C. This is a draft solicitation and comments, questions are solicited from industry before we go final with the solicitation. D. Your offer must be received no later than 5:00 P.M. EST, on October 1, 2008. Facsimile proposals are NOT authorized. Offerors are cautioned to allow enough time for the complete proposal to be received keeping in mind that they must be delivered or submitted on a base whereas security measures have increased tremendously since 9/11.

E. Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete and effective response to this solicitation are not desired and may be construed as an indication of the

Offeror’s lack of cost consciousness. Elaborate artwork, expensive paper and bindings, and expensive visual and other presentations are neither necessary nor wanted. Your proposal shall be delivered on CD Roms.

F. Unless you specifically state otherwise, your offer is assumed to accept all terms and conditions of this solicitation. Any exceptions to any part of this solicitation must be specifically identified in a cover letter to your proposal.

G. IMPORTANT NOTICE: All contractors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR will make an Offeror ineligible for award. Commercial and Government Entity Code (CAGE Code): (a) The Offeror is requested to enter its CAGE on its offer in the block with its name and address. The CAGE code must be for that name and address. (b) If the Offeror does not have a CAGE code, it may go on line to the CCR www.ccr.gov (c) Do not delay submission of the offer pending receipt of a CAGE code.

H. Any contract awarded to a Contractor who, at the time of award was suspended, debarred, and ineligible for receipt of contract with Government Agencies or in receipt of a notice of proposed debarment from any Government Agency, is voidable at the option of the Government.

I. The Government intends to evaluate proposals and award a single contract after written or oral discussion with all responsible Offerors that submit proposals within the competitive range. The source selection decision will be based on a combination of the management/technical proposal, sample tasks, cost/price and past performance using best value methodology.

J. Care should be taken to mail correspondence relating to this solicitation or resulting contract to the appropriate office as indicated in the applicable clauses.

K. Offerors must include the DUNS number in the block with name and address on the cover page of offer.

N. Industry day will be held on or about June 25 and 26, 2008 at MacDill AFB, Florida in the auditorium at HQ 6th Operations Group, 8111 Hangar Loop Dr. The security requirements to attend is to have a Common Access Card or 24 hours prior to the event, a complete list of names, drivers’ license number, state of issue must be provided to the visitors center to process the information for the entry gate. All attendees must be able to present driver’s license, current vehicle registration, and proof of insurance for the vehicle. Those planning to attend industry day should submit their name to Ms Debra Nicholson at debra.nicholson@us.army.mil no later than 10 June 2008.

O. An Organizational Conflict of Interest provision is provided in Section H.9 that industry needs to pay close attention to for this requirement.

P. The incumbent has signed an agreement with SOFSA that a novation, Section H.10 of the contract will take place if they are not the successor contractor.

Q. Offerors are requested to submit recommendations on the types of management reports that cover the scope of the SOO during the final proposal phase.
