About this file
This is a Comprehensive Environmental Review Process (CERP) documentation file submitted to the Illinois Department of Natural Resources (IDNR) for an electric vehicle charger installation project at Illinois Beach State Park in Lake County, Township 46N, Range 12E, Section 27 (with an alternative site at Section 35). The project proposes installation of six EV chargers at the South Unit Main Beach parking lot, with an alternative location at the Hotel parking lot contingent upon completion of CDB Ballroom/Hotel Improvements and Pool construction. The base bid specifies six DC Fast Chargers rated at 250kW or more utilizing a 1,000 kVa transformer and load management system, while the alternate bid offers six Level 2 EVSE units at 80A minimum per unit with two connections per charger to serve 12 parking spaces. Associated work includes trenching for service lines in conduit at a minimum depth of two feet, electrical panel connection and meter installation, concrete slab work for charging pedestals, and site restoration in the Concession Building area and along designated parking spaces. The proposed project start date is Summer 2026, with CERP approval documentation signed on December 19, 2025.
Funding for this project is sourced through IDNR Capital allocation and supported by a USDOT CFI Community Discretionary Grant. The project is not located within a Federal Aid Project boundary. Environmental reviews have been conducted covering threatened and endangered species, natural areas and nature preserves, wetlands, and cultural resources, with all reviews marked as approved or approved with restrictions by CERP Program Manager Justin Dillard. The file includes site photographs and a site plan depicting the proposed primary location at the Concession/Camp Store Main Parking Lot and alternative location at the Hotel South End Parking Lot, demonstrating project visibility and accessibility from multiple vantage points within the park.
