A. This amendment is issued to incorporate the attached RFI Questions & Answers into this request for proposals HSCG86-13-R-CWRR01 for the Construction of a New Aircraft Rinse Rack.
Responses to additional RFI's will be posted in the next amendment.
B. The date set for receipt of proposals is extended to 2:00 p.m. HST on 1/10/14.
C. All other terms and conditions remain unchanged.

CLEAR WATER RINSE RACK, USCG AIR STATION BARBERS POINT, KAPOLEI, HAWAII
31. We are bidding as a subcontractor on the Clear Water Rinse project to multiple general contractors.
We plan on having at least two past performance evaluations submitted showing our experience in aircraft wash systems. Do our past performance evaluations need to list which general contractor(s) the past performance evaluations apply ? OR Will you accept the past performance evaluations with our name on it and apply the evaluations to any general contractor bidding with us as a major subcontractor?
Response: If you are submitting previous past performance evaluations that were completed on a website like CCASS or PPIRS, then you should submit your evaluation to your prime contractor and they should submit the evaluations with their proposal.
If your customers are filling out a blank DD2626 form and are emailing it directly to the contracting officer, then they should state in their email which prime contractor(s) their evaluation should be applied to.
***PRIME CONTRACTORS MUST ALSO CLEARLY ANNOTATE SOMEWHERE IN THE
PAST PERFORMANCE SECTION OF THEIR PROPOSAL THAT “COMPANY XYZ” WILL
BE THEIR SUBCONTRACTOR AND THAT ANY PAST PERFORMANCE EVALUATIONS
SUBMITTED FOR THAT SUBCONTRACTOR SHOULD BE CONSIDERED WITH THEIR
PROPOSAL. If a prime contractor does not clearly state that on their proposal, we will not consider any past performance evaluations for that subcontractor when evaluating that prime’s proposal. Once a prime contractor puts that statement on their proposal, all past performance information received or otherwise discovered about that subcontractor will be considered in the evaluation of that prime contractor’s proposal.
However, if a prime contractor includes any past performance evaluations or project experience from any particular subcontractor in their proposal, we will automatically also consider all past performance evaluations received and any other information obtained on that subcontractor when we evaluate that prime contractor’s proposal, even if the prime contractor did not include the statement above in their proposal.
ADDITIONALLY, all past performance evaluations or any other information obtained on prime contractors will automatically be considered in the evaluation of that prime contractor.
32. In this solicitation, Section L.12.b.1.a, Past Performance, states that either the prime bidder, or subcontractor must have successfully constructed at least 1 aircraft rinse rack within the last 5 years. If a rinse rack has been installed but currently under commissioning, not yet signed off, would that qualify?
Response: No. We will only consider rinse rack projects that are 100% complete.
33. We have designed and installed aircraft rinse systems but it has been past the 5 year term.
Response: Rinse systems completed more than 5 years ago will not be considered in the evaluation.
34. Would a bidder or subcontractor with numerous completed military rinse systems in the past 5 years, tactical vehicle rinse, or other automated systems with water reclamation be considered?
Response: Automated vehicle rinse system with water reclamation experience would be applicable to this project, therefore we will revise the rating criteria.
Please see response # 35 below.
Other Changes:
35. Changes in Rating Criteria. In paragraph M.2 of the solicitation, the following changes are hereby incorporated:
PAST PERFORMANCE: Rating for “Outstanding” –
Change From, “AND the offeror or its subcontractors have successfully completed one aircraft rinse rack project of the same type (gantry and ground nozzles) and approximate dollar value, or two or more aircraft rinse rack projects of the same type within the past five
(5) years.”
Is hereby Changed To, “AND the offeror or its subcontractors have successfully completed one aircraft rinse rack project of the same type (gantry and ground nozzles rinse rack that is a non-portable, automated system with water reclamation) and approximate dollar value, or two or more aircraft rinse rack projects of the same type within the past five (5) years.”
PAST PERFORMANCE: Rating for “Great” –
Change From, “AND the offeror or its subcontractors have successfully completed at least two aircraft rinse rack projects within the past five (5) years.”
Is hereby Changed To, “AND the offeror or its subcontractors have successfully completed at least one aircraft rinse rack project that is a non-portable, automated system with water reclamation within the past five (5) years.”
PAST PERFORMANCE: Rating for “Good” –
Change From, “AND the offeror or its subcontractors have successfully completed at least one aircraft rinse rack project within the past five (5) years.”
Is hereby Changed To, “AND the offeror or its subcontractors have successfully completed at least one vehicle rinse rack project that is a non-portable, automated system with water reclamation within the past five (5) years.”
NOTE: Your project descriptions/evaluations/pictures must clearly state that your previous rinse racks were for aircraft, contained gantries, were automated, included water reclamation, etc. If it is not clearly mentioned, we may assume that your project did not include these aspects and that your project does not meet the criteria.
All other terms and conditions of the Rating Criteria remain the same.
