Questions 6 - 13

QUESTION # 6: PWS Section 3.1.1 states labor will be trained to operate Government vehicles at man hour rates. I request confirmation that the man hours required for this training are included in the Pricing Schedule Hours quantity.

ANSWER: No, this is a non-routine cost and it was not included in the

Pricing schedule hours.

QUESTION # 7: PWS Section 3.2 indicates safety briefing is required at shift change. Is this reimbursed at detention, or commodity?

Also, Government may conduct supplemental safety briefings when labor is on standby/detention. Is this subject to section 4.1.2 detention absorbed?

ANSWER 1: Detention Time

ANSWER 2: If the Government supplements to the stevedore’s safety briefing exceed 12 minutes, then it would be charged as detention time.

QUESTION # 8: PWS Section 4.1.3 is not subject to detention absorbed period referenced in 4.1.2 (4.1.2 is detention during commodity, while 4.1.3 is detention during XL)?

ANSWER: Yes, Commodity detention is subject to the PMA time protocols that, after 12 minutes, computed in 6 minute intervals, detention could be charged to the government. Extra

Labor has no detention.

QUESTION # 9: PWS Section 4.1.4 In the case of Guarantee for labor prior to operations

(say a 1300 start and FM or clerical get 8-1 or 8-2), is guarantee before operations payable as minimum time ?

ANSWER No, In accordance with PMA, this is covered as lap hours (for designated positions, e.g. Supercargo, Walking Boss) in the PMA labor rate structure.

QUESTION #10: PWS Section 4.1.5 Does contractor need to get COR authorization for guaranteed OT for clerical/FM.

ANSWER: No, this is accepted up front as an integral part of the labor rate structure.

QUESTION #11: PWS Section 5.14.3(o) Is training on scanners and government documentation does at contractors or government cost?

ANSWER: Government cost.

QUESTION #12: PWS Section 6.4(f) Are carpentry services provided at man hour rates plus out of pocket?

ANSWER: All carpenter work is Man hour; all materials they consume is paid out-of-pocket.

QUESTION #13: PWS Section 6.7.2 (l) are Terex at MOTCO fueled by Contractor or Government?

ANSWER: Government fuels TEREXs.
