About this file
This is a Questions and Answers document for solicitation HT001426RE008, addressing contractor inquiries regarding Lenel OnGuard Access Control System and Milestone Video Management System maintenance support services at Walter Reed National Military Medical Center.
The document clarifies critical requirements across four categories. For technical scope, the government confirmed existing equipment includes Lenel OnGuard systems (legacy and DHA platforms) with HID CPK40 readers, Lenel panels and boards, 10ZIG workstations, and Milestone XProtect/Avigilon video management systems with Bosch cameras; specific system IDs and serial numbers will be provided post-award due to OPSEC restrictions. Regarding security and access, a Tier 1 (T1) Investigation is the minimum requirement for contractor personnel, granting basic physical and logical access to government facilities. For operations and logistics, contractors must provide khaki tactical-style pants and professional polo shirts for technicians, and after-hours emergency work requires authorization from the designated government representative with documentation within 24 hours; all after-hours fees must be detailed in cost proposals with a flat hourly rate applied regardless of whether work occurs on weekends or Federal holidays. Personnel qualification requirements were significantly modified: experience substitutions were approved for Service Technician II and III positions (ranging from 7-9+ years with no degree to 2-4+ years with higher education levels) and for System Administrator/Tech positions (9+ years with no degree to 3+ years with a master's degree); however, Lenel S2 OnGuard 8.2 Core Certification and Milestone Knowledge Program Technical Configuration Level 1 & 2 certifications remain mandatory and must be provided prior to personnel onboarding.

| Existing Equipment Inventory |
| Can the government provide a list of existing equipment for this requirement including manufacturer name, model, serial number, and current life warranty? |
Answer: The current physical security equipment utilized at the hospital consists of the Lenel OnGuard system (both legacy and DHA platforms) with HID CPK40 readers, Lenel Panels (LNL-M4420, M3300, M2220), Lenel reader boards (LNL-1320), Lenel input boards (LNL-1100), and 10ZIG 7148q workstations deployed throughout the campus. For video surveillance, the facility utilizes the Milestone XProtect and Avigilon Video Management Systems (VMS) with Bosch cameras (both fixed and pan-tilt-zoom).
The manufacturer's warranty and lifecycle status for the Lenel OnGuard, Milestone, and Avigilon systems are currently unknown.
As for serial numbers of the workstations, due to Operational Security (OPSEC) policies and the sensitivity of the facility's physical security infrastructure, the Government will not publicly release the specific Lenel System IDs, Milestone Software License Codes (SLC), or serial numbers in this solicitation. The specific System IDs will be provided exclusively to the successful offeror immediately upon contract award.
