The last sentence suggests that timekeeping should be included in the G&A.
However, ILA timekeeping for PSA and terminal services is part of the collective bargaining agreement. Shouldn't this be handled as customary with all ILA labor on a man hour basis?
Time keeping is an administrative function therefore shall be figured into the Commodity Rate.

Given that base and option years do not coincide with the ILA contract (CBA), what wage and fringe benefit rates should be used to calculate rates for each year? Most straight forward would be to use wage and fringe benefits currently in effect for all years and to apply for increases as the CBA changes become effective. Is this permissible?
For periods covered by the current CBA, use known wage rates. For periods beyond the current CBA, it will be up to the Contrctor to decide how to price their proposal.

Will all bidders be required to abide by wages, fringes and working conditions established by the CBA whether or not a party to the CBA?
All proposal at minimum must comply with published Department of Labor Wage Determinations.
4 5.141 Para 3 Page 25 SF1449 Will delays resulting from circumstances beyond the control of the Contractor be billable at the applicable man hour rates?
See 4.1.2 regarding detention. See 5.13.1 & 5.14.1 for circumstances not within the Contractors' control.
Scanning (not covered by PWS)
Will scanning be billable at the applicable man hour rates? See 5.13.1, 5.14.1 & 6.2.2 regarding scanning of cargo.
6 Manning for segregation to multiple locations (not covered by CWS)
If extra manning is required in order to segregate cargo to multiple locations simultaneously, will that labor be billable at the applicable man hour rates? No, staging is to be included in the commodity rate.
