A. This amendment is issued to incorporate the attached RFI Questions & Answers into this request for proposals HSCG86-13-R-CWRR01 for the Construction of a New Aircraft Rinse Rack.

B. The date set for receipt of proposals is extended to 2:00 p.m. HST on 2/3/14.

C. All other terms and conditions remain unchanged.

CLEAR WATER RINSE RACK, USCG AIR STATION BARBERS POINT, KAPOLEI, HAWAII

78. Site work involves re‐aligning the chain link fencing adjacent to the new equipment building as well as installing a new sewer line beneath the existing chain link fencing. Please advise:

a. Will the Contractor be allowed to remove the fencing and keep it uninstalled throughout the construction period?

Response: Yes, if the contractor provides an acceptable alternate solution with the fencing, such as, tie our fence into the Navy’s lift station fence to give you more room.

b. Will the Contractor be responsible to provide security at the locations any time the fencing is compromised?

Response: Yes

79. Please advise if there are existing irrigation lines within the construction areas and if so, please provide existing layout and intent for modifications upon new construction.

Response: There are no existing irrigation lines within the construction areas.

80. There are existing cables laid directly atop the soil within the areas scheduled for new electrical underground duct (behind fuel truck building and along 400 Hz building). Please confirm that the areas will be cleared of all materials prior to start of construction and the Contractor will not be responsible to relocate such materials.

Response: The existing cables will be removed prior to start of construction.

81. It is understood that the runway will remain active during the construction and that the Contractor’s operations cannot interfere with USCG operations.

Can a daily operational schedule be made available to the Contractors to better understand approximately how many times and possible durations of ‘no work’ periods that may be expected throughout each normal working day?

Response: There is no set operational schedule that we can provide. There may be a few short periods where the contractor’s work may be limited due to Coast Guard operations, however the Government will try to minimize the impacts to the Contractor’s work.

82. Please confirm that the area of taxiway where the new rinse rack will be located can remain out of service for the entire duration of the contract and that at no time should the Contractor be expected to provide temporary measures to provide access through that area.

Response: The taxiway on which the rinse rack will be constructed is planned to be out of service the entire duration of the contract. No temporary measures to provide access through the area will be required unless in the case of an emergency.

83. Telecommunications Note 2 on Sheet E‐1 states, “Exterior OSP (Outside Plant) communications cabling and cabling work shall be by the Government.” Specifications include Section 32 82 00 Telecommunications Outside Plant (OSP). Please clarify intent.

Response: All future OSP communications cables shall be provided by the U.S.

Coast Guard Air Station ESU.

84. Reference: Spec Section 05 50 14 – Structural Metal Fabrications – Subsection 2.2.5 is related to shop assembly of gantry structure which indicates” Assemble the entire structure in the shop to determine the correctness of the fabrication and matching of the component parts….”

a. Is it required to build foundation, assemble and “VERTCALLY” erect the entire structure in the shop? This is a very stringent requirement which increases the cost of this project dramatically due to additional cost of constructing & removing foundation, (labor, equipment, material), requirement of horizontal and vertical space to accommodate the structure at the shop. Also, this requirement precludes most of steel fabricator from bidding and limit competition to fabricators who have shop accommodates the structure. Please clarify.

Response: The intention of this provision is to ensure that all shop assemblies will fit together properly in the field during erection, without modifying bolt hole locations and/or gusset plate sizes. Given the reasons noted in the question above, it is not required to vertically erect the entire structure. See b.

below

b. Is it acceptable to “partially” assemble the gantry structure in the shop (in panels) and lay panels on horizontal surface to ensure correctness of the fabrication? This method ensures correctness of the fabrication. Please clarify.

Response: Yes, this is a reasonable alternative.

c. We do not see a significant benefit of assembling and erecting the entire gantry structure at the shop because the structure will be disassembled and shipped from the mainland to Hawaii and need to be re‐installed on new foundation in the field. For instance if the foundation / anchor bolts are off alignment, the entire structure will not fit. Eventually, the general contractor and steel fabricator are responsible for final accurate field installation and accurate shop assembly does not waive such responsibility. Please clarify the benefit of assembling and erecting entire structure at the shop.

Response: See a. and b. above. One reason for the shop assembly provision is to ensure that the U.S. Coast Guard receives a quality product that contains no fabrication problems that may affect the project schedule or structural integrity of the gantry.

d. Will the gantry structure need to be inspected by U.S. Coast Guard representative at the shop after assembly? If so, please advise who is responsible for inspection cost?

Response: No formal shop inspection is planned to be conducted. However, the U. S. Coast Guard may conduct inspection at any time during the fabrication process. The Contractor will not be charged for Government inspection cost.

85. Can the sign‐in sheet from the site visit be provided?

Response: List of companies that attended the site visit:
