About this file

This is a Questions and Answers document for the Lenel & Milestone Maintenance Support Services solicitation (HT001426RE008) issued by the Defense Health Agency for Walter Reed National Military Medical Center (WRNMMC) in Bethesda, Maryland.

The document addresses three critical inquiries from potential offerors. Q1 concerns system identification requirements, with the Government clarifying that specific Lenel OnGuard System IDs and Milestone Software License Codes will not be publicly released due to Operational Security (OPSEC) policies; these details will be provided exclusively to the successful contractor upon contract award. Q2 addresses site survey opportunities, confirming that no pre-quote site visit at WRNMMC will be available prior to the submission deadline. Q3 addresses the NDW N6 Preferred Contractor status requirement referenced in the PWS Part 5 Security Requirements section, providing a comprehensive seven-step pathway for offerors to achieve this designation. The answer outlines requirements including SAM.gov registration, compliance with FAR/DFARS rules, review of NAVFAC contracting guidelines, small business subcontracting plans where applicable, eligibility for set-aside programs (8(a), HUBZone, SDVOSB, WOSB), APEX Accelerator registration, business development support through SBDCs or SCORE, and demonstrated Navy experience or certifications.
