BACKGROUND:

The Orange County Transportation Authority (OCTA) is a state-mandated, multi-modal transportation agency in Orange County, California. OCTA regulates, prioritizes, funds, plans, designs, builds, operates, and maintains the transportation network. This includes major highway & freeway projects, high-occupancy managed lanes, street improvements, commuter rail, streetcar, the public transit system, paratransit services and taxi services.

In January 2025, OCTA implemented Genesys Cloud as the call center solution for our its in-house call centers. The largest of these is OC ACCESS, which is a shared-ride service provided by OCTA that is available to qualified applicants whose physical or cognitive limitations prevent them from utilizing the regular OC Bus fixed-route service. The OC ACCESS call center is operated 24/7/365. Other call centers using this same platform but which have a more standard Monday – Friday, 8 am – 5 pm schedule, are ACCESS Eligibility, and Assessments. ACCESS Eligibility manages the formal certification process needed to obtain an OC ACCESS ID needed to use the services. Assessments provides the in-person appointment and certification services.

All inbound/outbound calls record using Genesys Cloud voice and screen. OCTA uses Genesys DID’s and Voice for all inbound/outbound calling. OCTA has a three (3)- year retention policy for voice recordings. Callers are provided with a basic menu when they call in, and are transferred to internal call queues and then agents, or to external numbers based upon their menu selections. Agents make outbound calls as needed.

GOALS / OBJECTIVES AND SCOPE:

Renewal and continuation of the current platform and services as currently configured is required. The Genesys Cloud tenant used by OCTA is fully configured and no substantial changes are planned. OCTA has sixty-five (65) user licenses.

It is expected that first level Help Desk support will continue to be handled internally by OCTA’s Information Systems/Telecommunications staff with system support provided by the successful authorized Genesys partner to provide on-going system and ‘How do I?’ support. Providing advance notice of changes/upgrades, and deprecations planned by Genesys is requested as part of this service.

Consultant shall invoice OCTA directly for all Genesys Cloud expenses including monthly and one-time expenses. OCTA’s Genesys Cloud services are provided by Genesys with no third-party carriers or interfaces.

OCTA RESOURCES:

OCTA’s Telecommunications team is the point of contact once the contract is in place. All internal reports of issues or requests, including adds/moves/changes, are handled by OCTA’s internal Help Desk and Telecommunications staff. Escalation to the Genesys Partner will be done by Telecommunications staff.

Genesys PartnerGENESYS PARTNER (CONSULTANT) QUALIFICATIONS, SERVICES, EFFORTS and deliverablesDELIVERABLES:

Consultant will shall provide Help Desk Support Services to troubleshoot and resolve system issues or questions that are escalated by OCTA to Consultant. All support is provided online/remote. OCTA may request live screen-sharing to facilitate troubleshooting. The cConsultant will shall provide a support phone number, email, and website where issues can be raised, documented, managed, and monitored, and support tickets tracked. Unless agreed upon by OCTA in advance, this normal support/ticketing shall be available 7:00am to 6:00pm (Pacific Time), Mondays through Fridays. Escalation outside these days/hours should be available for system down and urgent issues affecting OCTA’s ability to provide service to ACCESS callers. If issue requires escalation to Genesys, Consultant will shall provide this, including the information on their ticket documentation, and notify OCTA Telecommunications. Resolution of tickets should include information on the cause, and actions taken to resolve the issue.

Consultant’s resources shall respond to voicemail, email, and text messages within a reasonable amount of time, but under no circumstances shall the amount of time exceed two (2) business days. If a deadline or ‘respond by’ date/time is indicated in a communication by OCTA, it will be expected to be met unless it is considered unreasonable by the Consultant. If so, the Consultant will shall immediately notify OCTA and provide a reasonable deadline that would need to be approved by OCTA.

Consultant’s Account Manager/Executive, and any other staff necessary to the meeting agenda/topics shall participate in regular meetings with OCTA to review support requests, and Genesys news, as well as any agenda items provided by OCTA or the Consultant.
