CBEP Mission CBEP seeks to reduce the threat, to the U.S. and global health security, from the spread of pathogens causing dangerous infectious diseases, whether natural or manmade.

Biosurveillance

Cooperative Biological Research

Biosecurity & Biosafety

CBEP Objectives Dismantle, destroy, and prevent the sale, theft, diversion, or use of stockpiles of biological weapons (BW), means of delivery, and BW-related equipment, technology, and infrastructure Enhance partner country/region’s capability to identify, consolidate, and secure collections of pathogens and diseases of security concern in order to prevent the sale, theft, diversion, or accidental release of such pathogens and diseases Enhance partner country/region’s capability to rapidly and accurately survey, detect, diagnose, and report biological terrorism and outbreaks of pathogens and diseases of security concern in accordance with international reporting requirements Source: ASD (GSA) Memorandum for Assistant to the Secretary of Defense for Nuclear and Chemical and Biological Defense Programs, August 18, 2009 Pathogens and diseases of security concern are defined as pathogens and toxins contained on the U.S. Select Agent and Toxin List, deliberate biological threats, and other potentially threatening emerging and/or re-emerging diseases.

Current CBEP Engagements

EUCOM

Armenia, Azerbaijan, Georgia, Ukraine

AFRICOM

Cameroon, Cote D’Ivoire, Ethiopia, Gabon, Guinea, Kenya, Liberia, Senegal, Sierra Leone, South Africa, Tanzania, Uganda, West Africa

Global Collaboration CBEP supports/works with the following organizations to promote international standards, regulations, and guidelines related to biological threat reduction and global health security:

Global Partnership against the Spread of Weapons and Materials of Mass Destruction (GP) World Health Organization (WHO) International Organization for Animal Health (OIE) U.N. Food and Agriculture Organization (FAO) European Committee for Standardization (CEN)

The Role of Research in CBEP Policy Guidance (OSD-P, 2013) “CBEP-sponsored research is an important enabling tool to achieve CBEP objectives…CBEP will fund and conduct research that involves partner-country scientists and directly advances CBEP policy objectives…”

Implementation Guidance (NCB, 2013) “CBEP-sponsored research efforts must contribute to one or more … implementation activities, further the goals of the CBEP engagement, and support CTR strategic objectives.”

CBEP Research Guidance (CTR Director, 2012) “Effective execution of the CBEP mission requires that … biosafety and security, biosurveillance, and research [activities] are fully integrated.”

CBEP Research Strategy (2015) “CBEP research … informs and enhances operational biosurveillance … [and] builds upon CBEP goals to develop and enhance sustainable partner country capabilities to employ biorisk management best practices and principles, conduct a modern and proactive disease surveillance mission, comply with WHO and OIE international reporting guidelines, and advance & sustain global health security initiatives.”

INFORMS

Engage in Cooperative Research Support CBEP objectives through research to inform and enhance disease surveillance Improve understanding and capacity to reduce biological threats Promote the One Health initiative Foster an international culture of responsible and ethical conduct in biological research Ensure research results are published in peer reviewed journals

The STEP program aims to establish a robust pool of academic and technical resources to cost effectively advance scientific & technical knowledge, skill, and understanding.

STEP will meet the dynamic CBEP need for visiting scientists, scientific mentors, qualified trainers, research collaborators, and subject matter experts to advance technical capability and enable scientific study and experimentation

CBEP STEP Program

STEP Overview CBEP will partner with collaborators to build technical skill and develop collaborative research programs for future engagements.

Activities may be augmented with specialized training in areas such as:

Clinical and laboratory Diagnostics One Health approaches to sample collection, field surveillance, and epidemiology Clinical, field and laboratory biorisk management and best practices Grantsmanship and award administration

STEP Program Scope Provide the technical skills and fundamental knowledge required for the solution of biological threat-related problems in CBEP partner countries in cooperation with DTRA/SCC-WMD’s mission for the prevention of WMDs

Need for long-term partnerships between strong research and technical centers and CBEP partner country institutions Partnerships will build technical capability as well as nourish and grow hypothesis-driven research programs that result in sustainable funding and academic publications ***Performance in all operational environments is expected.***

STEP Scope Project Coordination & Integration Technical and administrative leadership, integration, and implementation of all activities Responsible for all necessary administrative requirements for the successful and timely implementation of subsequent tasks

Visiting Scientists and Scientific Mentors (VS/SMs) Support performance objective to advance scientific & technical knowledge & expertise in CBEP partner engagements Discipline(s) including (but not limited to) veterinary/human medicine, epidemiology, public health, microbiology, molecular biology, etc.

Ability to reside in partner countries for up to 12 months/year

STEP Scope, cont.

Qualified Trainers Review/modify and/or develop training materials Provide training to include (but not limited to):

Veterinary/clinical and laboratory techniques, practices, and procedures One Health approaches to sample collection, field surveillance, and epidemiology Veterinary/clinical field and laboratory biorisk management and best practices Public/animal health preparedness Grantsmanship , scientific writing, and award administration

STEP Scope, cont.

Subject Matter Experts (SME) Support the development of technical reports & assessments Implementation assistance for CBEP engagements Consultation & participation at meetings, conferences Emergent requirements that leverage resident expertise and network relationships Evaluate and support training in areas to include clinical, epidemiological, laboratory, and veterinary specialties Provide technical support and expertise to partner countries for emergent requirements related to surveillance, sample collection, detection, diagnosis, and reporting

STEP Scope, cont.

Research Collaborators (RC) Technical resource for research activities Facilitate research projects with partner country stakeholders Develop work plans and research project materials Oversight review applications Training material Standard Operating Procedures Assist with technical implementation of CBEP-sponsored research projects
