Missile Defense Agency Information Technology Collaboration Systems (MICS) Industry Days 2 (Schriever AFB, CO) - Questions & Answers

No.
Question
Answer
1.
Responsibility Matrix - Slide 42: Is this the current model or is this the future model?
The matrix includes all current tasks and also includes scope for future requirements.
2.
Will you elaborate on how MICS Tier 1 Service Desk will interact with Associate Contractor Tier 1 Service Desk?
For VTC Tier I support a phone separate number or AMX help button goes directly to the Video Control Center (VCC), however if a customer should dial the MDA integrated service desk for a VTC issue the service desk creates a Remedy ticket and routes it to the appropriate RBA crew. All MKO baseline Tier I support is provided by the MDA integrated service desk by creating Remedy tickets and routing to the appropriate RBA crew. The two exceptions to this are executive front office support and the Customer funded Site Management support which both provide Tier I support directly to their Customer.
3.
What is the primary role of Dahlgren within the MDA umbrella?
Headquarters for the Aegis Ballistic Missile Defense (AB) Program.
4.
Are the MKO Site Management Tier I Support personnel all located in HSV currently?
No, Tier I support in relation to MKO Site Management is located in both HSV for discrete customer funded tasks and NCR for Executive front office support.

Future MKO Customer funded Site Management could be located in other regions as well.

5.
Are all of the discrete tasks currently funded and ongoing?
Yes, all discrete tasks are currently funded and ongoing.
6.
Regarding the Orange boxes in the responsibility matrix, please elaborate on the interaction between MICS and JRDC?
The orange boxes indicate a joint responsibility for IA. The MICS Contractor is responsible for IA for all areas colored in green on the responsibility matrix while the Associate Contractor is responsible for the blue boxes.
7.
Are there currently mobile applications in use today?
No, other than our BlackBerry devices utilizing the Blackberry Enterprise Server (BES). We want to utilize mobile applications in the future in accordance with the DISA STIGS for mobile applications.
8.
Are there dedicated Site Managers for all program offices? How many are needed in HQ?
No, only those which are identified as discrete tasks in the PWS. Refer to workload data to determine the level of support required in HQ. Note, there is a maximum constraint of six (6) personnel in the National Capitol Region (NCR).
9.
Dahlgren was mentioned in passing earlier slides but Dahlgren is not mentioned in the network connectivity.
Dahlgren is directly connected to the MDA network. For more information refer to Industry Day 2, Slide 17.
10.
Is there on-site support for SharePoint at Dahlgren?
There is no requirement for on-site SharePoint support at this time, but it could be a future requirement.
11.
Regarding RAM&T, are users going to be trained on how to write ad-hoc requests/SQL statement?
No, we do not currently train RAM&T users to write SQL statements for reporting purposes; that is the role of the RAM&T administrator.
12.
Regarding RAM&T, can Offerors add a fourth Past Performance citation to address the RAM&T requirement?
No, Offerors are limited to the number of citations as instructed in Section L-04.
13.
Regarding Application Specialists, how is this function performed currently?
This function is currently performed in an ad-hoc manner by Government personnel in response to incidents involving external applications. The Application Specialist is intended to provide a single POC to formally engage on these incidents and to provide an improved service to the MDA customer. Requirements of this function are defined in the PWS (ref. 3.1.2.4).
14.

15.
Is there a preference where the MKO staff sits?
Where staff supporting MKO sits is dependent upon your approach and we are not stipulating a location.
16.
Are there any restrictions on staffing in Colorado Springs or Huntsville?
No, there are only staffing restrictions in the NCR (ref. Section L, Attachment 6 - Workload Data).
17.
Is there 24x7 support from the Video Service Operations Center (VSOC) between Colorado Springs and Huntsville?
No. Hours are listed within the PWS (ref. 2.1). Special events are the exception.
18.
Is MKO Tier I support located in Colorado Springs or just Huntsville?
All MKO baseline Tier I support is provided by the MDA Integrated Service Desk by creating Remedy tickets and routing to the appropriate RBA crew. The two exceptions to this are Executive Front Office Support and the Customer funded Site Management support which both provide Tier I support directly to their Customer.
19.
With regard to dedicate SharePoint experts (Site Managers) for the outlying program offices, are there restrictions for NCR?

25.
Do you maintain a test environment that's separate from the production environment? Is MICS responsible for this?
Yes, the Integrated Test Lab (ITL). JRDC will maintain the platform and MICS will be responsible for the application layer for applications managed by MICS (e.g., SharePoint).
26.
With regard to MDA Knowledge Online support, is the Front Office at HQ (Ft. Belvoir) roughly equivalent to the various Program Offices?
Recommend reviewing 3.1.2.5, 3.1.2.2.1, and Section L, Attachment 6 - Workload data for these requirements. In addition, the most significant deference between Site Management for the Program Offices and Front Office support is the op-temp and the demands of the Front Office Customers.
27.
Does the VSOC provide enterprise wide support?
Yes.
28.
Does the VSOC provide local Tier 1 Support?
On a regular basis no. However Customer Service should be the primary concern for all MICS personnel and Tier 1 support should be provided as required.
29.
System Monitoring - Does the system automatically notify you of system failures or must they be manually entered?
In respect to VTC & MKO, the systems can be monitored but do not send any automatic notifications. In respect to network & environmental, systems are monitored and send automatic notifications.
30.
Do you have MICS specific definitions for Tier I, II, and III support?
We use standard industry definitions for these terms and have not modified them for MICS.
31.
SDVOSB Verification: The GAO is currently investigating awards made to fraudulently uncertified SDVOSB's who used self-certification mechanisms like ORCA/CCR to allege certification. There is extensive government discussion surrounding verification of SDVOSB status. It appears imperative that MDA make a firm determination (before proposal submission) of the process it will use to verify SDVOSB status. Will MDA use ORCA/CCR (self certification) of VA's CVE for verification of SDVOSB status for MICS?
ORCA is the official verification process that will be used.

106.
Ref L-03. VOLUME II – CONTRACT L-03.1 Tab 1: Standard Form 33 (Section A), Contract Sections B-K, and Contract Section J Attachments

L-03.1.1 The Offeror shall submit a signed Standard Form 33 (SF33), complete with Sections A-K and all Section J attachments. The Offeror must complete Section A Solicitation/Contract Form blocks 12, 13, 14, 15A, 15B, 15C and provide signature and date for blocks 16, 17, and 18; block 12 must state 180 days. The submission of Section A-J and Section J Attachments constitutes an offer, which the Government may accept. The original unbound copy should be clearly marked under separate cover and should be provided with three (3) holes punched on the side of pages.

1.) This statement seems to indicate is the Govt’s desire to receive a completely reproduced copy of the RFP Sections A – J, to include Section J attachments. Should Section J attachments such as the PWS, IFP, etc. be reproduced and re-submitted? Section J – Attachment 2 Management Plan is marked as Contractor provided and per Section L instructions, is to be included in the Management Volume. Is it the Govt’s intent that the Management Plan should also be included in Tab 1 of Volume II – Contract?

1).Yes, the Government requires a reproduced copy of Sections A-J. The Offeror shall prepare the proposal as set forth in Section L Table L-01-1 “Volume Organization” (Pages 9 and 10). The title and contents of the volume are defined in the table. All Section J attachments, including Offeror provided attachments, should be included in Volume II-“Contract”. The Management Plan is a Section J Attachment and should be submitted Volume II “Contract”.

Reference L-08 VOLUME VII – Total Resources

The instructions for this volume regarding Basis of Estimate Narratives, The Basis of Estimate Summary form and the EPE forms in the Cost Volume do not seem to align properly. See specific questions below:

1.) Reference L-08.1: Tab 1, Basis of Estimate Narratives

The instructions call for nine (9) BOE narratives, specifically for the labor CLINs - CLINs X100 and CLINS X500-X507. However, the Basis of Estimate Summary form (Exhibit B) is structured by PWS tasks and not CLINs. Furthermore, the PWS tasks included on the Basis of Estimate Summary form do not map to CLINs X501-507 which are the FFP Customer Support Tasks. Therefore, the hours associated with the FFP CLINS X501-X507 will not be included on the Basis of Estimate Summary form (Exhibit B). Please clarify the following:

•The Basis of Estimate Narratives are intended to be organized by the nine (9) labor CLINs identified above.
•Please explain whether it was intentional to exclude the tasks associated with CLINs X501 – X507 on the Basis of Estimate Summary form (Exhibit B) and if so, please explain why?

2.) Reference L-08.2: Tab 2, Basis of Estimate Summary

The instructions state that all hours recorded in Exhibit B, BOE Summary must match the total hours in the EPE, Cost Model Exhibit A. As noted in question 4.a above, the hours associated with CLINs X500-X507 CLINS are not accounted for in the BOE Summary form (Exhibit B) but they are included in the EPE. Therefore, the hours would not match. Can you please provide clarification?

3.) Reference Section_L_FRFP_120215 Exhibit B, BOE Summary attachment

In this exhibit, there are certain tasks that appear to be identified separately from the PWS tasks that are grouped together under specific buckets – see Execution, Operations, and Maintenance. Is it a correct assumption that the government wants to see the labor category(ies) and hours specific to the uniquely identified task called out separately, as well as have those hours included in the overall hours count for their respective task groupings? For example, the BOE Summary appears to individually identify Task 3.1.1.4 under the Execution bucket (Column E). However, the labor category and hours for task number 3.1.1.4 would also be summed in Column F (Tasks 3.1 – 3.1.1.4). Similar scenarios occur in the Operations and Maintenance buckets.

1.) The CO will amend the RFP (Section L) to provide more clarification to this section and add ten (10) Basis of Estimate Narratives (BOE) including CLINS X501-X507. The BOE Narratives should not be written to the associated CLIN(s) but should be written to specific tasks in the PWS. The CLINS are provided as a reference to ensure that Offerors would not attempt to bid to the Discrete Tasks (CLIN X600—X699).

2.) Offeror should construct Narratives to the PWS tasks and not the specific CLINS. The RFP will be amended to provide more clarification.

3.) The CO will amend the RFP to include a notes section to say “The Offerors BOE Narratives (Reference Section L-08.1 and L-08.2) shall be aligned to the PWS sections identified in this spreadsheet (e.g., Phase-in 3.6, Execution 3.1 - 3.1.1.4, etc.), NOT to the CLINs. BOE Narratives will apply ONLY to work being proposed to in this proposal under CLINs 0001, X100, and X500 - X507. Offerors shall not align the BOE Narratives to CLINs.

Can the MDA provide a deeper breakout of service desk tickets? Including the following information:

1.) The # of tickets per month that are for MKO vs. VTC?

2.) The # of tickets per month that are resolved at Tier I, II and III?

3.) The # of tickets per month that represent request, incident and problem records?

4.) The average resolution times for the tickets of the various types identified above in this question?

1.) Response: Annual ticket data is provided for MKO and VTC. Refer to Section L, Attachment 6 “Workload Data”.

2.) We do not have this data identified by Tier.

3.) Currently, the data is not accurate enough to rely on the categorization due to immature procedures when tickets were created.

4.) While Remedy contains the resolution times associated with resolved tickets, the relatively immature processes of using Remedy to track MKO and VTC tickets has resulted in data significantly skewed that it provides no reasonable basis of estimate. (e.g., many tickets have been opened then immediately closed to document work performed after the fact.)

Is the CPO for % availability for the MKO systems broken out in any way other than overall system availability? For example, if the MKO sites are up and running, but the search component of the system is not returning results, is that factored into the % availability of the system?

All outages will be reviewed on a monthly basis for relevancy to MICS requirements. The Government’s intent is to validate any negative performance in order to determine the root cause of the issue prior to making a final determination of performance. Any negative performance beyond the MICS contractor’s control will not be assessed against the MICS contractor.
