A. This amendment is issued to incorporate the attached RFI Questions & Answers into this request for proposals HSCG86-13-R-CWRR01 for the Construction of a New Aircraft Rinse Rack.
B. The date set for receipt of proposals is extended to 2:00 p.m. HST on 1/29/14.
C. All other terms and conditions remain unchanged.

CLEAR WATER RINSE RACK, USCG AIR STATION BARBERS POINT, KAPOLEI, HAWAII
52. Please confirm if we can get a temp. power from the exist. Electric light pole manhole to power the temp. facilities at laydown area. If not please specify the location of the power source.
Response: Temporary power from existing electric light pole shall not be allowed. Temporary and permanent power shall be from existing STA S1907 transformer. See project drawings E‐10 and E‐15.
53. Please confirm if we can get a temp water to the existing water main manhole by the proposed staging area. If not please indicate the location of water source.
Response: Temporary water source may be taken from existing 8” water main downstream of existing water meter in the existing water main manhole by the proposed staging area.
54. Detail 4/M‐12 on Drawings M‐12 reads, “see structural for sump detail”. Profile Sewer Line “B” detail on drawings C‐5 reads “see structural dwg for sump details”. The details for the sump are not anywhere in the structural drawings.
Response: All necessary details of the sump are included in Detail 4/M‐12, along with the liner note on Sht. S‐1.
55. Detail 1/C‐11 on Drawing C‐11 shows a 4” jump over a line that passes underground to the rear HC‐65 sprayer nozzles. The detail indicates that flanged connections are to be used underground. Flanges underground are not typically used or recommended due to the rigidity of the connection, which could lead to excessive strain on the flanges or the pipe due to excessive beam loadings. Please confirm if the use of flange joints for underground service are desired for this project.
Response: Flanges are to be used for the one crossing as shown in the detail, all other underground piping will be mechanical joints.
56. Drawing M‐4 indicates the shutoff valves on the sewer line to be full port ball valves, and refers to Detail 6/M‐12 for the valve box details. Detail 6/M‐12 on Drawing M‐12 depicts the same valve as a plug valve and shows a check valve in‐line with the said plug valve.
a. Please clarify if a check valve is required.

a. Check valve not necessary. Please provide full port pvc ball valve.
b. If check valve is required, please provide a spec for said check valve as Spec Section 33 30 00 (Sanitary Sewers) does not provide specific information.

d. PVC Ball Valve: Wastewater ball valve shall be end entry type constructed of PVC, class 1245B per ASTM D1784, with full bore ports.
Valves shall have PTFE seats and packing, EDPM or FKM seals, and threaded or socket ends. Stem shall be provided with double o‐ring seal.
***Replace Spec 22 00 00 paragraph 3.10. Table I with below. DWV Piping shall be PVC or ABS in lieu of Cast Iron.

Part 2: Products
2.1 Materials
Plastic pipe, fittings, and solvent cement shall meet NSF/ANSI 14 and shall be NSF listed for the service intended. Plastic pipe, fittings, and solvent cement used for potable hot and cold water service shall bear the NSF seal "NSF‐PW."
2.1.1 Pipe Joint Materials
o. Plastic Solvent Cement for ABS Plastic Pipe: ASTM D2235.
p. Plastic Solvent Cement for PVC Plastic Pipe: ASTM D2564 and ASTM D2855.
Part 3: Execution
3.1.3.7 Plastic Pipe
Acrylonitrile‐Butadiene‐Styrene (ABS) pipe shall have joints made with solvent cement. PVC and CPVC pipe shall have joints made with solvent cement elastomeric, threading, (threading of Schedule 80 Pipe is allowed only where required for disconnection and inspection; threading of Schedule 40 Pipe is not allowed), or mated flanged.
57. Detail 4/C‐8 depicts the 316SS bar width of the trench pipe supports as 1‐3/4”, which corresponds to 6” heavy‐duty pipe clamps. These heavy‐duty clamps are not made for piping smaller than 6” pipe. The trench piping reduces from 6” to 4” down to 1‐1/2”. Standard double bolt pipe clamps are made for the pipes sizes required in the trench drain.
a. Please clarify if the bid should be based on use of standard pipe clamps for the trench pipe supports since heavy duty clamps are not made for smaller pipe sizes.
a. Yes
b. If use of standard pipe supports will be used, should the width of the pipe supports be adjusted according to the pre‐engineered pipe clamp spacing? If so, the bar width would range from 1” to 1‐1/2”.
b. Yes, acceptable
58. Is the L3 x 3 x 3/8 cross bracing shown on detail 3/S‐6 typical at gridlines 3, 4, and 5, on drawing S‐4 (sheet 17 of 63)?
Response: Correct.
59. Will the rinse rack supply rack supply piping within the equipment building be ductile iron since these are not “exposed”?
Response: Above ground piping in the equipment building larger than 2.5” may either be ductile iron or stainless steel, as specified in Section 40 05 12, paragraph 3.18. If ductile iron, the piping shall be coated as specified in 40 05 12 paragraph 2.9 Coating Systems.
60. Please clarify if the single door frame shall be FRP as noted in Section 08 22 20. Detail 4/S‐10 indicates aluminum frame for the FRP door.
Response: Both door and door frame shall be FRP.
61. How many wash pumps are there? The drawings show (1), however the pump schedule says (2).
Response: Second pump will be provided as spare. See remarks on pump schedule, M‐16.
62. Will the wash pump(s) require a prime pump(s)? What is the HP?
Response: No prime pumps are necessary. The storage tank will provide priming.
63. The PLC controls several motors in the various systems. Who will furnish the motor controllers, branch over current protection devices? Where will these be mounted?
Response: Motor controller shall be furnished and installed by the contractor as a part of this project (possibly furnished by your mechanical sub/contractor and installed by your electrical sub/contractor). Preferred location of the motor controller is at the motor. Branch over current protection shall be provided by your electrical. Panel circuit breakers provide branch over current protection for the motor feeders.
64. Are there size restrictions on panels?
Response: All electrical panels shall fit within the allowable space.
65. The PLC System Sequence of Operation, paragraph 6A, states the RO system shall be provided with factory controls yet the drawings and I/O chart show it connected to the PLC. What is correct? What are our requirements concerning it?
Response: The RO system shall have a unit controller, provided by the factory.
The I/O points are the minimum required within the factory supplied controls.
The RO unit controller shall interface with the PLC.
66. The sequence describes radio control for aircraft type selection and wash activation. It appears to be shown on sheet E‐8 as the “New Wireless Multi‐Switch Controller.” Is an L854 Digital Radio Control by ADB Airfield Solutions acceptable?
Response: The radio control system shall perform all functions as indicated as a minimum.
67. What is the purpose of the MODHOPPER Wireless shown on sheet E‐10?
Response: Modhopper not required. Please remove.
68. Who provides the instrumentation sensors and transmitters?
Response: Your controls sub/contractor shall provide it as a part of this project.
69. The PLC is to communicate via BACKNET/IP or Modbus TCP to what?
Response: The bacnet/modbus protocol was needed for previously required modhopper. Bacnet or modbus no longer required.
70. Are the laptops (work station and spare) to be the primary operator interface to the system or are the laptops to be primarily for maintenance and troubleshooting and another HMI type device to be provided for the operator interface function?
Response: The laptops shall be the primary operator interface.
71. In lieu of the cantilever support system, would outboard monitors be acceptable which is standard for aircraft rinse systems? This would benefit future additions of additional aircraft at a substantially reduced overall cost.
Response: Monitors were considered but were discounted for various reasons.
Monitors will not be allowed as a substitution.
72. Sheet C‐7 DETAIL 1. There is a 4” line that ends as 4” and there is a 6” line that ends 6”. Sheet M‐15 shows both lines as reducing down to 1 ½” size . Is sheet M‐15 correct ?
Response: The Mechanical detail M‐15 governs line layout/size, the Civil detail C‐7 governs the slab/trench layout/size, both details are correct.
73. Please provide dimensions of sump pit. Detail 4/M‐12 indicates 4’‐0” from CL in one direction but it is unclear if the sump pit is square. Details also do not indicate depth.... Thank you.
Response: See Sketch 4M12A.
74. US Coast Guard Dwg H0454: The Sump Lift Station Concrete Cast is a square casting (abt 14’ depth x 8’ sq inside x 9” thk walls (10” thk base) with a square FRP cover shown in sheets C‐3 (item AA), C‐5 (Profile Sewer Line B), and M‐12 (Detail 4). We recommend using a precast cylindrical concrete cast ( 8’ ID x abt 14’ depth) as shown in the first attachment cut sheet (for 96” ID Manhole). This casting is readily available and would be least costly to provide and install.
The drawings square cast volume is abt 33 cubic yards and the recommended 8’ ID cast is abt 26 cubic yards (abt 7 cubic yard less volume which we feel is not significant). We would be using a matching FRP cylindrical cover with W6x15 I beam center support as shown on dwg sheet M‐12 (Detail 4) . As an alternate, if the 8’ ID casting is considered to not have sufficient volume, recommend using a 10’ ID casting as shown in 2nd attachment (for 120” Manhole).
RESPONSE: The use of the precast manhole is acceptable provided that the concrete members are designed/stamped by a licensed structural engineer in the state of Hawaii. Please use 10’ ID cast. If using 10’ ID, acceptable to reduce sump depth from 7 ft below the trench drain inlet to 6 ft (total depth approximately 13 ft in lieu of 14 ft).
75. Is there a page limit for the actual project schedule? Or, can it be as long as we see fit as long as it fits within the 30 page limit?
RESPONSE: There is no page limit for the Gnatt/bar chart type project schedule as long as it fits within the 30 page limit. However, we will only allow up to a maximum of 2 sheets of 11” x 17” pages for the schedule. Any additional pages needed for the schedule shall be on 8 ½” x 11” paper.
76. Will a specific NTP date be required for the schedule to be included with our proposal?
RESPONSE: No specific NTP date is required for the Gnatt/bar chart type project schedule. If you would like, you can use March 31, 2014 as your NTP date (although the actual project NTP date may be significantly different), or you can use any other random date or number as the NTP date as long as we are able to follow and understand your schedule.
Other Additional Requirements:
77. We revised drawing C‐3 , near DIVERSION VALVE, to provide and install manual by‐pass valves. See Sketch R2A, R2B, AND R2C.
NOTE: We will only be answering a few more RFI’s, so there should be one more Amendment forthcoming, but that may be the last one.
