About this file

This Solicitation Addendum No. 5, issued by Austin Financial Services—Central Procurement for the City of Austin, Texas, clarifies contractor qualification requirements for IFB 7800 MAS1007REBIDA regarding OEM parts and repair services for Chevrolet light- and medium-duty vehicles. The solicitation requires the prime contractor submitting the bid to hold manufacturer-authorized Chevrolet dealership status and operate the warranty repair facility, rather than relying on an approved subcontractor to satisfy these requirements. The contractor must possess all necessary authorizations and certifications directly, and authorization documents must be submitted as part of the bid response. The addendum was issued on October 5, 2026, and bidders were required to acknowledge receipt and return one copy with their proposal prior to the solicitation closing date of September 24, 2026, with failure to do so potentially resulting in offer rejection.

All other terms and conditions of the original solicitation remain unchanged. Offerors must sign and date the addendum acknowledgment form to demonstrate compliance with this clarification. This addendum reinforces that subcontracting arrangements cannot be used to circumvent the direct authorization requirements established in the Scope of Work, ensuring that the entity awarded the contract possesses the necessary operational capability and manufacturer authorization to deliver the required services directly to the City of Austin.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Solicitation: IFB 7800 MAS1007REBIDA Addendum No: 5 Date: October 5, 2026 This addendum is to incorporate the following changes to the above-referenced solicitation:

1.0 Questions:

Q1: Please clarify whether a company can bid as the main contractor and use an approved, manufacturer-authorized Chevrolet dealership subcontractor to meet the parts dealer/reseller and warranty repair facility requirements. Or must a company itself hold those authorizations and operate the authorized facility in order to submit a bid? If permitted, whose authorization documents would we need to submit, and could the dealership perform the applicable repairs at its own location?

A1: In this solicitation, the Scope of Work specifies that the contractor must be an approved, manufacturer-authorized Chevrolet dealership, not the subcontractor. The company that submits the bid is considered to be the Contractor, and the Contractor is the company that must hold these authorizations and certifications.

2.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
