About this file

This is a Questions and Answers document addressing clarifications to the Performance Work Statement for Lenel & Milestone Maintenance Support Services for Security Cameras at Walter Reed National Military Medical Center.

The document addresses two primary inquiries: First, regarding education requirements for Service Technician III and Milestone System Administrator/Technician positions, the Government approved equivalent combinations of relevant professional experience, technical training, and industry certifications in place of a four-year degree. However, two certifications remain mandatory contract requirements that must be presented upon request: Lenel S2 OnGuard 8.2 Core Certification (Lenel Certified Associate - LCA track) and Milestone Knowledge Program certifications at Technical Configuration Levels 1 and 2. Contractors must submit copies of these certifications prior to new personnel onboarding. Second, regarding Naval District Washington (NDW) N6 Preferred Contractor Status requirement, the Government clarified that this status must be obtained prior to proposal submission, not after award. If not already held, the typical timeline to obtain initial network capability is approximately 30-45 days. These answers directly impact proposal preparation and personnel staffing strategy for interested contractors.

Questions:

1. Education Requirement – PWS Part 5: States that a Bachelor's degree is "the required educational background" for the Service Technician III position and "the standard educational background" for the Milestone System Administrator/Technician position.

Q: Will the Government accept equivalent professional experience in place of a four-year degree for either of the tech II &III positions, and if so, what experience threshold would be considered?

Answer: The request for equivalent combinations of relevant experience, technical training, and industry certifications to satisfy these qualifications is approved.

Please note that the following certifications remain a mandatory contract requirement and must be presented to the Government upon request:

· Lenel S2 OnGuard 8.2 Core Certification (Lenel Certified Associate – LCA track)

· Milestone Knowledge Program: Technical Configuration Level 1 & Technical Configuration Level 2

Please submit copies of these certifications to our office prior to the new personnel onboarding.

2. NDW N6 Preferred Contractor Status: The PWS states that the contractor must be a Naval District Washington (NDW) N6 preferred contractor with personnel who currently possess pre-approved access to the Lenel & Milestone Enterprise 3SP Network.

Q: Is this status required to be held at the time of proposal submission, or may it be obtained between award and contract start? Additionally, If not already held, what is the typical timeline to obtain this status?

Answer: The status is required to be obtained prior to the proposal submission. If not held, the typical timeline to obtain initial network capability is approximately 30-45 days.
