A. This amendment is issued to incorporate the attached RFI Questions & Answers into this request for proposals HSCG86-13-R-CWRR01 for the Construction of a New Aircraft Rinse Rack.
Responses to additional RFI's will be posted in the next amendment.
B. This amendment also incorporates the updated Davis Bacon Wage Determination, General Wage Decision No. HI140001, Mod 0 dated 01/03/2014, which shall be applicable to this project.
C. The date set for receipt of proposals is extended to 2:00 p.m. HST on 1/22/14.
D. All other terms and conditions remain unchanged.

CLEAR WATER RINSE RACK, USCG AIR STATION BARBERS POINT, KAPOLEI, HAWAII
36. Section L, Para L.12.b.1.a states that Forms DD2626 submitted directly from our customers will not count against the 20 page limit for Volume II Technical Proposal. Please confirm that copies of system CCASS and PPIRS evaluations submitted with the contractor’s proposal will also not count toward the 20 page limit.
Response: Copies of system CCASS and PPIRS evaluations submitted with the contractor’s proposal will count towards the 30 page limit.
37. Is there a maximum number of relevant past performance projects that may be submitted?
Response: There is no maximum number.
38. Do the résumés of key personnel count against the 20 page limit?
Response: Yes, the résumés count against the 30 page limit.
39. Drawings indicate new chain link fencing. However, specifications do not include a section for chain link fencing. Please advise.
Response: See Attachment 32‐31‐13 for the chain link fencing specifications.
Specification Section 32 31 13 for the chain link fencing is hereby incorporated as a required part of this project.
40. Section L, paragraph b.1.b. KEY PERSONNEL list three positions: Project Engineer, Site Superintendent and Rinse Rack Supervisor. Section M, paragraph M.2 KEY PERSONNEL RATINGS reference a Project Manager, Site Superintendent and Rinse Rack Supervisor. Please confirm that Project Engineer and Project Manager shall be synonymous for this technical proposal.
Response: The titles of Project Engineer and Project Manager shall be synonymous for this solicitation.
41. Please advise if the Gantt or bar chart type project schedule can be printed and provided in the technical proposal on 11” x 17” sheets, with each 11” x 17” sheet counting as one page.
Response: We will allow 1‐ 2 sheets of 11”x17” pages in your technical proposal. The 11”x17” pages can ONLY be used for the Gantt/bar chart and any chart explanations. You cannot include résumés, past performance, etc. on the 11”x17” pages. Each 11”x17” page will count as 1 page towards your 30 page limit.
42. Reference Addenda 1, Response to Question 27 & Solicitation Section F.2
a. Please provide a list of items that may be considered for actual damages and an approximate cost per day.
Response: For a list of items that may be considered for actual damages, see paragraph F.2 of the solicitation. There is no approximate cost per day since per the paragraph, costs will be based on the number of hours and the actual costs spent on the project past the contract completion date. Note that any claim made by the Government for additional costs will be subject to the Disputes provision of this contract and the contractor will be provided with supporting data.
43. Reference Addenda 1, revised sewer manhole tie‐in location, sketch 3C
a. Will the existing manhole invert need to be modified or replaced?
b. Is any rehabilitation of the existing manhole required?
Response: Please see response to 9.d. A new sewer manhole added and the SLA now connects to that instead of into the existing manhole. The new manhole is to be constructed around the existing 30” sewer pipe. See Sketch 3D.
44. Water, Sewer, and Electric Utilities
a. During testing of the new Rinse Rack, a considerable amount of water will be required.
Will the contractor be required to pay for water service using the new water meter during testing?
b. Same question regarding sanitary sewer at new equipment building
c. Same question regarding electrical service to new equipment building
Response: The Contractor will not be required to pay for water, sewer, and electricity used for project testing requirements.
45. Can you point me to the specification for the diversion valve as shown on plan sheet C‐10?
Response: See Attachment DIVERSION VALVE. This specification for the Diversion Valve is hereby incorporated as a required part of this project.
46. Pursuant to specification section 32 13 11, paragraph 2.10.5e (page 25), due to the fact that the entire paving area will be surrounded by trench drains and irregular (changing elevation) surfaces, will conventional power screed equipment be allowed with appropriate (higher) slump flexural concrete for all the PCC paving requirements provided that all flexural and compressive strength tests meet the specified requirements.
Response: A bridge deck finisher is acceptable for use because of the existence of the trench drains. As noted above, the flexural strength and compressive strength of the concrete shall meet or exceed the minimum contract requirement.
47. In regards to the placing equipment for the paving areas, please confirm that a fixed‐form paver will be allowable (such as a Morrison Screed or Bidwell paving machine). My major concern is the general requirement (see Section 321311 Part 2.10.5 a) for the paver‐finisher to weigh at least 2,200 lbs/ft of lane width. None of our fixed‐form pavers meets this requirement & it sounds like it is meant only for a slip‐form paver.
Response: A Bidwell bridge paving machine or any other equipment that meets the specification is acceptable for use.
48. Would you accept NAVFAC/USACE Past Performance Questionnaire Form PPQ‐0 in lieu of Form
DD2626?
Response: Yes, we will also accept Form PPQ‐0. It may be submitted by the contractor with their proposal or directly to the contracting officer from your customers. As previously mentioned, any past performance evaluations submitted with your proposal will count towards your 30 page maximum.
49. Can you clarify who are the Procuring Contracting Activity and the Requiring Activity in section L.12, paragraph b.1.a 8 & 9?
Response: The Procuring Contracting Activity is the Contracting Office. The Requiring Activity is the customers/end users or technical point of contact (i.e.
Contracting Officer’s Representative or project inspector).
50. If the Procuring Contracting Activity and the Requiring Activity are one‐in‐the‐same, or if we didn’t have direct contact with anyone besides the Contracting Office, can we use the Contracting Office contact information for both 8 & 9?
Response: Yes, if the Procuring Contracting Activity and the Requiring Activity are the same, or you didn’t have direct contact with anyone besides the Contracting Office, you may use the Contracting Office contact information for both 8 & 9.
51. Will the project schedule be included in the 30 page limitation for the proposal?
Response: Yes, the project schedule (Gantt or bar chart type project schedule) will count towards the 30 page limit for the technical proposal.
