Industry Questions and Answers
Questions Government Clarification 71 Will the Government please provide clarification on the definition of Major
Subcontractor as it applies to both the Past Performance Volume and the Cost Volume?
To clarify, this RFP states that the major subcontractor threshold is 20% for past performance (Volume 4) and 10% for Cost/Price (Volume 5).
72 Is there any chance the government will consider extending proposal due date to June 18th, to account for Memorial Day Weekend?
Not at this time.
73 Regarding Question 25 (Q&A Part 2), The Program Management Plan is a large part of the volume, and we feel we need more than 28 pages to thoroughly address this area.
Would the Government consider a limit of 100 pages for the overall volume?
The Government will be correcting the RFP via amendment to limit the Program Management Plan addressing only the first three sub-bullets of IDIQ SOW paragraph 3.1.1.3 and eliminate the need to describe Business Operations, Contract Management, Security, Program Operations, Risk, Developmental Labs Maintenance and Safety, Quality, and Mission Assurance.
This clarification impacts the Government clarification of question 32, but should enable the offer to successfully meet the 28 page constraint.
74 There is no Tab and no page limit given for Management Risks, should we include a tab for this and what is the page limit? Please clarify page allocation for Management Risk.
The Government is not entertaining adding a tab for discussion of Management Risk or increasing the page limit of the Management Volume. Discussion of risks should be embedded in their relevant or related subfactor.
