About this file

This is a Solicitation Addendum No. 2, issued by the City of Austin Financial Services – Central Procurement on September 17, 2026, for IFB 7800 MAS1007REBIDA concerning OEM parts and repair services for Chevrolet light- and medium-duty vehicles. The solicitation encompasses the purchase of OEM parts for inventory use by City technicians, as well as repair services when the City lacks capacity or requires certified Chevy technician expertise. Parts are bid separately from services, with labor rates submitted for light-duty work on line 1B.1 and medium-duty work on line 3.1. A mandatory pre-offer meeting was held on September 15, 2026, at 1:00 p.m. Central Time via Microsoft Teams, with attendance documented on the meeting sign-in sheet. The original offer due date was September 24, 2026, at 2:00 p.m. Central Time. The contract is indefinite in duration, continuing until all obligations are performed, with the City reserving the right to extend.

This addendum clarifies pricing and billing procedures: parts in Categories 1A and 2A are priced individually, while other parts not listed are priced at a percentage discount off dealer price; oil and other consumables used during service are itemized and priced separately from labor; and "Code Red" expedited shipping requests are billed to the City at actual vendor shipping cost with no markup. The contract excludes body and paint repair services, which are covered under a separate City contract. All parts and labor must be itemized on invoices. Bidders must acknowledge receipt of this addendum by returning one signed copy with their offer prior to the closing date; failure to do so may result in rejection of the bid. The contract applies local-business preferences (5% for bids up to $500,000; 3% for larger bids) and small-business discounts (2% or 1% depending on bid amount), with no MBE/WBE subcontracting goals.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024

Solicitation: IFB 7800 MAS1007REBIDA Addendum No: 2 Date: September 17, 2026

This addendum is to incorporate the following changes to the above-referenced solicitation:

1.0 Questions:

1Q: Can the parts be bid separately, or does it have to be parts and service?

1A: Parts are bid separately from service. Parts are bid per item in Categories 1A and 2A. Other parts not listed in 1A and 2A are priced at a percentage off dealer price. Services are billed by the hour, and your hourly labor rate would go on line 1B.1 (for light duty) and line 3.1 (for medium duty).

2Q: There’s no way to fill in pricing on line 1C.3. What do we do with this line?

2A: That’s correct. Category 1C.3 and 2C.1 pricing cannot be filled in on this price sheet. It’s there as a placeholder. When there is a “Code Red” shipping request (“Code Red” is explained in the Scope of Work), the vendor will bill the city for their shipping cost for that request with no additional markup. The shipping cost may be different for each order. The line is there for the City’s internal tracking purposes.

3Q: I see part numbers for maintenance work on the price sheet, but I don't see a line on the form to submit for oil itself. Is that something that will go separately?

3A: Correct. Oil will be priced separately from labor. The parts in Categories 1A and 2A will typically be purchased for the City inventory and used by in-house City technicians. However, if the Contractor performs the oil change or other services, the City requires that each part used, including oil, is itemized on the invoice and priced separately. The labor hours for the work will also be itemized.

4Q: Is the bid only for maintenance, or is there an opportunity to also do body and paint repair?

4A: This contract is for parts and repairs only. The Scope of Work does not include body and paint repair.

These services are covered under a separate City contract.

5Q: Is this contract for basic maintenance and oil changes, or would it be for other repairs as well?

5A: The City intends to use the contract to purchase parts for use by City technicians. Additionally, the City intends to use the Contractor for repairs when the City doesn’t have the capacity to do the repair and/or the repair requires a certified Chevy technician.

2.0 Pre-Offer Meeting: The Pre-Offer Meeting was held on September 15, 2026, at 1:00 PM. The attendance sheet is attached.

3.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
