DIVERSION VALVE

A. Control Panel

1. The control panel shall be NEMA 4X. The panel enclosure and hardware shall be stainless steel. The enclosure shall house the programmable logic controller (PLC), the first flush box, and the demand valve. Brass or copper piping shall extend through each end of the enclosure connecting to the water supply. The enclosure shall be insulated.

B. Programmable Logic Controller

1. PLC shall control the first flush volume by physical measurement.

2. PLC shall control residue runoff after vehicle washdown operation.

3. PLC shall have a fail-safe alarm feature in system malfunction.

4. PLC shall automatically restart upon restoration of electricity after a power outage.

C. First Flush Box

1. The first flush box shall hydraulically operate the diversion valve, transfer float level and valve status back to PLC.

2. The first flush box shall be waterproof and inline serviceable with built-in strainer.

D. Demand Valve

1. The demand valve shall hydraulically detect washdown operation and supply the diversion valve driveline with the appropriate pressure to open the diversion valve.

2. The demand valve shall have a minimum sensitivity of 0.5 gpm (2 liters per minute).

E. Diversion Pit

1. Diversion pit shall be constructed of high-density polyethylene and have a "to waste outlet" in the bottom and "to storm drain outlet" above the diversion valve height. The pit shall be fitted with the diversion valve, float switch, junction box, bleed line, and driveline attachment. There shall be fitted at the top of the diversion pit a high density polyethylene silt basket and galvanized grate. Rain water shall exit via a weir under tap holding free floating hydrocarbons within the chamber. The weir shall be serviceable in case of blockage. Stainless steel anchor pins in pit outer lip shall lock pit into concrete. All connections shall be easily accessed inside the diversion pit.

F. Diversion Valve

1. Diversion valve shall be constructed of brass and stainless steel. The diversion valve shall be hydraulically operated. The diversion valve shall be a diaphragm activated waste diversion valve and have valve status capabilities. In the event of power failure, the diversion valve shall operate when washdown occurs.

G. First Flush Diversion System

1. The first flush diversion system shall automatically divert a predetermined amount of the first rainfall to the sewer system (oil/water separator). The PLC shall automatically reset after an adjustable amount of hours in order not to take a first flush in the event of multiple rains in a short period. The diversion valve shall automatically close after a predetermined amount of polluted rainfall has been diverted to the sewer system.

WORKMANSHIP

A. Defective work or materials shall be removed by the Contractor and corrected without extra compensation.

INSTALLATION

A. Install plumbing work in accordance with the manufacturer's instructions, as indicated and as specified herein. Arrange for access to the site by written request submitted not less than one week (7 calendar days) prior to the time at which access is requested. Coordinate installation with other trades so as to eliminate or avoid conflicts and delays to the progress of the work.

B. Review manufacturer's drawings to verify pipe connection sizes and locations of all equipment. Make final connection to all equipment furnished and/or installed under other sections.

C. Install specialties in accordance with manufacturer's instructions.

INITIAL OPERATION AND COMPLETION

A. Test all controls for proper operation. Touch up paint on unit where and if damaged, using primer and finish paint to match materials and color of factory finish.

CONTROLS

A. Automatic controls shall be installed and placed in operation under the supervision of a qualified representative of the control component manufacturer.

INSPECTION

A. Acceptance of the work will not take place until after discrepancies noted by the

Contracting Officer have been corrected to the satisfaction of the Contracting Officer.

TRAINING

A. The Contractor shall provide the following training services at the project site:

1. General: Provide training course schedule, syllabus, and training materials 30 days prior to the start of training. Conduct training courses for designated personnel in the maintenance and operation of the plumbing equipment and associated controls. Orient training to the specific system being installed under this contract. Use the project's operation and maintenance manual as the primary instructional aid. Training manuals shall include an agenda, defined objectives and a detailed description of the subject matter for each lesson. Furnish audio-visual equipment and all other training materials and supplies. A training day is defined as 8 hours of instruction, including two 15-minute breaks and excluding lunchtime, Monday through Friday, during the day. The minimum amount of training for this project shall be 8 hours.

2. Operator Training: Operator training shall include the detailed review of the installation drawings and controls. The instructor shall walk through the project site identifying the location of equipment and controls. The instructor shall demonstrate how each type of system operates and its sequence of operation.

3. Maintenance Training: Maintenance training shall include trouble shooting and diagnostics, repair, instructions, preventive maintenance procedures and schedules, and calibration procedures.

LOCAL TECHNICAL SUPPORT

A. The plumbing equipment supplier shall have a local Hawaii office, staffed with factory trained engineers fully capable of providing instruction, routing maintenance and emergency maintenance service on all system components.
