8. DESCRIPTION OF TD (NOT TO EXCEED 1 PAGE):
The Defense Threat Reduction Agency (DTRA) Cooperative Biological Engagement Program (CBEP) requests the Contractor provide scientific mentorship/research collaboration, training, and subject matter expert support at the Azerbaijan Central Reference Laboratory (CRL) in Baku, Azerbaijan. The Contractor should provide mentorship in clinical diagnostics and research experimentation for two Ministry of Health (MoH) and two Ministry of Agriculture (MoA) scientists working at the CRL facility in the BSL-2 and BSL-3 suites. The mentorship should include collecting, analyzing, and diagnosing pathogens of security concern, with a special focus on CBEP-sponsored research work, and an emphasis on adhering to standard biosafety and biosecurity (BS&S) principles while working in a high containment facility. During this work, the Contractor should notify CBEP via regular reporting of identified BS&S and diagnostics training gaps in the context of capacity building and transitioning the CRL to be an independent, national leader for safe and accurate diagnostics work. This mentorship is expected to be provided by a mid-level scientist with expertise in research and diagnostics of high-risk pathogens inside a BSL-3 facility.
To further facilitate capacity building, the Contractor should provide training in grantsmanship and guidance to Azerbaijani scientists in preparing and submitting grant proposals focused on endemic pathogens of security concern to the DTRA Fundamental Research Broad Agency Announcement (BAA), and other competitive research funding solicitations. It is expected that this mentorship will result in at least one project submitted to the BAA Thrust Area 6, and at least one project developed to be submitted to a separate solicitation (to be determined in coordination with the Azerbaijani scientists). The Contractor is expected to assist the Azerbaijani researchers with all phases of proposal development, especially in the technical research aspects as well as generation of SOPs for working with endemic high- risk pathogens safely and securely. Research collaboration support will also include responding appropriately to requests for revisions by review boards when necessary. It is the intention of the CBEP that the grant development and proposal submission be led by the Azerbaijani researchers, with the Contractor providing assistance and mentorship as needed in meeting funding agency requirements and deliverable deadlines. This assistance is essential as the Azerbaijani researchers continue the transition from current in-country Biological Threat Reduction Integrating Contract (BTRIC) support to independent work. This assistance and mentorship should be provided to both the MoH and MoA researchers, to aid both ministries in developing fundable proposals. The Contractor should not be included as an implementing collaborator for the proposed BAA project; however, the contractor may be separate technical direction to provide scientific mentorship and reach-back support to the implementing scientists in Azerbaijan for any funded projects.
Contractor support should be provided both in-country and remotely. It is expected the Contractor will make 4 x 2 week trips to Azerbaijan to conduct in-person mentorship and training. Timing of the trips should be based on sample flow, identified diagnostic and biosafety gaps and needs, as well as the progress of research project development following discussions with Azerbaijani researchers and the CBEP Technical Points of Contact. Additional support should be provided via email and teleconferences.
The period of performance for this requirement is eighteen (18) months. It is expected that implementation of this requirement will require approximately 26 weeks of effort consisting of 4 x 2 week trips to Baku, Azerbaijan, with additional time allotted for pre- and post-trip activities and follow-up actions, and an additional 10 weeks of effort for coordination, document reviews, and remote reach-back support. Implementing this requirement should not exceed 1140 labor hours.

8. DESCRIPTION OF TD (NOT TO EXCEED 1 PAGE):
The Defense Threat Reduction Agency (DTRA) Cooperative Biological Engagement Program (CBEP) requests that the Contractor provide and implement introductory veterinary epidemiology trainings in Phnom Penh and Kampong Cham for a total of 50 Cambodian personnel in the Ministry of Agriculture that serve as animal health sector staff and are responsible for disease outbreak detection and response. Trainings should include classroom instruction, as well as practical sessions in the form of field work.
Courses should include, but not be limited to, topics on biostatistics, risk factors, and disease surveillance. In addition to classroom instruction, a directed research project (approximately 3-6 months in duration) should be incorporated into the trainings in order to maximize the application of instruction. The trainings should reflect current best surveillance practices in the field and reuse existing training materials (as provided by CBEP) to the maximum extent possible. Trainers for this task should be up to three (3) mid-level veterinary epidemiologists, or with equivalent expertise. In developing the implementation plan, the Contractor should account for the fact that Cambodia is currently experiencing an outbreak of suspected highly pathogenic avian influenza (HPAI), which may require the attention of Cambodian government personnel identified to participate in the training.
DTRA CBEP also requests that the Contractor provide six (6) months of Subject Matter Expert (SME) support and relevant operational training to the Cambodian Ministry of Agriculture and Cambodian Ministry of Health personnel in response to the suspected HPAI outbreak, which is estimated to affect up to 300 people. The six months of SME support should occur in conjunction with the suspected HPAI outbreak and is not required to occur after the veterinary epidemiology trainings. Trainings should reflect current best surveillance practices in the field and reuse existing CBEP materials where possible. It is expected that the SME support will be based in Cambodia for the full six months. Support to the Government of Cambodia during this time should encompass, but not be limited to, diagnostic testing of human and animal samples collected during the outbreak, assistance to Cambodian ministries in the development of case definitions and epidemiological analyses, and related epidemiological training for 15 Cambodian personnel. Trainings should be provided to Cambodian Ministry of Agriculture and Ministry of Health personnel by up to two (2) high-level scientists, identified by the Contractor with extensive experience with veterinary epidemiology and avian influenza outbreak response. This training should be provided to the Cambodian government personnel conducting sample collection and testing associated with the outbreak. Recipients of trainings should be chosen in coordination with the relevant ministries based upon their existing level of responsibility for disease detection, response and reporting.
The Period of Performance for this requirement is 12 months. CBEP estimates 2750 labor hours for introductory veterinary epidemiology training and implementation.

8. DESCRIPTION OF TD (NOT TO EXCEED 1 PAGE):
The Government of Turkey (GoTU) has requested support of the United States Government for training technical personnel to survey and diagnose brucellosis in human, animal, and wildlife populations. The Defense Threat Reduction Agency (DTRA) Cooperative Biological Engagement Program (CBEP) requests that the Contractor identify and engage up to four (4) appropriate researchers positioned within relevant ministries, institutes, or universities in Turkey to develop a collaborative biological research (CBR) project proposal in partnership with a United States laboratory or university. It is the intention of the CBEP that this proposal be submitted to the Defense Threat Reduction Agency’s (DTRA) Fundamental Research Broad Agency Announcement (BAA) Thrust Area 6. The proposal support should include assistance with hypothesis development, experimental design, project planning, finance, and risk mitigation. At a minimum, the proposed CBR should build capabilities, contribute to the country’s understanding of prevalence and distribution of brucellosis, leverage existing technical personnel at identified institutions or ministries, and ultimately result in peer-reviewed publications. The Contractor should not be included as an implementing collaborator for the proposed BAA project; however, the contractor may be separate technical direction to provide scientific mentorship and reach-back support to the implementing scientists in Turkey for any funded projects. Scientific mentorship and research collaboration support is intended to be provided by up to two (2) mid-level scientists in microbial pathogenesis. The period of performance should not exceed three years or 2640 total labor hours. The CBEP estimates this support will require 4 x 1-week trips by the scientists to the region in Year 1 (4 trips x 2 people) and 2 x 1-week trips by the scientists both in Year 2 and Year 3 (4 total trips x 2 people). Additional time is allotted for pre- and post-trip activities and follow-up actions and an additional 6 weeks of effort each year is allotted for coordination, document reviews, and reach-back support.
