About this file

This is an Addendum document (Add. 4) for Invitation for Bid (IFB) 7800 MAS1007REBIDA issued by the City of Austin for OEM parts and repair services for Chevrolet light- and medium-duty vehicles. The City is soliciting bids for ongoing parts supply and repair services to support its fleet of Chevrolet vehicles. A mandatory pre-offer meeting is scheduled for September 15, 2026 at 1:00 p.m. via Microsoft Teams, with written questions due by September 17, 2026 at 2:00 p.m. Central Time. Sealed bids must be submitted by September 24, 2026 at 2:00 p.m. Central Time. The contract commences upon execution and continues indefinitely until all obligations are performed, with the City reserving the right to extend the agreement. No specific award date is identified in the solicitation materials.

Bid pricing is fixed with unit pricing, and deliveries are F.O.B. destination with prepaid and allowed terms. Economic price adjustments apply after the first 12 calendar months based on the Consumer Price Index for Motor Vehicle Repair. The City applies a local-business preference of 5% for bids up to $500,000 and 3% for bids between $500,000 and $50 million, plus an additional small-business discount of 2% (bids up to $500,000) or 1% (above $500,000 to $50 million) for prime contractors with Certified Small Business subcontractors comprising at least 5% of total bid value. Bidders must demonstrate a minimum of three consecutive years of Chevrolet parts and repair experience with municipalities within the last five years, hold manufacturer-authorized dealer or reseller status, and operate a full-time warranty repair facility within 60 miles of the Texas State Capitol with at least two dedicated service technicians. All employees must receive a minimum living wage of $22.15 per hour. Contractors must maintain comprehensive insurance coverage including $500,000 commercial general liability, $500,000 business automobile liability, and $100,000 property insurance (expandable to $500,000), and maintain Texas authorization to do business with an A.M. Best rating of B+VII or better. No incumbent is identified, and subcontracting is optional and requires City approval.
