The Missile Defense Agency (MDA) is executing a rigorous test program that includes expanding our flight and ground test programs to test our capability against short, medium, intermediate and long range threats to build the confidence of U.S. and allied stakeholders in the BMDS, bolster deterrence against their use, and send a powerful message to potential adversaries looking to acquire ballistic missiles.

Working with the Director, Operational Test and Evaluation (DOT&E); Director, Developmental Test & Evaluation; Combatant Commands; and the Service’s Operational Test Agencies (OTA), MDA structured its test program to improve confidence in the missile defense capabilities under development and to ensure the capabilities transferred to the Warfighter are operationally effective, suitable, and survivable.

FTX-36

Adds FTX-36 as

Interoperability Test in 2QFY18

Developmental delays to the IBCS test program resulted in the delay of FTP-17 (previously identified to achieve NDAA Interoperability Testing). Added FTX-36 as Interoperability Test in the 2QFY18. Will demonstrate interoperability between THAAD and Patriot.

New Tests in IMTP

FTM-27 E2

Adds FTM-27 E2 in 4QFY17 By PCB decision (30 January 2017), adds this test to provide additional confidence to the Warfighter in Sea-Based Terminal capabilities.

FTM-26

Adds SM-3 IB TU to the test baseline in 4QFY17

By PCB decision (Pending), incorporates an additional intercept flight test using a current production SM-3 Block IB Threat Upgrade missile executed in 4QFY17 to support full production decision.

SM CTV-03

Adds SM-6 CTV to the test baseline in 4QFY17 By PCB decision (Pending), adds an SM Controlled Test Vehicle (CTV)-03 flight test using a SM-6 Dual I to certify the Sea-Based Terminal (SBT) for Aegis Weapon System 4.1.

FS-17

Adds FS-17-1/-2/-4 to the test baseline in 4QFY17/1QFY18

By PCB decision (1 March 2017), adds Formidable Shield (FS)-17 to the test baseline. A Commander, 6th Fleet (C6F) Integrated Air and Missile Defense Live-Fire Exercise. This exercise consists of four events with NATO partners, of which MDA is participating in 3 events. The first two are simulated engagements of ballistic missiles and the last is an engagement.

FE-1

Adds FE-1 to the test baseline in 1QFY18

By PCB decision (1 March 2017), adds Flight Experiment (FE)-1 to the test baseline. This is a target of opportunity (TOO) in support of Navy Strategic Systems Programs (SSP) for data collection.

Refinements to Existing Tests

FTG-15

Delays FTG-15 by 1Q to 3QFY17 By PCB decision (Pending), delays FTG-15 due to Boost Vehicle’s Ignition Safety Device (ISD) qualification failure.

IMTP Purpose

The Missile Defense Agency (MDA) Integrated Master Test Plan (IMTP) establishes and documents the test requirements for the Ballistic Missile Defense System (BMDS) with specific focus on collecting the data needed for capability assessment and declarations, as well as collecting the data needed for the Verification, Validation, and Accreditation (VV&A) of the BMDS Models and Simulations (M&S).

Testing provides critical data to determine validity of M&S used to verify and assess BMDS capabilities; determines whether Elements and components are properly designed, built, and integrated; provides confidence the BMDS will perform as designed; informs the capabilities and limitations process; and supports Element and System performance assessment for incremental capability delivery decisions. Testing is also used by MDA external stakeholders to assess overall BMDS performance, as well as a means to exercise Warfighter concepts of operations and tactics, techniques, and procedures.

Presidential decisions, National Defense Authorization Act (NDAA), National Security Strategy (NSS) and the Ballistic Missile Defense Review (BMDR) shape the development of the MDA test program.

Phased Adaptive Approach for Missile Defense in Europe

Phase 1 (2011 timeframe) – Deploy current and proven missile defense systems available in next two years to address regional ballistic missile threats to Europe and our deployed personnel and their families ‒ Sea-based Aegis Weapon System and SM-3 Block IA ‒ Sensors, such as forward-based Army Navy / Transportable Radar Surveillance system (AN/TPY-2)

Phase 2 (2015 December) – Expand defended area against short and medium-range missile threats…after appropriate testing, deploy:

‒ SM-3 Block IB (both sea and land-based) ‒ More advanced sensors

• Phase 3 (2018 December) – Counter short, medium, and intermediate-range missile threats…after development and testing are complete, deploy:

‒ SM-3 Block IIA variant currently under development

IMTP Development Phasing

• Phase I: Stakeholder Test Requirements (TRs) Defines the BMDS Technical Baseline (e.g., threat space, functionality, and configurations) for incremental Warfighter capability delivery; defines Stakeholder Test Objectives (TOs) and TRs for the test program for categorical assessments of BMDS performance, M&S VV&A, production decisions, and capability declaration; conducts analysis of Stakeholder test objectives and requirements for integration into BMDS test program; conducts cost-performance trade studies of TRs and TOs looking for TO/TR efficiencies, early in the test design process

• Output – Initial TOs and TRs

• Phase II: System Test Requirements and Design Final analysis and integration of Stakeholder TOs and TRs into the system test program; finalizes new/updated System TOs and TRs for the BMDS test program for categorical assessments as described in Phase I; conducts analysis, integration, and resourcing of new and updated test designs (TD) into the Test Baseline; conducts cost-performance trade studies of TDs based on maturing TRs and TOs, looking for TD efficiencies, early in the development process

• Output – Final TOs, TRs, and TDs

• Phase III: Test Design Coordination, Synchronization, Finalization, and Affordability Baseline new or updated TOs and TRs for the BMDS test program for categorical assessments as described in Phase I; baseline resourcing of new and updated TDs into the Test Baseline; conduct cost runs of baseline TDs

• Output – Decision Memorandum

• Phase IV: IMTP PB Update Publication Phase Conduct analysis of new or updated TOs, TRs, and TDs resulting from fact-of-life (PCB approved) or OSD Decision iterations to the Technical and/or Test Baselines; conduct cost runs of updated baseline TDs

• Output – IMTP Document

MDA Common Terminology

Definitions

• Critical Engagement Conditions (CEC):

A set of test points that provide data to resolve known M&S uncertainty that limit performance prediction accuracy. The test data collected is used to improve existing models of System or Element behaviors. CECs impose conditions on test events that focus data collection efforts with the goal of improving existing M&S

• Empirical Measurement Events (EME):

A set of test points that provide data for a condition that is not modeled or not modeled to sufficient fidelity. EMEs focus testing on conditions known to produce behaviors that require additional understanding of the operational system, to improve existing low fidelity models or develop new models.

As M&S fidelity increases, EMEs may be elevated to CECs

• Critical Assessment Conditions (CAC):

Specify the conditions for test data collection necessary to accurately assess the performance of the fielded Elements & integrated BMDS.

• Assessment Requirements (AR):

An assessment requirement is tied to a decision & embodies the rationale for the requirement including the associated assessment objectives, measures (data), CACs, & Key Test Points (KTP). Assessment requirements are traced to test & analysis events through the development of associated test objectives & the allocation of KTPs to scenarios & test cases.

• Assessment Objectives (AO):

Identifies critical information needed to understand and characterize the BMDS performance, identify the BMDS capabilities and limitations, assess the readiness to field BMDS capabilities, and support the needs for operational evaluations.
