and reported. The TDA Pesticide Applicator Record is a template that shows what information must be reported, although other templates can be used if approved by the Contract Manager or designee.
Q6 Question: Are utility locating services anticipated as part of this project?
Q6 Answer: No, utility locating services are not anticipated as part of this project. Per the Scope of Work, the contract is only for turf and maintenance for existing sports fields. The scope does not include field renovation or any new additions or maintenance of fencing, sports lighting, electrical, water services, irrigation, or other underground infrastructure.
Q7 Question: Does the requirement for three years’ experience apply to the company bidding, or can it be satisfied by a subcontractor performing the work?
Q7 Answer: Per the Scope of Work, the Contractor shall have a minimum of three years of experience in grounds or sports field maintenance services on projects that are similar in size and scope to those described in this Scope of Work. If the subcontractor is the company with experience, an option would be for them to submit a bid as the prime, not the subcontractor.
Q8 Question: Does every individual physically applying herbicide, pesticide, or fertilizer need their own TDA license or is it sufficient to have one TDA-licensed applicator supervising trained, non-licensed crew members?
Q8 Answer: Correct, it is not necessary for each individual applicator to be licensed as long as they are supervised by a licensed applicator. Per the Scope of Work section 1.8.A, the Contractor shall perform all applications under the supervision of a Licensed Pesticide Applicator currently certified by the Texas Department of Agriculture.
Q9 Question: Is the city willing and able to amend the current mowing schedule to be more frequent than every 3 weeks?
Q9 Answer: No, the City is currently unable to mow more frequently than every three weeks. While more frequent mowing would be preferable, at this point in time Austin Parks and Recreation does not have the staff or equipment resources for that.
Q10 Question: What is the irrigation schedule for each field?
Q10 Answer: Fields are typically irrigated three times per week at night.
Q11 Question: When will construction be done on the George Morales soccer field (irrigation not installed, and the field is significantly smaller than the aerial provided in the field location doc) and at Gus Garcia large soccer (fence and irrigation)?
Q11 Answer: These projects are scheduled for completion by October 2026.
Q12 Question: What are the estimated hours of use for each field per week?
Q12 Answer: Usage varies for each field. Typically, the fields are used on weekdays from 6:00 to 9:00 pm for recreation center programming. However, the fields are open to the public daily until 10:00 pm, and this usage is not tracked by the City.
Q13 Question: What is the city's method for keeping the fields out of use for 24 hours post-application?
Q13 Answer: When fields are closed post-application, staff at the recreation center put up signage around the fields notifying the public that the fields are closed.
Q14 Question: What is the correct address for the Mendez Rec Center field? I believe it is the Martin Middle School field located at the corner of Nash Hernandez Senior and Comal St. not the one located at 2407 Canterbury St Austin, TX 78702 Q14 Answer: Correct. The Mendez Recreation Center fields (also known as Martin Middle School Fields) are located on Nash Hernandez Sr Rd. at the site of Martin Middle School (now closed). The ATTACHMENT -- Field Locations has been updated with the correct address.
Q15 Question: The small soccer field at Gus Garcia is a retention pond. Due to this, materials have a chance of entering the nearby creek. This field will need different considerations.
Q15 Answer: After review, the small soccer field at Gus Garcia Recreation Center has been removed from the list of field locations and will not need field maintenance under this Scope of Work.
