About this file
This is a pre-bid conference presentation for the Illinois Finance Authority (IFA) regarding the Northern Illinois Community Charging Program, an Invitation for Bid (IFB) for turnkey electric vehicle supply equipment (EVSE) procurement, installation, operation, and maintenance services. The program encompasses 36 project sites across 14 site hosts located in Cook, Kane, Will, and DuPage Counties, totaling 69 Level 2 charging ports and 14 DC fast charging (DCFC) ports. The pre-bid conference was held on February 6, 2026, with vendor questions due by February 13, 2026, answers posted by February 19, 2026, and bids due on February 27, 2026. Notice of award is estimated for March 9, 2026, with contract execution by March 31, 2026. The Level 2 installation timeline is 12 months, while DCFC installation is 18 months. The selected vendor will operate and maintain all chargers for a five-year term following installation and commissioning.
Pricing and costs are structured with the IFA paying upfront to procure and manage the program, with site hosts reimbursing the IFA 20 percent of project costs after commissioning within one year of installation. The vendor does not retain charging revenue or federal incentives. Funding is provided through a Charging and Fueling Infrastructure (CFI) federal grant awarded to the IFA in spring 2023 by the U.S. Department of Transportation, with an 80 percent federal and 20 percent local cost-share structure. All work must comply with 23 CFR Part 680 (National Electric Vehicle Infrastructure standards), including Build America, Buy America requirements mandating U.S. manufactured equipment with minimum 55 percent domestic component costs. Bidder requirements include three years of EVSE design, installation, and operation/maintenance experience; a dedicated project manager with two years of multi-site experience; Illinois prevailing wage certification; EVITP-certified electricians or registered apprentices; Illinois Commerce Commission EV Charging Station Installer certification; two project references (at least one governmental); and experience with federal or state-funded projects. Business Enterprise Program (BEP) compliance and supplier diversity requirements apply, with pricing submissions required through BidBuy with cost breakdowns by equipment, architectural and engineering, and construction categories.
