16_REMARKS: This CDRL submission consists of scheduling information derived from the Contractor’s scheduling software tool. The IMS covers the total program schedule, to include data to permit critical path calculations and the ability to run schedule impact (“what if”) exercises.

Block 4: Include Integrated Master Plan (IMP) and update as required with submissions. The contractor shall provide the IMS per DID DI-MGMT-81650 except or as modified by the following:

A. Modify paragraph 2.4.1.23 to read “The contractor shall submit Schedule Risk Assessments (SRA) and be prepared to actively participate in quarterly SRAs to identify and quantify milestone/event and task/activity level schedule risk. The near-critical path/activities are defined as the secondary and tertiary paths to the milestones being analyzed. SRAs are not required for T.O. 1.

B. Requirement 1 Format. The contractor will provide copies and updates of the schedule views, filters, sorts, and calculated fields used by the scheduling software tool, as jointly agreed to between the Contractor core scheduling lead and the Government Project Manager. The IMS shall be delivered electronically in two forms: (1) MS Project compatible format file and (2) the XML standard.

C. Requirement 2.2 Summary Master Schedule. Summary Master Schedule will be at the Program Event (PE) (Tier 1) and Significant Accomplishment (SA) (Tier 2) levels.

D. Requirement 2.3 Intermediate Schedules. Intermediate Schedules will be at the Program Event (PE) (Tier 1), Significant Accomplishment (SA) (Tier 2), and Accomplishment Criterion (AC) (Tier 3) levels. Every link between tasks in different Intermediate Schedules will be entered, traceable and routinely reconciled in both Intermediate Schedules.

E. Requirement 2.4 Detailed Schedules. Detailed schedules will be accomplished down to the lowest level to include Program Event (PE) (Tier 1), Significant Accomplishment (SA) (Tier 2), Accomplishment Criterion (AC) (Tier 3) milestones and activities, Task (Tier 4) milestones and activities, and Detail Task/Subtask (Tier 5) activities and milestones (where/when appropriate). Every link between tasks in different Detailed Schedules will be entered, traceable and routinely reconciled in both Detailed Schedules.

F. Requirement 2.4.1.5 Task/Activity and Milestone Descriptions. Unique descriptions will be used to distinguish similarly named activities that may occur in the IMS. Abbreviations/Acronyms used in the IMS will be defined in a contractor-formatted reference document and updated on a periodic basis (at least quarterly, as part of the monthly IMS submission).

G. Requirement 2.4.1.17 Current Schedule. See tailoring for section 2.5, below, for threshold for reporting significant baseline variances.

H. Requirement 2.4.1.24 User Defined Fields. For each Task (Tier 4) and below activity/milestone, user defined fields will include fields for the applicable CLIN and for the applicable CWBS (to support and complement Government cost reporting oversight).

I. Requirement 2.4.1.25 Reserved Fields. After contract start, if the Government identifies a need for any reserved field(s), it will be addressed and agreed to at joint scheduling lead meetings (to be held throughout the contract's period of performance). Any reserved fields will be incorporated in the IMS field mapping (section 2.4.1.24).

J. Requirement 2.5 Monthly Analysis. Detailed baseline schedule variance assessments (section 2.4.1.17) will be required when the calculated early date(s) for any Detail Task/Subtask (Tier 5 and below) activity or milestone exceeds its baseline by ten (10) or more working days, or when any slip to a Tier 4 and lower activity’s baseline impacts the baseline date of a major milestone/key event (e.g., flight test, ground test, interceptor SRR or emplacement).

Block 6: The requiring office will be identified in the tasking document’s tailoring statement or, if not identified, shall be assumed to be the same as the office of the Government Project Manager.

Block 7: Letter of Transmittal shall be via e-mail with notification of file attributes and directory information for retrieval.

Block 9: Dist. Statement: Distribution authorized to the DoD and U.S. DoD contractors only based on Critical Technology requirements, May 2007. Other requests shall be referred to PD452.

Block 10: The Monthly IMS submission includes all data described in this CDRL (see also, Block 4 tailoring, above). Provide a monthly copy of the IMS (Ref Block 4 tailoring, Requirement 2.4, above) with actual starts/finishes, early start/finishes, estimated start/finishes, and reason/action/impact statements.

Block 11: Last day of contractor’s monthly accounting period.

Block 12: The first submission is due within 23 working days after the end of the first full accounting period following authorization to proceed. The submission should be consistent with the EVM Submission. First submission shall include reporting to the Intermediate level schedule, at a minimum.

Block 13: Subsequent monthly submissions shall be 15 working days after the close of the Contractor's monthly accounting period, all schedule levels. The submission should be consistent with the EVM Submission. The IMS for the first two monthly cycles following authorization to proceed will be considered preliminary. Provide a copy of the monthly IMS reflecting status updates.

Block 14: Data will be provided in contractors approved scheduling system in its original format (e.g., Primavera, Open Plan Pro, Microsoft Project, etc.) and Microsoft Project. Requiring Office and other addressees shall receive electronic notification from the contractor that the database is established and available.

Block 15: Data will be provided in electronic format and will be MS Project compatible. The contractor shall make this data available to the government via electronic submission/distribution. Further detailed explanations may be requested as needed.

The requirements for DI-MGMT-81650 will apply for major critical non-Firm Fixed Price subcontracts with a dollar value greater than $20M for the IMS. IMS required from subcontractors will be integrated with the prime contractor’s scheduling system, and will be provided in subcontractor’s approved scheduling system in its original format. Submit an IMS document with the schedule which explains the approach, defines how to use the electronic schedule file, & identifies defined fields. A suggested format includes:

• Introduction (includes short overview, assumptions & ground rules, description of any unique features, & description of change management).

• Support Schedule Rationale (explains the rationale behind long task durations, task constraints, and long lags).

• Discussion of the critical path and schedule risk analysis.

• Glossary of terms and acronyms used within the IMS.

Technical data or computer software that is not properly included on a data rights assertion list incorporated into the contract shall NOT be delivered with any restrictive markings. Technical data or computer software that is properly included on the data rights assertion list incorporated into the contract, and containing "Limited Rights" or "Restricted Rights" legends as specified in DFARS 252.227-7013, 252.227-7014 and 252.227-7017, which is proposed to be delivered under or in conjunction with this CDRL, should include a prior notification to the Contracting Officer, and MDA reserves the right to challenge the "Limited Rights" or "Restricted Rights" assertions under 252.227-7019 and 252.227-7037.
