About this file

This is a Questions and Answers document addressing clarifications submitted by prospective offerors for the Lenel & Milestone Maintenance Support Services solicitation (HT001426RE008) issued by the Defense Health Agency for Walter Reed National Military Medical Center in Bethesda, Maryland.

The Q&A covers five critical categories. For Network Access & Eligibility, contractors must obtain approved 3SP Network access for Lenel OnGuard and Milestone VMS systems post-award, with NDW N6 enrollment requiring government sponsorship. Regarding Pricing Structure, the government did not provide clarification on whether an SF 1449 or CLIN structure would be furnished, and did not specify the required format for pricing after-hours overtime labor (premium rate, absorption into base price, or indefinite-quantity line item). The contractor must clarify Service Contract Act applicability and applicable wage determinations with the contracting officer. For Performance Period and Schedule, the original July 1, 2026 base period start date will be adjusted to align with actual award, as accelerated award is not intended; additionally, no incumbent contractor exists to participate in transition activities. Regarding Technical Scope, the on-site Lenel OnGuard configuration includes 73 access control panels and 800 doors/readers, with detailed system architecture available post-award from NDW N6; this is a single-site contract limited to WRNMMC with no support required for additional DHA facilities. For Evaluation and Personnel, experience evaluation occurs at the key personnel level with individual technician certifications and years of experience; proposed personnel must be identified and committed at quote submission; and Lenel OnGuard ACE and Milestone Certified Integrator certifications are required. The Q&A does not address the NAICS code confirmation or small business set-aside status.

Q1
CRITICAL
Network Access & Preferred Contractor Status
PWS Part 5 (Security Requirements) references the NDW N6 preferred contractor program and requires contractor personnel to have pre-approved 3SP Network access for the Lenel OnGuard and Milestone VMS systems. Please clarify:(a) Is eligibility as an NDW N6 preferred contractor and pre-existing 3SP Network access required at the time of quote submission, or is it a post-award obligation the awardee must satisfy before commencing work?(b) If this is a submission-time requirement, can you direct offerors to the NDW N6 enrollment process and the applicable application timeline?

Answer: The contractor must have the approved 3SP Network access for the Lenel OnGuard and Milestone VMS system post award. NDW N6 will not conduct the enrollment process unless the contractor is sponsored by the Government.

SF 1449 and CLIN Price Schedule
The solicitation package does not appear to include an SF 1449 or a numbered CLIN price schedule. Will the government provide a standard form and priced CLIN structure prior to the quote deadline? If so, when will it be issued? If not, what specific pricing format and line-item breakdown does the government require in order for an offer to be considered technically compliant?

After-Hours Overtime Pricing Structure
Attachment 6 identifies approximately 80 after-hours hours per year for ST-III (Systems Technician III) labor. Please confirm how the government intends to price after-hours labor:(a) as a separate CLIN at a premium rate (e.g., time-and-a-half or a flat uplift),(b) absorbed into the base FFP price with no separate billing, or(c) priced as an indefinite-quantity line item with a unit rate for actual usage?

Base Period Start Date vs. Quote Deadline
The PWS states a base period start date of July 1, 2026. The solicitation's quote deadline is July 13, 2026. The start date precedes the award deadline by approximately 12 days. Additionally, PWS Section 1.5 requires contractor personnel to obtain DHA Tier II suitability and CAC credentials prior to commencing work, a process that typically takes 2–4 weeks. Please clarify:(a) Is the July 1, 2026 start date subject to revision, or is it firm?(b) Does the government intend to issue an accelerated award, or will the base period start be adjusted to align with the actual award date?

Answer: The Government does not intend to issue an accelerated award prior to the quote deadline. The base period start date will be adjusted to align with the actual award date.

PWS Section 1.3 — Period of Performance; PWS Section 1.5 — Personnel Requirements

Transition-In Period and Compensation
PWS Section 1.6.1 (Transition-In) is marked "Reserved." Please clarify:(a) Is a formal transition-in period expected, and if so, what is the duration?(b) Is transition-in activity compensable (i.e., will there be a transition CLIN or is it expected to be absorbed into the base period price)?(c) If an incumbent contractor is currently performing this work, will the incumbent participate in the transition?
PWS Section 1.6.1 — Transition-In (Reserved)

Answer: There is currently no incumbent contractor performing this specific work. Therefore, there is no incumbent to participate in a transition handover.

Please confirm the current on-site configuration for both systems:(a) For Lenel OnGuard: the software version currently in production, the approximate number of access control panels, doors/readers, and any hardware nearing end-of-support status that may require replacement during the performance period.(b) For Milestone VMS: the current software version, the approximate camera count, and any cameras currently offline or flagged for replacement.(c) Will the government provide the existing system architecture diagram or a current asset inventory prior to the quote deadline?

Answer: At the moment the current on-site configuration for Lenel OnGuard is maintained by Naval District Washington’s (NDW) N6.
