About this file
This is a Solicitation Addendum No. 2 issued by Austin Financial Services–Central Procurement for the City of Austin, Texas, for athletic fields maintenance services under Invitation for Bid (IFB) 8600 MAS1009. The addendum extends the solicitation due date to July 21, 2026, at 2:00 PM CT and the deadline for written questions to July 10, 2026, at 5:00 PM CT. The underlying contract opportunity involves maintenance of 16 sports fields (baseball, softball, soccer, and multipurpose) across 11 recreation centers totaling 997,650 square feet. Services include turf and infield maintenance such as grading, clay and top-dressing application, field leveling, weed and pest control, fertilizer application, aeration, and reseeding. Offerors must possess a minimum of three years' experience in grounds or sports field maintenance on similar-scale projects and employ personnel holding valid Texas Department of Agriculture pesticide applicator licenses. A non-mandatory pre-offer meeting was held June 23, 2026, and written questions were due June 30, 2026. The contract commences upon execution with optional extensions and a holdover period not exceeding 180 calendar days, both at the City's sole discretion.
Pricing is fixed for the first 12 months, with subsequent adjustments potentially available based on the Consumer Price Index for Gardening and Lawncare Services. Local and small businesses receive bid discounts of 5% for bids up to $500,000 and 3% for bids between $500,000 and $50 million. No Minority/Women Business Enterprise (MBE-WBE) goals apply, though subcontractors must comply with the City's M/WBE Procurement Program procedures, and offerors using subcontractors must demonstrate Good Faith Efforts to engage certified M/WBE firms. Contractors must comply with the City's Living Wage Program, wage theft ordinances, and security badge requirements. All pesticide applications must adhere to the City's Integrated Pest Management Program with mandatory documentation, 24-hour notification to adjacent schools and facilities, and record retention for a minimum of two years. Offerors must provide three verifiable references demonstrating similar service delivery within the past five years and certify they have not been adjudicated for wage theft violations within five years prior to June 15, 2026.
