A. This amendment is issued to incorporate the attached RFI Questions & Answers into this request for proposals HSCG86-13-R-CWRR01 for the Construction of a New Aircraft Rinse Rack.

Responses to additional RFI's will be posted in the next amendment.

B. The date set for receipt of proposals remains 2:00 p.m. HST on 12/30/13.

CLEAR WATER RINSE RACK, USCG AIR STATION BARBERS POINT, KAPOLEI, HAWAII

1. Please Confirm that access to the project site will be via the main gate, or the alternate back gate for large deliveries if notice is given in advance to coordinate the delivery.

Response: The alternative gate and haul route will be used only for deliveries that cannot be made via the main gate and are subject to accommodation of airfield operations. Delivery vehicles may have to wait for a guard to become available and no additional project funds will be provide for any delay.

a. Please confirm that the USGC will provide escorts for material delivery trucks, concrete trucks, gravel deliveries, and excess spoil materials haul off from the main gate to the project site.

Response: USCG Security Guards will escort all vehicles to and from the work site.

b. Will contractor commercial vehicles/pickups be permitted to drive to the project site from the main gate un‐escorted, and be able to leave the site without escort?

Response: USCG Security Guards will escort all vehicles to and from the work site.

c. Will the Contractor be required to provide flaggers for taxiway crossings at any time during the project?

Response: None will be required for aircraft traffic. The Contractor shall be responsible if construction traffic conditions make it necessary.

d. Will the Contractor be required to monitor airfield ground tower communications during the project?

Response: Possibly, under rare circumstances, however, it is not currently foreseen during this project.

2. Are there any bore logs for the project to indicate the types of soils likely to be encountered and the existing water table?

Response: See Soil Log Data

3. The plans do not contain an airfield traffic control plan.

a. Please provide a haul route map from the Main access gate to the project site.

Response: See Sketch RRackHaulBarr.

b. Please provide aircraft barricade requirements for closure of the taxiway.

Response: Barricades capable of withstanding 100 mph winds without being displaced or damaged and with reflective coatings, shall be deployed. For barricade location, see Sketch RRackHaulBarr.

c. Will removal of existing striping for lead in Centerlines to the closed taxiway be required?

Response: Yes, to accommodate new work indicated on drawings.

d. Are temporary centerline taxiway markings required?

Response: No.

4. At the site visit, it was noted that the aircraft routinely test the engines. This will create a hazard for employees working in this area behind the planes. Are there any special requirements for work in these areas?

Response: Test runs will be made away from the work site as much as is practical. Special requirements would involve protection and safety of personnel and property against high wind speeds and loud noise. Workers shall consult Contractor Safety Personnel regarding safety and protection requirements.

a. How often are the tests performed and how long does a typical test last?

Response: The tests are usually done as diagnostics and are not scheduled long range. Typically 7‐8 times per month and duration is less than one hour. Tests could be done consecutively with short breaks to adjust the aircraft in between tests.

5. Please confirm that it is acceptable to stage construction equipment at the project site after hours.

Response: It is acceptable within safe and practical limits. Anything that is stored must be prevented from becoming airborne, must be at least 25 feet away from the fence and edge of the taxiway and minimize visual obstructions of the fence. Lightweight materials may need to be in containers or stored off‐ site. Height limitations of contractor equipment and materials are subject to FAA restrictions. Contractor, not Government, shall be responsible for security of all equipment and materials stored on‐site.

6. Are there height restrictions for stockpiles of materials in the area between the taxiway and the Fence?

Response: Storage in this area is acceptable within safe and practical limits.

Anything that is stored must be prevented from becoming airborne, must be at least 25 feet away from the fence and edge of the taxiway and minimize visual obstructions of the fence. Lightweight materials may need to be in containers or stored off‐site. Height limitations of contractor equipment and materials are subject to FAA restrictions. Contractor, not Government, shall be responsible for security of all equipment and materials stored on‐site.

7. Reference Sheet C‐3, Site and Utility Plan

a. Please confirm that the driveway/Parking area that is 14’ wide shown on this sheet, and extends around the new building to the concrete grade separation wall is the AC Ramp referenced by detail 3/C‐8.

Response: Yes.

b. Detail 3/C‐8 shows the new ramp tied into existing asphalt pavement. This road will tie into the new PCC. Please review as it does not appear to be correct for this project.

Response: Detail revised, see Sketch 1C.

8. Reference Sheet C‐3, Site and Utility Plan

a. The retention pond area does not reference the pond finish requirements. Will this pond be grassed consistent with the surrounding areas?

Response: No, grass shall be as specified in Attachment #1. Also, see Sketch 5A, 5B, and 5C for temporary irrigation.

b. Will all disturbed areas be re‐established as grass to match existing when complete?

Response: No, grass shall be as specified in Attachment #1.

c. Will a specification for landscape restoration be provided?

Response: Yes, grass shall be as specified in Attachment #1.

9. Reference Sheet C‐3, Site and Utility Plan

a. The sanitary sewer drain pipe is to tie into a manhole that appears to be adjacent to an existing sewer pumping station. It crosses the property line fence, and another fence for the pumping station. Can the fences be removed during this work? Please define the scope of work to remove and restore the fences.

Response: Yes, fenced may be removed during the work, see Sketch 2.

b. The new pipe appears to be crossing a very old asphalt drive into the pumping station.

If this asphalt is disturbed, will it need to be replaced?

Response: Yes.

c. There is a very low cable (under 10’), and what appears to be multiple underground utilities around the pumping station to cross. Can as‐built drawings of this pumping station and the utilities around it be provided?

Response: No.

d. The manhole that is noted as the connection point for the new sewer appears to have a large concrete slab around it that is either the lid to the wet well for the pumping station, or a slab on grade above the manhole.

i. Please provide as‐build drawings indicating the existing conditions of the facility.

ii. If this is a slab on the manhole, it may need to be partially removed to make the tie‐in. Please confirm if this is acceptable.

Response: Connection to existing sewer revised, see Sketch 3A, 3B, 3C, and 3D.

e. Is the property adjacent to the airfield where the sanitary sewer tie‐in is at owned by the Government? Are there any special requirements for accessing this facility?

Response: Yes, Government owned, contact NAVY PWC/PURAL via ASBP Facility Maintenance Engineer.

10. Reference Detail 1, 2, & 3 on C‐8

a. Specifications section 32 12 15 references Hot‐Mix AC HMA for Airfields. Details call out

AC State Mix #4. Please confirm that AC State Mix #4 is acceptable for this project for the Taxiway Ramp, and for the Pavement around the new building.

Response: Follow specifications, delete reference to State Mix #4, details revised, see Sketch 1A, 1B, and 1C.

11. Reference Detail 2, Sheet C‐10

a. The steel plate cover is called out as 2” thick. The steel angle is L3x2x1/2”.

i. Should the steel plate thickness be 1‐1/2”, or should the steel angle be 2‐1/2” Deep?

Response: Details revised, see Sketch 4B and 4A.

b. Is the top finish surface to be the galvanized plate steel?

Response: Yes.

c. Does the steel trench cover need to be designed and stamped by an engineer?

Response: No, plate has been designed, minimum ASTM A36 steel required.

d. Please provide the loading requirements for the trench plate cover.

Response: N/A, plate has been designed for wheel load of 40 kips per wheel.

12. Reference Detail 10 on Sheet S‐10

a. Is flashing required at edge of roof? Please provide a detail of roof edge.

Response: No flashing is required.

13. Reference Detail 2 & 4 on Sheet S‐10

a. This detail indicates that there is a concrete ramp outside of the new building. If this is the case, please provide a detail for the concrete ramp.

Response: There is no ramp, disregard reference to ramp in Details 2/S‐10 and 4/S‐10.

b. The civil plans appear to indicate asphalt pavement outside of the roll up door. Please confirm.

Response: AC pavement extends up to edge of building, grading plan has AC sloped away from building

14. Reference Sheet E‐6, Electrical Site Plan

a. The site plan indicates two duct banks that cross the existing taxiway outside of the new rinse rack concrete pavement. Can these duct banks cross at the location of the new concrete pavement to eliminate the need for an additional trench cut and asphalt patch?

Response: No. New electrical underground utilities within or beneath the new rinse rack concrete pavement shall not be permitted.

15. Must past performance information be submitted for every subcontractor with a scope greater than $10,000 in value? Or only those demonstrating wash rack performance?

Response: Past performance information does not need to be submitted for every subcontractor with a scope greater than $10,000. For subcontractors over $10,000, proposals should indicate the subcontractor company name, the work that they will perform, and a brief rationale for their selection. Full past performance information is not needed for all subcontractors. It is up to the prime contractor to decide which subcontractors (if any) they would like to submit past performance information for.

16. In § L regarding Key Personnel we are directed to provide the names, titles, and qualifications of the Project Engineer, Site Superintendent and Rinse Rack Supervisor. In §M, the listing of criteria for “Outstanding”, “Great”, and “Good” references a Project Manager but not a Project

Engineer. Only in “Satisfactory” and “Poor” are there reference to a Project Engineer (but not the Project Manager) in § M. Are we to provide information on our Project Manager or/and a Project Engineer for the project?

Response: The titles of Project Engineer and Project Manager are used interchangeably. They refer to the same person/position.

17. My specific question is in reference to the following statement contained in the solicitation under paragraph L.12 Specific Instructions on page 34, specifically the following statement:

a. PAST PERFORMANCE: At a minimum, the contractor or its subcontractors must provide past performance information demonstrating that they successfully constructed at least 1 aircraft rinse rack within the last 5 years.

Our firm is highly qualified to perform this contract; however, we have not been a part of the construction of an aircraft rinse rack within the last 5 years. Is this truly a requirement for this contracting opportunity, or can the statement be revised to state that the Offeror should submit its past performance on projects completed within the last 5 years that it feels are recent and relevant to the construction efforts required to successfully complete this project? Otherwise, it seems that there will be very limited competition amongst local 8(a) firms like ours with a bona fide office serviced by the SBA Hawaii District Office.

Response: You do not have to submit past performance information on a rinse rack project, however per the ratings in paragraph M.2, the highest rating you could potentially obtain without your company or your subcontractors having any past performance on a rinse rack project is a “Satisfactory”.

18. Is there any limitation to the amount of past performance projects we can submit with our proposal? Does the Government have a maximum or minimum amount of past performance projects it prefers to see included in our proposals?

Response: There is no limit or preference on the amount of past performance projects you submit with your proposal, however you must stay within the 20 30 page limit for your technical proposal. See Sections L & M of the solicitation for past performance requirements.

19. If offeror's submit previously completed CCASS or DD2626 evaluations with our proposal, will this be counted in our page count? Does the Government prefer that the offeror's have references complete the DD2626 and submit it directly to Contracting Officer, rather than submitting previously completed DD2626 or CCASS with our proposal? Please clarify how this will affect our page limitations.

Response: If the offeror submits previously completed CCASS or DD2626 evaluations with your proposal, it will be counted towards your 20 30 page maximum. The Government does not have a preference between previously completed DD2626/CCASS or having references complete a DD2626 and submit it directly to the Contracting Officer.

20. Due to the holiday lag by suppliers and subcontractors, is it possible to defer the proposal suspense to the second week of January 2014?

Response: As of right now the proposal due date remains December 30, 2013. If the proposal due date is later changed, a solicitation amendment will be issued on FBO.gov.

21. We missed the site visit. May we request a second site visit?

Response: As stated in the solicitation, there will be no alternate site visits.

22. The Standard Form 1442 states, "Complete and return TWO copies of Section A and Section B, and ONE copy of Section I and Section K." Is this to say that the government would like TWO copies of Section A and B in both the original Price Proposal and the copy (total of 4) and only one each of Sections I and K (total of 2)?

Response: Submit just 2 copies (1 original and 1 copy) of Section A and Section B, and 1 original copy of Section I and Section K.

23. Is it reasonable to assume that the SF 1442 should be included in Volume 1 ‐ Price Proposal? If yes, where within the proposal, should it be submitted?

Response: Yes, the SF 1442 should be included in Volume 1 – Price Proposal.

You can submit the SF1442 anywhere within Volume 1.

24. Is it reasonable to assume that the bid guarantee should be included in Volume 1 ‐ Price Proposal? If yes, where within the proposal, should it be submitted?

Response: Yes, the bid guarantee should be included in Volume 1 – Price Proposal. You can submit the bid guarantee anywhere within Volume 1.

25. Page 34 of 39 states, "The discussion of past performance should also include a comprehensive presentation and analysis of all relevant experience by the offeror and its subcontractors during the last five years." Would it be acceptable to include projects which are currently in process and more than 80% complete to demonstrate relevant experience?

Response: No, we will only consider past performance evaluations of projects that are complete. However, we will also be considering all of our (U.S. Coast Guard, Civil Engineering Unit Honolulu) current and previous interactions with all companies and all personnel from each company submitting a proposal.

26. The RFP states that we will be rated higher if our Project Manager and Site Superintendent have Engineering Degrees. Since this is a construction project, would the government consider revising the evaluation criteria to say "Engineering OR Construction" degree?

Response: No. The evaluation criteria remains as previously stated.

27. Could you please inform me as to whether or not there are any liquidated damages on the Construct New Aircraft Rinse Rack project?

Response: There are currently no liquidated damages, only actual damages. See paragraph F.2 of the solicitation.

Other Additional Requirements:

28. The Contractor is required to notify the Coast Guard 5 days before the construction reaches its “greatest height”, so that the Coast Guard may notify the FAA for our permit.

29. The Contractor is responsible to file their own appropriate forms with the Federal Aviation Administration (FAA) if they will be bringing anything onto the job site that is taller than 15 feet site elevation (SE), 38 feet above ground level (AGL) or 53 feet above mean sea level (AMSL).

30. The Coast Guard is hereby increasing the page limit of Volume II – Technical Proposal to a maximum of 30 pages.
