About this file
This is a Questions and Answers document related to an Invitation for Bid (IFB) for EV charging infrastructure projects managed by the IFA (Infrastructure Finance Authority) team. The document addresses inquiries from prospective bidders regarding the contractor solicitation and funding application processes. A pre-bid conference was held on Friday, February 6, and represents the only informational session scheduled for this procurement. Award will be made to the lowest-priced responsive and responsible bidder that meets all eligibility and qualification requirements specified in Section 1.4 of the IFB at the time of bid submission.
The IFA team's involvement is limited to EV charging projects funded by approximately $15 million from a CFI (Congestion Mitigation and Air Quality Improvement Program or similar federal grant) awarded in 2024. The funding will support EV charging deployment including placement and installation activities. Prospective applicants should be aware that a separate program office or grant administrator will oversee future funding applications related to EV charging deployment beyond the initial contract award phase. No additional documentation or preparation steps beyond standard eligibility and qualification requirements were identified as necessary to strengthen applicant readiness.
