MOTCO Solicitation
Questions 1-5
QUESTION # 1: What level of HAZMAT endorsement will be required and specifically which pieces of MHE operators will need this endorsement, i.e. Tractor drivers? Lift Drivers? Reach Stacker
Operators? Crane operators, etc?
ANSWER: The Pacific Maritime Association (PMA) is the negotiator and administrator of maritime labor agreements for all stevedoring entities, domestic and international carriers that operate in (water ports) in California, Oregon and Washington for the International Longshore and Warehouse Union workforce (covering longshore, marine clerks and walking boss/foreman jobs). The PMA also administers a comprehensive longshore training program that includes general hazmat training and a Class 1 specific training program. Longshoremen that have successfully completed the training will post this training on the back of their PMA cards for operations within any US West Coast closed-loop water terminal location. Completing the PMA classes shall meet the terminal MHE / driver-operator hazmat training requirements.
QUESTION # 2: Will this specialized training be provided by the government as part of 3.1.1?
ANSWER: Yes, the government will train the longshoremen on operating military specialized equipment (e.g. M-1000 HET, M1A1 tanks with computer start).
QUESTION # 3: Also, there is a * before to the last sentence in the paragraph 3.1.3, highlighted below. Which leads to the question, “What is required if the first line is not applicable?
ANSWER: The properly endorsed longshore PMA card meets the government’s standard of acceptance for the contractor servicing the Military Ocean Terminal Concord.
Revised PWS 3.16 All Contractor personnel who operate U.S. Government or Contractor furnished vehicles laden with hazardous material, to include munitions, shall possess a Pacific Maritime
Association - approved operators’ license with the General Safety Training HAZMAT endorsement.
QUESTION # 4: Is the pricing schedule intentionally missing a production tab, as there were in other calls? In order to come up with a commodity rate, establishing a production would be needed.
ANSWER: An updated schedule of rates was posted to fedbizopps see Call 0007 Amendment 01.
QUESTION #5: As the incumbent contractor we are aware of restrictions which have been applied to the terminal over the past year/ year and a half. Weight restrictions on the pier and bridge created reduced the numbers of TEUs which can be loaded on to bomb-carts and thus created a need for more equipment in order to maintain the contracted production; there is no mention of these restrictions.
ANSWER: An updated PWS was posted to fedbizopps see Call 0007 Amendment 01.
