Question
1
Instructions to Offerors (addenda to FAR 52.212-1); PWS §§1.3.1, 1.4, 5.0–5.2
The Instructions to Offerors identify only Experience and Price as submission factors and specify content/page limits for those two factors alone. The PWS, however, mandates specific technician certifications, staffing levels, and network access.

Please confirm whether offerors are required to submit certification evidence, personnel resumes, or a capability/compliance statement with the quotation, or whether these requirements will be verified at the responsibility determination or post-award stage. If submission is required, please specify the required format and any applicable page limit.

Answer: Yes, offerors are required to submit certification evidence, personnel resumes, and capability compliance statement is needed for the Government to review. As for required format, the documentation must be in Adobe PDF format as one file with resumes no longer than two pages.

2
PWS §5.0
PWS Part 5 states the “Contractor must be a Naval District Washington (NDW) N6 preferred contractor with personnel who currently possess pre-approved access to the Lenel & Milestone Enterprise 3SP Network.” Please clarify:

(a) the definition and qualifying criteria for “NDW N6 preferred contractor” status and the process by which an offeror obtains it;

(b) whether NDW N6 preferred status and pre-approved 3SP Network access are required at the time of quotation submission, or whether they may be obtained after award prior to the start of performance; and

(c) the process and estimated timeframe for a newly awarded contractor’s personnel to obtain pre-approved 3SP Network access.

Answer: The technical requirement is that the offeror must be a certified partner/integrator for Lenel and Milestone Enterprise systems and possess the capability to perform work on the 3SP Network. Additionally, pre-approved access to the Milestone Enterprise 3SP Network is not required at the time of quotation submission. However, offerors must demonstrate in their technical proposal the capability to meet all personnel credentialing, system certifications, and security clearance requirements. Actual network access will be processed post-award during the transition-in period. Lastly, during post-award, the government will sponsor the successful contractor's personnel for access. The process involves submitting DD Form 2875 / Navy User Agreement through the WRNMMC Physical Security Specialist. The estimated timeframe for processing and obtaining pre-approved 3SP Network access is approximately 30–45 calendar days after contract award. The government has factored this timeline into the transition period.

Attachment 2 (Deliverable Schedule); PWS §§6.5, 6.5.2.1.1, 6.5.4 (marked “Reserved”)
Attachment 2 requires submission of a NIST SP 800-171 Basic Assessment and CMMC documentation via SPRS, referencing PWS paragraphs 6.5.2.1.1 and 6.5.4; however, PWS paragraphs 6.5 through 6.5.15 are marked “Reserved.” Please confirm:

(a) the CMMC level applicable to this requirement;

(b) whether a current SPRS Basic Assessment score and/or CMMC status is required at the time of quotation submission or at award; and

(c) whether Federal Contract Information (FCI) and/or Controlled Unclassified Information (CUI) will be processed, stored, or transmitted by the contractor under this effort.

4
Instructions to Offerors (Price); PWS Attachment 6 (Estimated Workload Data)
The Instructions direct offerors to submit a monthly Firm Fixed Price for each CLIN on the SF 1449. Please provide the SF 1449 reflecting the established CLIN structure for the base period and all four option periods, and confirm:

(a) whether price is to be submitted as a single monthly Firm Fixed Price per period, or broken out by labor category; and

(b) how the estimated 80 hours of Service Technician III after-hours/emergency support (Attachment 6) is to be priced — as a separate CLIN or within the monthly Firm Fixed Price.

5
Attachments 3, 4, and 5; PWS §§6.6, 6.7 (marked “Reserved”)
Attachments 3 (Cybersecurity Regulations and Guidance), 4 (FRCS Responsibility Matrix), and 5 (RMF Assessment Timeframes) are referenced to PWS paragraphs 6.7.2.3, 6.7.5.3, and 6.7.7 respectively; however, PWS paragraphs 6.6 (RMF for DoD IT) and 6.7 (Facility-Related Control Systems) are marked “Reserved,” and the attachment content addresses design/installation and authorization (ATO) activities.

Please confirm whether FRCS categorization, RMF assessment and authorization, and the associated timeframes in Attachments 3–5 apply to this on-site maintenance effort. If so, please identify the specific contractor responsibilities and deliverables.

6
Solicitation Title; PWS Parts 1, 3, and 5
The solicitation title references “Security Cameras,” while the PWS scope addresses both the Lenel OnGuard Access Control System (ACS) and the Milestone Video Management System (VMS). The PWS further states that all replacement equipment, materials, and parts are purchased separately by WRNMMC and are not funded under this agreement. Please confirm:

(a) that the contractor’s responsibility under this contract is labor and maintenance services only, and that all replacement hardware and parts are Government-furnished or separately procured; and

(b) that the scope of work includes both the Lenel OnGuard ACS and the Milestone VMS as described in PWS Parts 1 and 5.

Answer: Confirmed. The contractor’s responsibility under this contract is strictly for labor, preventative maintenance, diagnostic, and installation/integration services. All replacement hardware, parts, and consumable materials will be Government-furnished or separately procured by WRNMMC. The contractor is responsible for identifying required parts and providing specifications to the Government for procurement. Furthermore, the scope of work includes maintenance, support, and integration services for both the Lenel OnGuard Access Control System (ACS) and the Milestone Video Management System (VMS), as detailed in PWS Parts 1 and 5. While the solicitation title refers to 'Security Cameras,' the technical requirements of the PWS govern the full scope of performance.

7
Evaluation Factors – Factor 1 (Experience); Instructions to Offerors
Factor 1 requires two to three references for same or similar services completed within the past three years. Please confirm the preferred submission method for past performance information — for example, an offeror-prepared narrative, a Past Performance Questionnaire (PPQ), CPARS records, or another format — and whether the Government intends to consider past performance information obtained from sources other than that provided by the offeror.
