About this file

This is Solicitation Addendum No. 6 for IFB 7800 MAS1007REBIDA issued by Austin Financial Services—Central Procurement for the City of Austin, Texas, dated October 6, 2026. The solicitation seeks OEM parts and repair services for Chevrolet light- and medium-duty vehicles. The addendum clarifies bidding requirements and eligibility criteria for offerors. A mandatory pre-offer meeting was held on September 15, 2026, with written questions due by September 17, 2026 at 2:00 p.m. Central Time, and offers were due September 24, 2026 at 2:00 p.m. Central Time. The contract commences upon execution and continues indefinitely until all obligations are performed, with the City reserving the right to extend. Bidders must demonstrate a minimum of three consecutive years of experience providing Chevrolet parts and repair services to municipalities within the last five years, hold manufacturer-authorized dealer or reseller status, and operate a full-time manufacturer-authorized warranty repair facility within 60 miles of the Texas State Capitol with a minimum of two dedicated service technicians.

The addendum clarifies that offerors bidding on Category 1 (light-duty vehicles) must bid on all subcategories and cannot submit no-bid responses for repair and labor services; however, parts-only bidders may bid exclusively on Category 2 for medium-duty vehicles. Parts-only bidders must be authorized Chevrolet/GM dealers or distributors, not resellers sourcing through dealerships. For parts-only contracts, only Commercial General Liability insurance is required if parts are shipped by common carrier, whereas full-service contracts require comprehensive coverage including business auto, workers' compensation, garage liability, and property or garage keepers insurance at minimum coverage levels of $500,000 commercial general liability, $500,000 business automobile liability, and $100,000 property or garage keepers insurance. Insurance proof is not required at offer submission but must be in force before contract execution, with the City requiring documentation within 30 days prior to contract execution and throughout the entire contract term. Offerors must acknowledge receipt of this addendum and return one signed copy with their response by the solicitation closing date, with failure to do so potentially constituting grounds for offer rejection.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Solicitation: IFB 7800 MAS1007REBIDA Addendum No: 6 Date: October 6, 2026 This addendum is to incorporate the following changes to the above-referenced solicitation:

1.0 Questions:

Q1: May an offeror bid the parts categories only (including Categories 1A/2A and the percentage-off-dealer-price parts structure) and enter No Bid for repair/labor services, while remaining eligible for an award for the parts portion?

A1: If bidding on Category 1, the Offeror must bid on all subcategories (1A, 1B, 1C, and 1D). The City intends to award to a Contractor that can provide all the goods and services in this category. If an Offeror wants to bid on parts only, they can bid on Category 2 for parts for Medium-Duty Vehicles.

Q2: For a parts-only bidder, must the bidding entity itself be an authorized Chevrolet/GM dealer or distributor, or may a reseller supply genuine GM OEM parts sourced through an authorized GM dealership/wholesale channel?

A2: For this solicitation, the parts-only bidding entity must be an authorized Chevrolet/GM dealer or distributor.

Q3: If a bidder is awarded only the parts portion, which insurance requirements apply?

A3: If a bidder is awarded a contract for parts only, Commercial General Liability is required. Business Auto, Workers Comp, Garage Liability, and Property/Garage Keepers would not apply to a parts-only contract if parts are shipped by common carrier.

Q4: Must the required insurance policies be in force at offer submission or only before contract execution/performance?

A4: Proof of insurance does not need to be submitted with the offer submission, but insurance does need to be in place before the contract is executed. For all awarded contracts, the City requires proof of insurance within 30 days prior to executing the contract and throughout the entire contract term.

2.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
