EXECUTIVE SUMMARY
In December 2011, Myounghee Noh & Associates, L.L.C. (MNA), was retained to conduct a soil screening survey at the proposed clean water rinse rack site on the U.S. Coast Guard Air Station
Barbers Point, Oahu, Hawaii. Due to the past and current aircraft rinse practice at the site, it was suspected that the existing soil and groundwater may be impacted by the rinse water, potentially containing contaminants. This soil screening was performed to determine if potentially hazardous soil and groundwater contaminants are present at the site and to assess potential exposure to workers and the environment during the construction.
Eight soil and one groundwater samples were collected from four decision areas and analyzed for: total petroleum hydrocarbons as gasoline, as diesel, and as residual range organics (TPH-
GRO/DRO/RRO); benzene, toluene, ethylbenzene, and xylenes (BTEX); organochlorine pesticides; and RCRA 8 metals (arsenic, barium, cadmium, chromium, lead, mercury, selenium, and silver).
From each decision area, one surface soil sample and one subsurface soil sample were collected, from 2-10 inch below ground surface (bgs) and from 1.5-2.5 ft bgs, respectively. Trenching or excavation is anticipated to the depth of 2.5 ft bgs. The analytical results for contaminants were compared to the 2011 Hawaii Department of Health Tier 1 EALs of soil and groundwater for unrestricted land use above a non-drinking water resource and greater than 150 meters from surface water. Measurable levels of TPH-DRO, TPH-RRO, DDE, DDT, chlordane, arsenic, cadmium, barium, chromium, lead, mercury, and silver were detected in the samples; however, none of the analytical results exceeded the Tier 1 EALs.
Based on the analytical results of soil and groundwater, MNA concludes as follows:
No off-site disposal of the site soils is warranted.
Best Management Practices such as soil erosion/runoff control or dust control must be implemented during the earthwork, since the project site is located near shore.

1.0 INTRODUCTION
Myounghee Noh & Associates, L.L.C. (MNA), under contract with Kai Hawaii, Inc., conducted a soil screening survey for the proposed clean water rinse rack site, USCG Air Station Barber
Point, Oahu, Hawaii. The purpose of the soil screening survey was to identify the presence of potentially hazardous soil and groundwater contaminants and potential risks during the earthwork for the new rinse rack construction. The site location map is provided in Appendix I, Figure 1.
2.0 SAMPLING AND ANALYSIS
On December 13, 2011, MNA advanced 17 borings using a direct push drill rig and collected eight (8) composite soil and one (1) grab groundwater samples. Prior to the boring, the sampling locations were surveyed for subsurface utilities or anomalies. The sampling locations are presented in Appendix I, Figure 2.
2.1 Composite Soil Sampling
Composite soil samples were collected from the project site, to be disturbed due to the rinse rack construction. The project site was divided into four (4) Decision Areas (DAs) based on current uses and physical boundaries as presented in Appendix I, Figure 1. From each DA, two composite samples were collected; one from the surface soil at 2-10 inch below ground surface
(bgs) and the other from the subsurface soil at 1.5-2.5 ft bgs. Each composite sample comprised of four sub-samples. However, the samples for TPH Gasoline Range Organic (TPH-GRO) and benzene, toluene, ethylbenzene, and xylenes (BTEX) analyses were not composited due to the potential loss of volatile compounds during sample collection.
2.2 Groundwater Sampling
One groundwater sample was collected from DA3. The groundwater was encountered at 6.4 feet bgs. Four feet of a welded wire screen was set at 6 feet ~10 feet bgs. Nylon tubing was inserted into the well, and the well was purged for 15 minutes at a flow rate of one liter/minute until pH, dissolved oxygen, conductivity, and turbidity stabilized, and the water cleared. Approximately 5 gallons of groundwater was purged from the well. Following purging, a sample, DA3W, was collected.

2.3 Sample Analysis
Eight (8) composite soil and one (1) groundwater samples were analyzed by the following methods, and a summary of the soil sampling and analyses is presented in Table 1.
TPH Gasoline/Diesel/Residual Range Organics (TPH-GRO/DRO/RRO) by the EPA
Method 8015B.
BTEX by the EPA Method 8260.
Organochlorine pesticides by the EPA Method 8081A.
Resource Conservation and Recovery Act (RCRA) 8 metals (arsenic, barium, cadmium, chromium, lead, mercury, selenium, and silver) by the EPA Method 6010B and 7471A.

2.4 Preservation and Transportation
All samples were labeled and recorded in a chain of custody document. Samples were placed in a cooler and chilled to 4˚C with frozen gel ice for transport to the analytical laboratory. All samples were submitted to the Curtis & Tompkins laboratory, Berkeley, CA.
2.5 Decontamination and Investigation Derived Waste
Decontamination needs were eliminated by using a disposable sampling tool, Terra Core samplers. Investigation Derived Waste (IDW) was minimized through the selection of sampling

techniques and the use of disposable sampling equipment. IDW included disposable personal protective equipment (PPE), and disposable sampling tools. Less than one trash bag of PPE and disposable sampling tools were generated and disposed of in a municipal waste dumpster.
3.0 ANATICAL RESULTS
The analytical results for contaminants were compared to the HDOH Tier 1 Environmental
Action Levels (EALs) of soil and groundwater for unrestricted land use above a non-drinking water resource and greater than 150 meters from surface water (State of Hawaii, Department of
Health, 2011).
3.1 Analytical Results of Soil Samples
Composite soil samples were collected from four (4) DAs. The samples were analyzed for TPH, BTEX, pesticides, and metals. A summary of the analytical results is presented in Table 2, and the complete laboratory report is provided in Appendix II.
3.1.1 TPH
TPH-GRO/DRO/RRO of soil samples were analyzed by the EPA 8015B method. The laboratory reporting limits (RLs) of TPH-GRO, TPH-DRO, and TPH-RRO were well below the EALs. None of the samples contained reportable levels of TPH-GRO. Measurable levels of TPH-DRO and TPH-
RRO were detected; however, all results were well below the EALs.
3.1.2 BTEX
BTEX of soil samples were analyzed by the EPA 8260 method. Toluene was detected at 0.026 mg/kg in the sample, DA1-A, well below the EAL, 34 mg/kg. Benzene, ethylbenzene, and xylenes were not detected.
3.1.3 Pesticides
Pesticides were analyzed by the EPA 8081A method. Reportable levels of DDE, DDT, and chlordane were detected; however, all results were well below the EALs.
3.1.4 Metals
Measurable levels of arsenic, cadmium, barium, chromium, lead, mercury, selenium, and silver were found in the samples. However, all results were well below the EALs.

3.2 Analytical Results of Groundwater Sample
One groundwater sample was collected from DA3 and analyzed for TPH-DRO/RRO, BTEX, pesticides, and metals. A summary of the analytical results is presented in Table 3. The complete laboratory report is provided in Appendix II. TPH, BTEX, and pesticides were not detected above the report limits. Reportable levels of arsenic and barium were detected; however, the results were well below the EALs.

4.1 Sample Holding Times
Technical holding times for all TPH, BTEX, pesticide, and metal analyses were met.
4.2 Laboratory Blank Results
None of the TPH, BTEX, pesticide, and metal was found in the laboratory blank samples which indicated that the analytical processes were free of the contaminants.
4.3 Laboratory Performance Review
The LCS/LCSD, MS/MSD, and surrogate recoveries were within the laboratory acceptable ranges. Based on this analytical data review, MNA concluded that the analytical results are considered valid and useable.
5.0 DATA SUMMARY AND RECOMMENDATIONS
From four decision areas, eight (8) soil and one groundwater samples were collected and analyzed for: TPH-GRO/DRO/RRO; BTEX; organochlorine pesticides; and metals, including arsenic, barium, cadmium, chromium, lead, mercury, selenium, and silver to identify the presence of potentially hazardous soil and groundwater contaminants and potential risks during earthwork for the new rinse rack construction.
For the soil screening, MNA implemented composite sampling methods to collect surface soil samples from 2-10 inch bgs and subsurface soil samples from 1.5-2.5 ft bgs, the anticipated trenching or excavation depth. The analytical results for contaminants were compared to the
2011 HDOH Tier 1 EALs of soil and groundwater for unrestricted land use above a non-drinking water resource and greater than 150 meters from surface water. All analytical results reported were well below the Tier 1 EALs.
Based on the analytical results of soil and groundwater, MNA concludes as follows:
No off-site disposal of the site soils is warranted.
Best Management Practices (BMPs) such as soil erosion or dust control must be implemented during the earthwork, since the project site is located near shore.

High surrogate recoveries were observed for decachlorobiphenyl in 1303-DA3-A (lab # 233348-005) and the method blank/LCS for batch 182213; the corresponding TCMX surrogate recoveries were within limits. 1303-DA3-A (lab # 233348-005) was diluted due to the color of the sample extract.
